People can now use these sensory backpacks at Waterloo facilities

People who may experience sensory sensitives can now access backpacks with tools to help them navigate six different facilities in the City of Waterloo.
The backpacks became available on April 2 to align with World Autism Day.
"We designed them to serve individuals in the community with different sensory processing disabilities or sensory sensitivities that may benefit from having the backpacks in spaces that can sometimes be really overwhelming," explained Molly Riediger, Waterloo's inclusion services co-ordinator.
The bags contain:
Sunglasses and noise cancelling headphones to reduce sensory input.
A variety of fidget tools and a chair band to increase sensory input.
Picture exchange communication system (PECS), a timer, and a drawing pad for self-regulation and communication.
The backpacks are free of charge and can be signed out by anyone 13 years or older. Anyone younger who needs one can have a parent or guardian sign one out on their behalf.
After seeing other municipalities roll out the tools, Riediger said Waterloo adopted the idea. She said the city's museum had expressed interest in getting the backpacks.
"We thought, why wouldn't we want to implement these across the city?" she said.
No personal information is needed to be shared to sign out the bags, but staff ask that the backpacks and their contents remain in the facilities. They can be used as long as needed.

Each facility is equipped with two backpacks.
"We definitely saw a need in the community that very quickly came to our attention when people found out about the bags. So we're really excited to see how they can benefit people," Riediger said.

The Capital Development Authority (CDA) has decided to implement a cashless economy across its departments, aiming to modernise payment systems and improve service delivery. Under the new initiative, citizens will no longer be required to visit CDA offices in person to pay for services such as property tax, water bills, land transfer fees, and parking charges. Instead, all payments will be processed online through a cashless digital platform. To facilitate this transformation, the Authority will develop an integrated online portal and mobile applications in partnership with various banks. The decision was finalised during a meeting held on Thursday, chaired by CDA Chairman Muhammad Ali Randhawa and attended by board members and senior officials. The session focused on ensuring the comprehensive implementation of a cashless system across all CDA functions. Participants discussed strategies to promote digital transactions, with particular emphasis on QR code-based payment systems, enabling residents to conveniently pay their dues from home. Randhawa noted that the adoption of a cashless framework will enhance transparency, accelerate public service delivery, and contribute to the broader vision of establishing Islamabad as a leading digital capital. The meeting also approved the rollout of QR code payment systems at CDA offices and service centres. Plans were announced to initiate staff training programmes and public awareness campaigns to support the transition. Additionally, a pilot project will be launched in select parking areas, beginning with departments that experience higher volumes of public interaction.

Unplanned drains blamed for urban flooding in Faisalabad

Development experts have identified the lack of connectivity between over 400 kilometres of unplanned roadside drains and the city's main sewerage system as the primary cause of urban flooding in Faisalabad, particularly in 18 low-lying areas. According to sources, the recent fifth spell of monsoon rainfall inundated vast sections of the city, including Jail Road and Sheikhupura Road, causing severe traffic disruptions. With no proper outlets linking these drains to the Water and Sanitation Agency (WASA)'s trunk sewer lines, storm water remained accumulated for hours, halting the movement of vehicles and commuters. Nasir Mahmood Wahla, a drainage expert and retired irrigation engineer, said that the responsibility for constructing these roadside drains was wrongly assigned to various departments including the Municipal Corporation, Communication and Works Department, and Faisalabad Development Authority (FDA)—without any centralized planning. After their completion in 2014, the drains were left unmaintained, and no department took ownership of the network. He further added that in the absence of a maintenance protocol, staff from the Faisalabad Waste Management Company (FWMC) regularly dump solid waste into the drains after dark. The Parks and Horticulture Authority (PHA) also disposes of green waste there, while residents of squatter settlements along the drains contribute to the choking of the storm water network. Ikramullah, Deputy Managing Director of WASA, stressed the need for a city-wide survey to assess the plinth level of major roads, residential areas, and commercial buildings. This data, he said, should be incorporated into the engineering rules to standardize infrastructure development. He emphasised that launching a comprehensive survey is essential to avoiding future flooding crises.
