Chinnaswamy Stadium unsuitable and unsafe for mass gathering: DCunha Commission

Bengaluru, Jul 25 (PTI) The Justice John Michael D'Cunha Commission, appointed by the Karnataka Government, has deemed the Chinnaswamy Stadium 'unsuitable and unsafe for mass gathering", casting a shadow over some big-ticket matches, including the Women's World Cup games scheduled at the venue later this year.
The state government constituted the one-man commission after a stampede killed 11 fans and injured scores of others, who had thronged the areas near the stadium to take part in Royal Challengers Bengaluru's maiden IPL title celebration.
'The design and structure of the stadium was unsuitable and unsafe for mass gathering," the commission deemed in its report which was recently tabled before the state cabinet, which the PTI has accessed.
The Chinnaswamy Stadium is scheduled to host the opening game and the final of the ICC Women's WC later this year, and this observation and its acceptance by the state government could have a wider impact on those matches.
It may be recalled that the KSCA has already decided to host this year's Maharaja Trophy T20 tournament, scheduled for next month, behind the doors.
Further, the commission noted that the authorities should consider 'relocating" large sporting events to venues that have the capacity to hold large gatherings.
'Given these systematic limitations the commission strongly recommends that stadium authorities consider relocating events that are expected to attract large crowds to venues that are better suited for such large gatherings," the commission stated.
The commission also proposed some remedial measures to avoid such tragic events in future such as 'adequate entry-exit gates for mass entry and exit (ingress and egress), and emergency evacuation plans compliant with international safety norms." The commission then deemed that holding 'mass events" until these preventive measures are met could cause more damages.
'Until such infrastructural changes are made, continuing to host high attendance events at the current location poses unacceptable risks to public safety, urban mobility and emergency preparedness," it said.
The commission also suggested initiating legal proceedings KSCA president Raghuram Bhat, now-resigned secretary A Shankar and treasurer ES Jairam, RCB vice-president Rajesh Menon, DNA Entertainment Networks MD T Venkat Vardhan and VP Sunil Mathur.
Meanwhile, the DNA has approached the Karnataka High Court against the constitution of the commission and its findings. PTI UNG APA APA

When Shubman Gill was appointed India's Test captain before the Anderson Tendulkar Trophy in England, a big chunk of doubts over him were regarding his ability to separate his captaincy responsibilities from his batting. As India's new number four and an heir to the big shoes left vacant by Virat Kohli, his runs off the willow were always going to be equally important — if not more — to his tactics on the field. With 743 runs in four Tests plus an innings at the Oval in the fifth, he has silenced many critics. It has been a wonderful series from him where every time he has stepped onto the pitch, a record or two have been broken. He scored 21 out of 34 in the first innings in the final Test, getting run out after looking well-set and technically brilliant to deal with the tough batting conditions in London. Even in the short span, he managed to break Sunil Gavaskar's record of scoring the most runs in a Test series for India as captain. If and when he comes to bat in the second innings, Gill will eye three more records. Two are from the legendary Don Bradman and one from Gavaskar — all three at one point seemed that they could never be broken, but the right-hander is close and perhaps the closest one for India in a while. Firstly, if Gill manages to score 68 runs in the second innings, it'll make him the highest run-scorer in a Test series, ever, for a captain. The chart is currently led by Bradman with 810 runs, and Gill is third. Then, if Gill can score 28 more runs in the second innings, he'll still create history by going past Gavaskar's 774 to own the record for most runs in a Test series for India. It'll be the first time in 54 years that the record will be surpassed. Finally, this one is quite unlikely, but if, due to some dramatic turn in circumstances, Gill can manage to smash 233 runs in the second innings, he'll beat the all-time record for most runs in a Test series. It's currently held by Bradman with 974 in the 1930 Ashes in England and Gill is 21st in the list.
