Catholic schools favor reform over repealing SHS program
Catholic schools in the country have opposed the proposal to remove senior high school (SHS) from the K to 12 program, calling the move 'untimely' and 'dangerously shortsighted.' In a statement, the Catholic Educational Association of the Philippines (CEAP) and the CBCP Episcopal Commission on Catholic Education (ECCE) said in a joint statement the proposed measure threatens the 'vision rooted in equity, global parity, and holistic learner development.' "Reform, not repeal, is the only rational and just way forward,' the groups said. 'Flaws in execution should not be mistaken for flaws in the framework,' the groups added. The CEAP and ECCE proposed that instead of abolishing the program, the government should expand and strengthen the SHS Voucher Program so that more learners could enroll in senior high school. To address the graduates' employment readiness, CEAP said curriculum tracks should be aligned to market demands by strengthening partnerships between schools and the industry. The regional centers of excellence should also guide struggling schools by upskilling SHS teachers and reforming a job-relevant curriculum. 'Rather than breaking what is still being built, the government should commit to a full review of SHS implementation and institute reforms where necessary without sacrificing its gains,' CEAP said. 'Reverting to a 10-year cycle would dismantle existing structures, waste public and private investment, and once again send Filipino students into college or the workforce underprepared,' it added. Senate President Pro Tempore Jinggoy Estrada has filed a measure seeking to rationalize the basic education system by removing the SHS, as it 'still has not fully achieved its goal' to produce skilled and job-ready graduates 12 years after the Enhanced Basic Education Act of 2013 was enacted into law. Education Secretary Sonny Angara earlier acknowledged the lapses in the implementation of SHS but said it is up to the Congress to continue to abolish the program. 'Hindi maganda ang naging implementation nitong nakaraang dekada. Masyadong marami ang subjects at nakahon masyado ang mga bata. Hindi sila nakakapili ng subject/s,' Angara said in a statement. Palace clarifies: Marcos not against K-12 program
Malacañang on Wednesday clarified that President Ferdinand ''Bongbong'' Marcos Jr. is not against the K-12 program. To recall, Marcos previously said that he is frustrated with the implementation of the Senior High School Curriculum, noting that the system has " "no advantage." ''Gusto po nating liwanagin ito. Hindi po niya sinasabi na tutol siya sa K-12. Ang sinabi lang po niya ay hindi naging epektibo agad dahil hindi nai-prepare ang mga ahensiya para dito,'' Palace Press Officer Undersecretary Atty. Marcos frustrated with SHS curriculum: Wala namang advantage
President Ferdinand 'Bongbong' Marcos Jr. has expressed frustration over the Senior High School Curriculum, noting that the system has "no advantage." In an episode of the BBM Podcast, Marcos was asked about the call of Senate President Pro Tempore Jinggoy Estrada to rationalize the basic education system in the country by removing the senior high school under the K to 12 program. 'It's just expressing the same frustration that I expressed in the first place. It's costing more for the parents kasi nadagdagan ng two years pa... Sa ten years, wala namang advantage, wala namang naging advantage, hindi naman nakukuha sa trabaho eh. That's his frustration, that's also my frustration,'' Marcos said. (It's costing more for the parents because there's an additional two years. In ten years, there's no advantage. They are not hired. That's his frustration, that's also my frustration.) 'So we'll see what the Congress will do. But while the law is still K to 12, basta't ang sinabi ko kay Sec. Sonny Angara, pagandahin natin nang husto habang nandiyan pa 'yan (let's improve it until it's still there),'' he added. In August 2024, Marcos directed the rationalization of the SHS Curriculum as he wanted to ensure that SHS graduates could acquire high-quality jobs. Meanwhile, in filing Senate Bill No. 3001, Estrada said that the SHS 'still has not fully achieved its goal' to produce skilled and job-ready graduates 12 years after the enactment of Republic Act No. 10533, also known as the Enhanced Basic Education Act of 2013. Under the proposed measure, Estrada seeks to retain the fundamental principles of RA 10533, sans the SHS level in a bid 'to simplify the high school system while still making sure students get quality education that meets global standards.' He recommended a one-year kindergarten education, followed by six years of elementary education, and four years of secondary education. The revised SHS curriculum, which underwent extensive review and consultation from education stakeholders, will also be piloted in School Year 2025-2026. There are 841 schools set to participate in the pilot run. One of the key features of the new curriculum is the reduction of core subjects from the 15 being offered per semester to just five that will be offered for a full year in Grade 11. —VAL, GMA Integrated News

Abolish SHS? Angara says up to Congress to decide
Education Secretary Sonny Angara acknowledged Friday the lapses in the implementation of the senior high school (SHS) curriculum under the K to 12 program, but said that it is up to Congress to determine whether or not it should continue. This, as Senate President Pro Tempore Jinggoy Estrada filed a measure seeking to rationalize the basic education system in the country by removing the SHS, citing reason that it 'still has not fully achieved its goal' to produce skilled and job-ready graduates 12 years after the enactment of Republic Act No. 10533, also known as the Enhanced Basic Education Act of 2013. Angara, who served as senator before being appointed as chief of the Department of Education (DepEd), pointed out that the agency is set to implement changes in the SHS this incoming School Year 2025-2026, through the pilot run of the revised SHS curriculum. 'Hindi maganda ang naging implementation nitong nakaraang dekada. Masyadong marami ang subjects at nakahon masyado ang mga bata. Hindi sila nakakapili ng subject/s,' Angara said in a statement. 'Having said that, ang desisyon kung ipagpapatuloy ang SHS o hindi ay Kongreso lamang po ang makakapagsabi at makakapag-pasya,' he added. (Having said that, the decision whether or not to continue SHS is up to the Congress to say and decide on.) The incoming academic year will run from June 16, 2025, and end on March 31, 2026, marking a return to the pre-pandemic school calendar. There are 841 schools set to participate in the pilot run of the revised SHS curriculum, which underwent extensive review and consultation from education stakeholders, in School Year 2025-2026. Based on the initial results of the pilot, the Education Department will announce if all senior high schools will subsequently be required to implement the new curriculum by SY 2026-2027. 'Shorten college education' For Senator Sherwin Gatchalian, chairman of the Senate Committee on Basic Education, the proposal to streamline general education subjects must also fulfill the promise made with the K-12 program—that additional years in high school would shorten college education. 'While policy decisions rest with the DepEd and CHED, college curricula must avoid duplication so students can focus on their specialization and graduate in less than four years,' Gatchalian said. 'They should not bear the burden of extra semesters simply because the original intent of the K-12 reform—made 12 years ago—has yet to be fully realized,' he continued. Under Senate Bill No. 3001, Estrada seeks to retain the fundamental principles of RA 10533, sans the SHS level, in a bid 'to simplify the high school system while still making sure students get quality education that meets global standards.' Naghain ng panukalang batas si Senate President Pro Tempore Jinggoy Estrada para alisin na ang senior high school sa ilalim ng basic education ng bansa. Ayon sa senador, bigo umano ang layunin ng K to 12 program na maihanda ang mga estudyanteng magtatapos na makapasok sa trabaho. Paliwanag ni Estrada sa Senate Bill No. 3001, pagkaraan ng 12 taon mula nang ipatupad ang SHS sa ilalim ng K to 12 program, bigo pa rin itong makamit ang pangunahing layunin na mabigyan ng pagkakataon ang mga SHS graduate na makapasok ng trabaho. 'We can't keep letting students and their parents shoulder the extra time and cost of senior high school. Bakit natin hahayaan na patuloy na maging dagdag pasanin sa oras at gastusin ang dalawang taon sa high school level?' ayon kay Estrada sa pahayag. Sa panukalang batas ni Estrada, nais niyang mapanatili ang pangunahing prinsipyo sa Republic Act No. 10533, o Enhanced Basic Education Act of 2013. Pero aalisin na ang SHS, 'to simplify the high school system while still making sure students get quality education that meets global standards.' Inirekomenda niya ang isang taon sa kindergarten education, anim na taon sa elementary education, at apat na taon sa secondary education. 'This bill is a practical step to fix our basic education system – make it more efficient, use resources better, and give students a more meaningful learning experience,' ani Estrada. Sa darating na School Year 2025-2026, na magsisimula sa June 16, 2025, at magtatapos March 31, 2026, ipatutupad ang revised SHS curriculum, matapos na sumailalim sa masusing pagsusuri at konsultasyon mula sa education stakeholders. Kabilang sa mga pagbabago sa curriculum ang pagbabawas sa core subjects na ginawa na lang lima mula sa 15 sa bawat semester para sa full year ng Grade 11. Ang limang asignatura ay ang: Effective Communication (Mabisang Komunikasyon), Life Skills, General Mathematics, General Science, at Pag-aaral ng Kasaysayan at Lipunang Pilipino. Kindergarten Samantala, magpapatupad din ng pagbabago ang Department of Education (DepEd) sa cut-off policy ng edad ng mga bata na maaaring tanggapin para sa Kindergarten. Sa ilalim ng bagong patakaran, maaari nang tanggapin sa Kindergarten ang mga batang malapit nang mag-limang taong gulang sa araw ng pasukan simula sa School Year 2025-2026. 'This policy is rooted in our understanding that every child grows and learns at their own pace,' saad ni Angara sa pahayag nitong Huwebes. 'By allowing more flexibility in the Kindergarten age requirement, we are making sure that each learner has the opportunity to start strong and succeed from day one.' Sa bagong patakaran, ang mga bata na magiging limang-taong-gulang "on or before October 31" ng school year ay maaari nang mag-enroll sa Kindergarten.
