Nations Adopt 'Seville Commitment' to Tackle Debt Crisis, Fund Sustainable Development

As the 4th International Conference on Financing for Development (FFD4) opens in Seville today, global leaders have announced the adoption of the 'Seville Commitment,' a significant step aimed at addressing mounting debt burdens in developing nations and unlocking critical funding for sustainable development goals (SDGs).
The agreement, reached by UN member states on June 17 ahead of the conference, focuses on boosting financing for key sectors including energy, food systems, and digital industries. According to United Nations Secretary-General António Guterres, the commitment seeks to tackle the spiraling debt crisis that has left many developing countries spending more on debt interest payments than on essential public services, severely constraining their paths to sustainable growth.
'The Seville Commitment recognizes that without decisive reforms and support, vulnerable countries will remain trapped in cycles of debt distress and underinvestment,' Guterres said in remarks released ahead of the conference. 'We must ensure resources flow where they are most needed—to sustainable energy, resilient food systems, and the digital economy that can unlock jobs and innovation.'
The FFD4 conference, taking place from June 30 to July 3 at the FIBES Sevilla Exhibition and Conference Centre, brings together heads of state and government, senior officials from international and regional organizations, financial and trade institutions, private sector leaders, civil society, and the UN system. It is the only global platform dedicated exclusively to aligning international financial flows with sustainable development objectives.
Delegates are expected to discuss comprehensive reforms of the international financial architecture and explore mechanisms to mobilize investment, particularly for developing economies grappling with intersecting challenges including climate change, food insecurity, and technological divides.
'The world stands at a crossroads,' said Guterres. 'Financing our future means transforming how we invest today to secure prosperity, equity, and sustainability for generations to come.'
The outcomes of FFD4 are anticipated to shape global financial priorities in the crucial final stretch toward achieving the 2030 Agenda for Sustainable Development.

AIIB, Arab Fund seal strategic pact for sustainable infrastructure across Arab region - Economy
The Asian Infrastructure Investment Bank (AIIB) and the Arab Fund for Economic and Social Development signed a memorandum of understanding (MoU) on Tuesday, establishing a strategic partnership to scale up their cooperation and accelerate the delivery of transformative, climate-resilient, and connectivity-driven infrastructure in shared priority regions. The signing occurred on the sidelines of the Fourth International Conference on Financing for Development (FfD4) in Seville, Spain. President of AIIB Jin Liqun and Chairman and Director General of the Arab Fund Bader Alsaad signed the agreement. AIIB, founded in 2016, is a multilateral development bank with 110 approved members globally and a capital base of $100 billion. AIIB focuses on financing infrastructure-related projects. It also supports projects that enhance regional connectivity and promote sustainable economic development across Asia and other regions. The newly inked MoU sets a comprehensive framework for collaboration between the two institutions. It covers sovereign and non-sovereign co-financing, joint project preparation, and strategic priority alignment in areas such as climate resilience, cross-border connectivity, digital infrastructure, and sustainable urban development. 'This partnership with the Arab Fund represents a major milestone in our shared pursuit of sustainable development. By combining AIIB's infrastructure finance expertise with the Arab Fund's regional knowledge, we can jointly mobilize more capital, drive innovation in financing, and deliver projects that directly address climate, digital, and urban infrastructure challenges,' said Liqun. 'It will enable us to deliver on our mission to finance sustainable development across the Arab region. The partnership also aligns directly with the Sustainable Development Goals (SDGs). We aim to channel vital resources to priority infrastructure projects that catalyze long-term prosperity and sustainability in our member countries,' Alsaad stated. The Arab Fund, established in 1972 and headquartered in Kuwait, is a regional financial institution dedicated to advancing economic and social development across the Arab world. The fund provides loans, grants, and technical assistance for critical projects in infrastructure, health, education, water and sanitation, and public services. It also plays a key role in regional cooperation and integration through its development financing initiatives. With a focus on demand-driven, high-impact initiatives, the AIIB-Arab Fund partnership is expected to unlock large-scale financing for critical infrastructure projects in sectors including clean energy, transport and logistics, digital connectivity, water and sanitation, and urban development and resilience. The agreement also positions both institutions to enhance their support for countries facing elevated financing challenges due to climate vulnerabilities or regional instabilities. The collaboration aims to facilitate cross-border infrastructure solutions, such as transport corridors and energy grids, that enhance regional integration and promote inclusive economic growth. NGOs urge end to US-backed Gaza aid distribution system - War on Gaza
A group of 169 aid organisations called for an end to a US- and Israeli-backed aid distribution scheme in Gaza after repeated instances of Israeli fire killing people while seeking rations. The NGOs urged a return to the UN-led aid mechanism that existed in the war-torn territory until March, when Israel imposed a full blockade on humanitarian assistance entering Gaza during an impasse in truce talks with Palestinian militant group Hamas. "NGOs call for immediate action to end the deadly Israeli distribution scheme (including the so-called Gaza Humanitarian Foundation) in Gaza," the organisations wrote in a joint statement Monday. They urged action to "revert to the existing UN-led coordination mechanisms, and lift the Israeli government's blockade on aid and commercial supplies". The US- and Israeli-backed Gaza Humanitarian Foundation (GHF) has been tasked with distributing aid in the Palestinian territory since late May, when the two-month blockade was partially eased after mounting international condemnation and warnings of imminent famine. GHF operations have since been marred by chaotic scenes and near-daily reports of Israeli forces firing and killing those waiting to collect rations in the territory. The signatories to Monday's statement included NGOs from Europe, the United States and Israel working in medical assistance, hunger relief, development and human rights. They said more than 500 Palestinians were killed and almost 4,000 injured while trying to access or distribute food in less than four weeks. The Hamas-ruled territory's health ministry has given similar figures. "Under the Israeli government's new scheme, starved and weakened civilians are being forced to trek for hours through dangerous terrain and active conflict zones, only to face a violent, chaotic race to reach fenced, militarized distribution sites," the statement read. Aid distribution in Gaza was traditionally coordinated through various NGOs and UN agencies, notably the UN agency for Palestinian refugees UNRWA, which had 13,000 staff in the coastal enclave before the war. Nada Mustafa China's "Anhui" ship recently completed its maiden trial voyage in Hefei, Anhui Province, marking a world first as the only ship powered entirely by pure ammonia fuel. Developed independently through Chinese innovation, the vessel represents a major step forward in green maritime technology and offers a promising low-carbon travel solution for the global shipping industry. The "Anhui" can carry up to 50 tons of cargo at full capacity and reaches a maximum speed of 10 knots per hour. It is equipped with an advanced energy system. It also successfully controlled the release of other harmful pollutants, effectively meeting environmental protection targets.
