Senior high school, nais ni Sen. Jinggoy na alisin na; K to 12 program, bigo umano
Paliwanag ni Estrada sa Senate Bill No. 3001, pagkaraan ng 12 taon mula nang ipatupad ang SHS sa ilalim ng K to 12 program, bigo pa rin itong makamit ang pangunahing layunin na mabigyan ng pagkakataon ang mga SHS graduate na makapasok ng trabaho.
'We can't keep letting students and their parents shoulder the extra time and cost of senior high school. Bakit natin hahayaan na patuloy na maging dagdag pasanin sa oras at gastusin ang dalawang taon sa high school level?' ayon kay Estrada sa pahayag.
Sa panukalang batas ni Estrada, nais niyang mapanatili ang pangunahing prinsipyo sa Republic Act No. 10533, o Enhanced Basic Education Act of 2013. Pero aalisin na ang SHS, 'to simplify the high school system while still making sure students get quality education that meets global standards.'
Inirekomenda niya ang isang taon sa kindergarten education, anim na taon sa elementary education, at apat na taon sa secondary education.
'This bill is a practical step to fix our basic education system – make it more efficient, use resources better, and give students a more meaningful learning experience,' ani Estrada.
Sa darating na School Year 2025-2026, na magsisimula sa June 16, 2025, at magtatapos March 31, 2026, ipatutupad ang revised SHS curriculum, matapos na sumailalim sa masusing pagsusuri at konsultasyon mula sa education stakeholders.
Kabilang sa mga pagbabago sa curriculum ang pagbabawas sa core subjects na ginawa na lang lima mula sa 15 sa bawat semester para sa full year ng Grade 11.
Ang limang asignatura ay ang: Effective Communication (Mabisang Komunikasyon), Life Skills, General Mathematics, General Science, at Pag-aaral ng Kasaysayan at Lipunang Pilipino.
Kindergarten
Samantala, magpapatupad din ng pagbabago ang Department of Education (DepEd) sa cut-off policy ng edad ng mga bata na maaaring tanggapin para sa Kindergarten.
Sa ilalim ng bagong patakaran, maaari nang tanggapin sa Kindergarten ang mga batang malapit nang mag-limang taong gulang sa araw ng pasukan simula sa School Year 2025-2026.
'This policy is rooted in our understanding that every child grows and learns at their own pace,' saad ni Angara sa pahayag nitong Huwebes. 'By allowing more flexibility in the Kindergarten age requirement, we are making sure that each learner has the opportunity to start strong and succeed from day one.'

SWS-Stratbase poll shows Marcos trust rating up by 10 percentage points
According to a survey conducted among 1,200 Filipino adults across the country from June 25 to 29, 48% expressed a great deal of trust in Marcos, 30% had little trust, and 21% were undecided. President Ferdinand 'Bongbong' Marcos Jr.'s trust rating increased by 10 percentage points from 38% in May to 48% in June, an SWS survey commissioned by Stratbase showed. According to a survey conducted among 1,200 Filipino adults across the country from June 25 to 29, 48% expressed a great deal of trust in Marcos, 30% had little trust, and 21% were undecided. Stratbase said respondents were asked to assess their level of trust in key government officials using the following categories: very much, somewhat much, undecided if much or little, somewhat little, and very little. The survey has a ±3% margin of error. Those who had much trust in Vice President Sara Duterte went up by a percentage point from 60% in May to 61% in June. Twenty-three percent had little trust in the Vice President, and 14% were undecided in the latest poll Those who said they had much trust in Senate President Francis Escudero increased from 47% in May to 55% in June. Twenty-three percent said they had little trust in Escudero, while 21 percent were undecided in the most recent survey. Speaker Martin Romualdez's 'much trust' increased from 26% in May to 34% in June. Thirty-four percent also had little trust, while 27% were undecided. 'The significant increase in President Marcos' trust rating signals a possible renewed public confidence in his administration,' Stratbase Group President Prof. Victor Andres 'Dindo' Manhit said. Senate court may proceed with VP Sara impeachment trial sans SC TRO
The Senate impeachment court may proceed with the impeachment trial of Vice President Sara Duterte unless the Supreme Court orders it to stop, House members said on Monday. Manila Rep. Joel Chua and Bicol Saro party-list Rep. Terry Ridon, both lawyers, made the remarks in connection with the pending petitions the Vice President and her allies filed to ask the High Tribunal to declare the impeachment complaint against her void. The petitioners alleged that for violating the one-year bar rule which only allows one complaint filed per impeachable official in a year as provided by the Constitution. The Supreme Court earlier ordered the House and the Senate to comment on the Vice President and her allies' petitions, although most of the compliance orders were on the House since the High Court asked for the details on the filing of the first three impeachment complaints filed against the Vice President. 'Maliwanag naman po 'yung hinihingi ng Supreme Court. Ito po ay parte ng pag-resolba sa issue po na ibinato sa kanila. And the House can comply with what the Supreme Court is asking from us. And rest assured that this Supreme Court order won't affect the pending impeachment complaint lodged against the Vice President,' Chua said in a press conference. (What the Supreme Court is asking from us is clear, and this is part of the process of resolving a legal issue brought to them.) 'Wala pong dahilan para antayin ng Senado kung ano po magiging desisyon ng Korte Suprema dahil wala namang po TRO na nilalabas [ang Supreme Court]. Sa ngayon, dapat po mag-proceed pa rin po ang trial hanggang hindi po ito pinapahinto ng Korte Suprema,' Chua added. (The Senate has no reason for the Supreme Court to wait for a TRO. Since the SC has not issued a TRO at this point, the impeachment trial should proceed until such time that the SC issues a TRO.) Ridon, for his part, said that the House's position that the impeachment complaint filed against the Vice President is legal is anchored on at least two solid grounds: the Supreme Court decisions on Francisco v. House of Representatives and Gutierrez v. House of Representatives, wherein the High Court ruled that: the initiation of an impeachment complaint only happens after the House of Representatives Secretary General refers the impeachment complaint to the Office of the Speaker and the same complaint is referred to the House Committee on Justice for deliberations; and the impeachment complaint can be sent directly to the Senate so it can forthwith proceed to trial as long as at least one-third of the House members signed off on the same impeachment complaint. 'These are the parts of the Francisco and Gutierrez SC rulings that set the requirements to determine if the one-year bar rule was complied with. Hontiveros wants e-wallets, super apps to also ‘self-regulate' vs. online gambling
Senator Risa Hontiveros on Monday expressed hope that e-wallet and super app companies will take steps to self-regulate amid the prevalence of online gambling in the country. Hontiveros, who earlier filed a bill seeking to ban online gambling access in e-wallets and super apps, made the remark as three of the country's largest integrated resort-casino operators said that their online gaming operations comply with laws and regulations. 'Kung sinasabi ng malalaking mga casino na sumusunod na sila sa mga kasalukuyang regulasyon, okay yun. Ibig sabihin, hindi rin magiging problema kung magdagdag man ng paghihigpit pagdating sa online gambling,' the lady senator said. (If big casinos say they are following regulations, that's well and good. That means there should be no issue if we tighten access to online gambling.) Despite this, she questioned why e-wallet and super app companies are seemingly silent regarding claims that have made online gambling easier to access. 'Sa dami ng reklamo na napadali ng e-wallets at super apps ang online gambling, bakit tila tahimik ang mga kumpanyang ito? Umaasa akong magkakaroon rin sila ng sarili nilang regulasyon dahil hindi biro ang mga buhay na nasira at pwedeng masira dahil sa online gambling,' Hontiveros said. (With so many complaints pointing to how phones have made online gambling too easy to access, why are e-wallet and super app companies silent? I hope that they would also take steps to self-regulate. Too many lives have been ruined and could be ruined by online gambling. Too many families have already been hurt.) (E-wallets were created to make the lives of Filipinos easier, not to be enablers of gambling and debt—two things that destroy families and the future. It should not be allowed to take advantage of the weakness of some of our countrymen.) 'Once a financial tool begins enabling addiction, it is the government's duty to intervene. To strictly regulate and stop them from further fueling this gambling culture,' he continued. The Bangko Sentral ng Pilipinas (BSP), for its part, is now looking to have payment service providers (PSPs) create a facility that would allow users to create a separate online gambling transaction account (OGTA), which will then be placed under stricter rules in a bid to protect clients from risks associated with the industry. Under a draft circular released to stakeholders for exposure, the central bank is looking to have players create an OGTA in order to participate in online gambling. With the creation of an OGTA, all lending options in the digital platform will be disabled. Monumental step Senator Sherwin Gatchalian welcomed this move by the BSP, emphasizing that it is a monumental step toward the responsible use of digital services. 'Daily caps, time limits, and biometric verification can help curb the alarming rise of gambling addiction, especially among the youth,' he said. Like the other senators, Gatchalian has also proposed a measure that would impose strict regulations for online gambling in the country as part of efforts to address the growing gambling addiction especially among the youth. — BM, GMA Integrated News
