Inaugural National AI Conference Kicks off in Rabat

The inaugural National AI Conference, held under the High Patronage of His Majesty King Mohammed VI, was launched on Tuesday in Rabat, bringing together a distinguished group of public and private sector stakeholders, experts, and representatives of international organizations.
Organized by the Ministry of Digital Transition and Administrative Reform under the theme "An efficient and ethical AI strategy to serve our society," the conference aims to outline a national strategy for sovereign AI, one that is tailored to the needs of the population and strategic sectors, and aligned with the High Royal Guidelines.
Over two days, this landmark national gathering involves representatives from various ministries and public institutions, the private sector, investment and sovereign funds, Moroccan startups, as well as international figures from academia, civil society, and the Moroccan diaspora.
The conference is structured around 13 thematic areas where AI is expected to have the most transformative impact for Morocco. These include administrative reform and modernization, education and new learning methods, sports, healthcare and precision medicine, smart agriculture, and fisheries production.
Other key themes include Industry X.0, security and sovereignty, culture and creativity, media and democracy, international cooperation, governance, trust and ethics, innovation and startups, as well as infrastructure and investment.
The first day of the conference focuses on sector-specific technical sessions and demonstrations by innovative AI-driven startups, while the second addresses the political dimensions and international cooperation related to AI.
The closing ceremony will provide a platform to present the key recommendations emerging from the two days of discussions and to formalize several memorandums of understanding with both national and international organizations.

A team from the Interministerial Delegation for Human Rights (DIDH) learned on Wednesday in Geneva about a system developed by the Office of the United Nations High Commissioner for Human Rights (OHCHR), designed for tracking recommendations from UN mechanisms. During a meeting with OHCHR officials, the Secretary-General of the DIDH, Fatima Barkan, and the accompanying delegation, received explanations from OHCHR representatives about the National Recommendations Tracking Database (NRTD). This is a digital tool developed by the High Commissioner to assist National Mechanisms for Implementation, Reporting, and Follow-up (NMIRFs) in managing recommendations from human rights mechanisms. The system addresses three major challenges: the complex management of recommendations and follow-up activities, coordination among various stakeholders and institutions, and the loss of institutional memory due to staff turnover, according to Marie Eve Boyer, Human Rights Officer at OHCHR. It is an interactive web application designed to help states plan and monitor the fulfillment of their human rights obligations and the Sustainable Development Goals (SDGs). The NRTD offers several features, including importing and classifying recommendations, planning and monitoring implementation activities, and extracting and generating reports. For the DIDH, the idea is to draw on OHCHR's experience to develop "a 100% Moroccan system," a robust tool that will serve as a strategic dashboard to facilitate the DIDH's mission of coordinating and monitoring the implementation of recommendations. The meeting, held on the sidelines of the 59th session of the Human Rights Council (HRC), was attended by representatives of other Moroccan institutions involved in human rights issues, as well as OHCHR staff members. Rabat — The Moroccan government has approved two important draft laws today aimed at strengthening the legal framework governing professional journalism. Following the weekly cabinet meeting on Thursday, Mustapha Baitas, the government spokesperson and delegate minister responsible for parliamentary relations, explained that these legislative updates seek to modernize the regulation of journalism in Morocco while keeping pace with the evolving media landscape. The first draft law, Bill No. 27.25, amends and supplements the existing Law No. 89.13 concerning the professional status of journalists. Presented by the Minister of Youth, Culture, and Communication, Mohamed Mehdi Bensaid, the bill aligns with constitutional provisions safeguarding freedom of expression and the press. It also respects Morocco's international commitments on human rights and protects the professional and social rights of journalists. Baitas emphasized that this reform addresses the profound changes within the media sector, ensuring the legal framework remains relevant and effective. It aims to uphold press freedom while maintaining compliance with legal boundaries and professional ethics. The second draft law, Bill No. 26.25, focuses on reorganizing the National Press Council (Conseil National de la Presse). Also presented by Minister Bensaid, this law strengthens the council's alignment with constitutional articles 25, 27, and 28, which guarantee freedom of expression and support the self-regulation of journalism and publishing. Baitas highlighted that this legislative reform builds on the recommendations of a special committee established under Law No. 15.23 to oversee the press and publishing sector. Its goal is to ensure the council's ongoing role in self-regulating the profession, promoting journalistic ethics, and safeguarding the sector through democratic and independent mechanisms. Furthermore, the draft law seeks to consolidate the achievements of Law No. 90.13, enacted in 2016, which affirmed the council's independent, professional character and its core responsibilities, especially its regulatory authority over press and publishing. Minister Bensaid also noted Morocco's progress in media pluralism and freedom of expression over the past two decades. Earlier this year, he cited the growth of the Moroccan media landscape, which now includes 988 online platforms, 275 newspapers, and 106 international journalists operating in the country. He described these developments as evidence of Morocco's democratic advancement. 'The press in Morocco alternates between supporting and criticizing the government, which reflects the progress we have made in democracy over the past twenty years,' the minister insisted.
