RHB Investment Bank Bhd (RHB Research) has reiterated its BUY call on Taliworks Corporation Bhd with a revised target price of RM1.01, up from RM0.98, projecting a 49% upside alongside a forecast dividend yield of around 7% for FY26. The valuation is supported by the counter's undemanding EV/EBITDA levels—currently two standard deviations below its five-year mean—and a domestic-centric business focus.
However, Taliworks' 1Q25 core profit of RM10.5 million, down 30% year-on-year, came in below expectations, representing just 12% of RHB's full-year forecast.
The research house attributed the earnings miss to weaker-than-anticipated metered water sales and slower construction progress at the Sungai Rasau water treatment plant. The project's first stage packages 2 and 3 have reached 24% and 11% completion respectively by end-1Q25, showing improvement from a year earlier, yet progress still lagged internal projections.
While RHB Research still expects project completion by 2027, annual construction momentum is now likely to be backloaded towards the final year, prompting downward revisions to progress billings for FY25 and FY26, though upward adjustments were made for FY27.
The water treatment and supply division saw a 5.4% decline in EBIT during the quarter due to Air Selangor's reallocation of surplus water from the southern to the northern region of Selangor. RHB has revised its earnings forecasts for FY25 to FY27 by -7%, -3%, and +3% respectively, incorporating more conservative assumptions for metered water sales under the new water distribution policy. This reassessment, along with a roll-forward of its valuation base year to FY26, contributed to the increase in the target price.
Highway operations, while seeing improved average daily traffic at Grand Saga and Grand Sepadu, were impacted by a 50% toll discount offered during festive periods and higher maintenance costs. The renewable energy segment posted flat EBIT as revenue gains were offset by reduced sundry income.
Meanwhile, the group's waste management associate posted deeper operating losses of RM7.7 million in 1Q25 compared to RM5.6 million a year earlier, due to softer profits from the associate's own operations.
Taliworks has not secured new construction contracts since December 2021, but RHB noted that Air Selangor's plans to build four new water treatment plants by 2030 may offer upside. Job wins from these projects, along with a faster-than-expected tariff hike for the group's waste management associate, could serve as rerating catalysts for the stock. Related

KUALA LUMPUR: Sapura Energy Bhd (SEB) will convene an extraordinary general meeting (EGM) on July 30, 2025, for shareholders to vote on its proposed regularisation plan aimed at restoring the company's financial health and exiting Practice Note 17 (PN17) status. In a filing with Bursa Malaysia today, SEB outlined four key components of the plan, which include capital reconstruction, debt restructuring, fundraising, and a proposed exemption for Malaysia Development Holding Sdn Bhd (MDH) and its partners from making a mandatory general offer. SEB said the capital reconstruction exercise involves a 99.99 per cent reduction and a 20-to-1 share consolidation, but neither exercise will affect the percentage shareholding of existing shareholders. The company also plans to reduce its borrowings from RM10.8 billion to RM5.6 billion under the debt restructuring proposal, which is expected to cut annual interest costs by 60 per cent or more than RM500 million. Meanwhile, MDH will subscribe up to RM1.1 billion in redeemable convertible loan stocks (RCLS) to help settle outstanding vendor payments in the local oil and gas ecosystem. The final component of the plan seeks to exempt MDH and its persons acting in concert from making a mandatory offer should they fully convert their RCLS. SEB said a dedicated shareholders' help desk will be set up from July 15 to assist with queries regarding the proposed regularisation plan. With shareholders' approval, the company aims to strengthen its equity position, improve liquidity and contract execution, restore market credibility, and eventually apply to exit its PN17 status upon recording two consecutive quarters of profit post-restructuring. Group chief executive officer Muhammad Zamri Jusoh described the proposals as a decisive step in shaping the company's future and determining whether it can transform into a resilient, profitable enterprise. "By addressing legacy liabilities, enhancing our equity base and securing strategic support, we are rebuilding the foundation for future profitability and shareholder returns. "We recommend that all shareholders vote in favour of these proposals and support SEB's recovery and value creation journey,' he added. - Bernama

PETALING JAYA: Malaysia's oil production is expected to remain under pressure in the second half of 2025 (1H25), continuing the soft decline seen in the first quarter where crude oil and condensate production dropped 5.2% year-on-year to 45.5 million barrels. RHB Research said this decline is moderating compared to previous quarters, indicating some stabilisation due to improved field performance and operational efficiencies, especially in mature fields. Natural gas production may also contract slightly in the 2H25, primarily due to planned maintenance shutdowns of key facilities in Sarawak and West Malaysia, as well as moderating demand from major liquefied natural gas importers like Japan, China, and South Korea. RHB Research estimates that the global oil market will narrow its theoretical deficit from 1.5 million barrels per day in 2024 to 0.8 million barrels per day in 2025, mainly due to a moderation in demand growth and higher supply from both the Organisation of the Petroleum Exporting Countries (Opec) and non-Opec producers. It maintains its 2025 to 2026 Brent crude oil price estimates at US$70 to US$68 per barrel. Price of Brent crude oil spiked up to as high as US$78 following the escalation of the Israel-Iran conflict, but the gains were quickly reversed on the expected ceasefire. Its top stock pick for the sector includes Bumi Armada Bhd , MISC Bhd , and Yinson Holdings Bhd . It retains its 'buy' call for the stocks with target prices of 65 sen, RM9.70 and RM3.69 a share, respectively. While there could be some clarity on the overall landscape in Sarawak, it still expects a structural shift in spending pattern by Petroliam Nasional Bhd, which may not be well replaced by Petroleum Sarawak Bhd, at least in the short and medium term. Upstream activities are expected to pick up seasonally in the 2Q25 to 3Q25, post monsoon season. Floating production storage and offloading (FPSO) players are likely to have relatively lower earnings risks under fixed and firm long-term charter contracts. RHB Research believes clients would not cancel these FPSO contracts due to the fluctuation in oil prices, since these contracts are backed by compensation clauses.

PETALING JAYA: RHB Research is maintaining its 'overweight' call on the construction sector despite US President Donald Trump's proposed plans to restrict shipments of artificial intelligence (AI) chips to Malaysia and Thailand, which could affect the construction of data centres. In a report to clients, the research house said, citing media reports, that one provision under the draft rule would allow firms headquartered in the United States and a few dozen friendly nations to continue shipping AI chips to both countries without seeking a licence for a few months after the rule is published. Gamuda Bhd , Sunway Construction Group Bhd and Binastra Corp Bhd are the research house's top stock picks in the constructions sector. RHB Research said despite the plans to restrict shipments, licence requirements would still include certain exemptions to prevent supply-chain disruptions. Therefore, US-based tech giants such as Google, Microsoft, Oracle, EdgeConneX and Amazon Web Services may continue their planned investments in Malaysia, which entail setting up data centres, the research house added. 'We also do not discount the possibility of some form of validated end user (VEU) status, similar to former US president Joe Biden's AI diffusion regulations, to be obtained by US tech giants and allies that enables them to ship AI chips more freely to countries like Malaysia, given their massive planned investments in the country. 'However, VEU status holders may also then be subject to stringent security requirements, such as supply chain security including personnel checking and transit security,' the research house said. It added that these 'friendly nations' may be countries previously listed under Tier 1 of the US AI diffusion rule put in place by the previous US administration. Some of the countries include Britain, the Netherlands, Australia and Japan. Key non-US data centre players currently expanding in Malaysia include Yondr, Vantage, AirTrunk and NextDC. It said there were some data centre tenders with outcomes expected to be known only over the July to September period. 'The tenders are related to the second phase of the Elmina Business Park, and Eco Business Park V at Puncak Alam. Based on our estimates, there could be a potential construction value worth RM7.4bil from the five data centre tenders, RHB Research said. It noted that key downside risks to its sector call include an unexpected slowdown in data centre builds in Malaysia from US-based developers.
