JNU students' union launches hunger strike over PhD admission norms, demands bringing back in-house test
The Jawaharlal Nehru University Students' Union (JNUSU) and the administration are locked in a tussle over PhD admissions.
On June 26, the union launched an indefinite hunger strike demanding the reinstatement of the JNU Entrance Examination (JNUEE) for PhD admissions. It has also called for a rollback of the decision to bar those who took the UGC-NET (University Grants Commission–National Eligibility Test) in June from applying.
According to the PhD prospectus for the 2025–26 academic session, released earlier this month, only candidates who qualified for the UGC-NET in June 2024 or December 2024 will be considered for admission — effectively excluding those who appeared for the June 2025 exam.
The JNUSU claimed the move unfairly disqualifies a large section of prospective applicants, particularly those from the 2023 MA batch. 'Many students had been preparing with the assumption that the June 2025 NET would be valid. The administration made this decision without informing anyone in advance,' said JNUSU Vice-President Manisha.
'Those part of the hunger strike have experienced a drop in blood sugar levels. I've lost 2.5 kg myself. But we won't budge until our demands are heard,' she added. The administration, as per the students, has justified the PhD admission norms by citing a delay in the academic calendar. In 2024, PhD classes began in January instead of July, and the new prospectus notes that the timeline for this year's admissions has been adjusted to bring the calendar back on track. However, students argued that this explanation fails to justify the lack of prior communication.
In a written response to the JNUSU, Vice-Chancellor Santishree Dhulipudi Pandit has stated that the administration last year had asked all deans and chairpersons to consider conducting the JNUEE, but none agreed to take responsibility for organising it. She added that many academic units instead preferred using the NET or CUET (Common University Entrance Test).
The V-C further said that data presented by the Director of Admissions showed CUET to be more inclusive and accessible, particularly for students from reserved categories.
The JNUSU, however, contended that this undermines democratic access to education, especially for students from marginalised backgrounds. On May 24, the union held a campus-wide referendum on reinstating JNUEE, in which 93% of those who voted supported its return, it said.
Despite repeated requests, the union claimed the V-C has refused to meet elected representatives unless all central panel office bearers — along with the Joint Secretary from the ABVP — are present. Students have also raised three other demands:
-Stop the eviction of PhD scholars from hostels before their thesis submission.
-Revoke all ongoing proctorial inquiries against students.
-Increase the MCM (Merit-cum-Means) scholarship to Rs 5,000 and abolish the 'Rationalising Committee' reportedly reviewing scholarship norms.
So far, a total of eight students have joined the hunger strike near the Administrative Block, including Manish, Nitish Kumar (JNUSU President), and student councillors Antariksha and Krishnapriya.

CLAT-PG: Delhi HC to hear on July 17 plea challenging 'exorbitant' confirmation fee
New Delhi: The Delhi High Court on Wednesday granted additional time to the Consortium of National Law Universities (NLUs) to file its reply to a petition challenging the "exorbitant" non-refundable confirmation fee being levied for Common Law Admission Test (CLAT) postgraduate admissions. A bench of Justice Vikash Mahajan posted the matter for further hearing on July 17, and in the meantime, asked the Consortium of National Law Universities and the University Grants Commission (UGC) to file their counter affidavits. Last week, a vacation bench of Justice Rajneesh Kumar Gupta agreed to examine the plea challenging "the arbitrary level of exorbitant fees" in the name of non-refundable confirmation fee at every round of CLAT-PG counselling and issued notices to respondent authorities, including the Bar Council of India (BCI). The plea filed by advocate Siddharth R. Gupta contended that this non-refundable confirmation fee was not only unreasonable, but also violated Articles 14, 19(1)(g) and 21 of the Constitution, and was being levied mechanically without even examining the suitability of a large number of candidates to bear the exorbitant expenditure of participating in the counselling and admission process. It added that the "exorbitant" non-refundable confirmation fee was also violative of the directions issued by the UGC since all the NLUs are bound by such directions under the provisions of the University Grants Commission Act, 1956. The petitioner Jatin Shrivastava, a successful candidate of CLAT-PG examination, who has achieved 474 rank in the recently revised results, claimed that he is entirely dependent on education loan for pursuing his LLM degree, which would be sanctioned only after he gets admission in any NLU of his choice and even the loan installments will be transferable only to the NLU concerned and not to the CLAT Consortium. As per the plea, despite financial distress in his family, the petitioner has deposited the requisite counselling fees of Rs 30,000, and he chose to espouse the cause on behalf of all such large number of candidates who may be facing financial adversities to pay the exorbitant fees of Rs 20,000-40,000 per round of counselling.

BJP names N Ramchander Rao as new Telangana state president
'A courageous student leader during the volatile 1970s and 1980s, Ramchander Rao rose to prominence at Osmania University by challenging the dominance of Leftist student organisations. In an era when Naxalite ideology had entrenched itself in the student union politics of the university, Rao led the ABVP's counter-mobilisation with grit and resolve. This appointment signals the party's clear intent to return to its foundational principles and reinforce its grassroots connection in the state. A veteran of the Akhil Bharatiya Vidyarthi Parishad (ABVP), Ramchander Rao brings to the position a rare combination of ideological clarity, legal acumen, and decades of political experience, the release stated. Hyderabad: In a significant move aimed at strengthening the party's ideological and organisational base in Telangana, the Bharatiya Janata Party (BJP) national leadership has appointed N Ramchander Rao as the President of the Telangana State Unit, succeeding Union Minister G Kishan Reddy, said a release from the party. Despite facing physical attacks, including a grievous assault in the university library that left him hospitalised for weeks, Rao remained undeterred and continued to fight for the nationalist cause on campus,' the release said. His association with the ABVP spanned over a decade (1977-1985), during which he also served as the State Committee Member and City President while pursuing his studies in law and post-graduation. Born into a modest Brahmin family deeply rooted in the Osmania University academic community, Rao chose activism over comfort, and public service over personal safety, the party's statement said. Over the years, Ramchander Rao transitioned seamlessly into legal and public life. Starting his career in 1986 as a practising lawyer at the Nampally Criminal Courts and later the Andhra Pradesh High Court, he earned a reputation as one of the most respected legal voices in the state. He was designated as a Senior Advocate in 2012, and today he represents clients across the Supreme Court, High Courts, and tribunals, while continuing to provide legal support to party workers and the organisation, according to the release. Within the BJP, Rao has held several key positions, including BJYM Secretary, City Unit Vice President, State Convenor of the Legal Cell, National Legal Cell Member, State General Secretary, and Official Party Spokesperson. His political acumen and ability to build consensus earned him a seat in the Telangana Legislative Council in 2015 from the graduates' constituency covering Hyderabad, Rangareddy, and Mahbubnagar districts, as per the release. According to the release, the party high command's decision to elevate Ramchander Rao is being welcomed by senior leaders and the cadre alike, who view him as a unifying force with a deep understanding of both the party's ideological vision and on-the-ground realities. He is known for his accessibility, humility, and unwavering loyalty to the party. The release further stated 'At a time when the BJP is looking to expand its footprint in Telangana, this appointment is a clear message: the party values commitment over charisma, substance over spectacle. While some detractors on social media have attempted to dismiss Shri Rao as a 'low-profile' choice, those familiar with the party's inner workings recognise his credibility, quiet influence, and unshakable dedication to the cause.' The BJP Telangana unit also extended its heartfelt gratitude to the national leadership, Prime Minister Narendra Modi, Home Minister Amit Shah, and Party President JP Nadda, for their decision. 'With Ramchander Rao at the helm, the party is confident of achieving new milestones and deepening its connect with the people of Telangana,' the release said. JNU to conduct entrance exam for two PhD courses not covered under UGC-NET, check details
Jul 02, 2025 03:25 PM IST Jawaharlal Nehru University will conduct its own entrance exam - JNUEE - for admissions in PhD courses for Korean Studies and Cinema Studies, which are not covered under the UGC-NET, while admissions for all other doctoral degree courses will be based on NET scores. Jawaharlal Nehru University will conduct the JNUEE for admissions in PhD courses for Korean Studies and Cinema Studies that are not covered by UGC NET. (HT file) According to university sources, the decision to hold JNUEE for these two programmes was taken by the respective schools. "All the deans have accepted and signed the process. This decision is their own, not of the vice chancellor or the administration," said a source, adding that the university's structure is decentralised and democratic. The administration noted that exams like NET-JRF and CUET are more inclusive and widely accessible. "Earlier, JNUEE was held at about 80 centres, while NET-JRF is now conducted at over 200 and CUET at around 500," an official said, highlighting that JNU's publication record is increasing by 5 per cent annually. However, JNUSU President Nitish Kumar told PTI, "This is because there are no NET subjects for these two programmes. That is why the administration has to conduct entrance exam for these two subjects." Meanwhile, the JNU Students' Union continues its indefinite hunger strike for the fifth day, demanding the reinstatement of JNUEE for all PhD programmes. A scheduled meeting with the vice chancellor on Tuesday was postponed without further notice. The protest began last Thursday after the release of the PhD admission schedule for the academic year 2025-26.
