South Korea prosecutors file request to detain ex-president Yoon
SEOUL — South Korean special prosecutors on Sunday filed a request to detain former President Yoon Suk Yeol on charges related to insurrection from when he declared martial law last year, the prosecutor's office said in a statement.
"Detention request is related to allegations of abuse of power and obstruction of justice," the statement from the special counsel of prosecutors investigating the December 3 incident said.
Yoon's martial law decree was lifted about six hours after it was announced when lawmakers, who had been forced to scale the walls of the assembly building to make it through a ring of security forces, voted the decree down.
Yoon was summoned on Saturday for hours of questioning by the special counsel as part of the probe over the insurrection charges, according to the counsel officials.
Yoon's lawyer was not immediately available for comment on Sunday. — Reuters

REUTERS/ Craig Hudson/ File photo WASHINGTON — An individual using an artificially generated voice to impersonate Secretary of State Marco Rubio contacted three foreign ministers and two US officials last month, pretending to be the top US diplomat, according to a diplomatic cable seen by Reuters on Tuesday. In mid-June, the person contacted the ministers, a US governor and a member of Congress via the Signal messaging app and left voicemails for at least two of them, the cable said. In one instance, a text message was sent to invite the targeted person to communicate on Signal. "The actor likely aimed to manipulate targeted individuals using AI-generated text and voice messages with the goal of gaining access to information or accounts," the cable said. The Washington Post first reported the attempt. "The State Department is aware of this incident and is currently investigating the matter," a senior State Department official said, speaking on the condition of anonymity. "The Department takes seriously its responsibility to safeguard its information and continuously takes steps to improve the department's cybersecurity posture to prevent future incidents," the official added. The State Department cable, dated July 3, was sent to all diplomatic and consular posts and suggests that staff warn external partners about fake accounts and impersonations. "There is no direct cyber threat to the department from this campaign, but information shared with a third party could be exposed if targeted individuals are compromised," it said. Neither the cable nor the US officials pointed to a suspected perpetrator, but the cable made reference to a second effort in April that was attributed to a Russia-linked hacker who conducted a phishing campaign targeting think tanks, Eastern European activists and dissidents and former State Department officials. In that attempt, the perpetrator copied a fake "@ email address on the messages as well as logos and branding used by State's Bureau of Diplomatic Technology, it said. "The actor demonstrated extensive knowledge of the department's naming conventions and internal documentation," it said. In that campaign, the person posed as a State Department official in messages sent to private Gmail accounts. The State Department said industry partners attributed that campaign to a cyber actor associated with the Russian Foreign Intelligence Service. The incident comes weeks after the Wall Street Journal reported that US federal authorities were investigating an effort to impersonate White House chief of staff Susie Wiles. — Reuters

DMW verifying 2 missing, 2 hurt Pinoy seafarers in Yemen ship attack
The Department of Migrant Workers (DMW) on Tuesday said it is still confirming the reported missing and injured Filipino seafarers in the recent ship attack off Yemen. According to a Reuters report, the Greek-operated bulk carrier Eternity C had 22 crew members on board, comprising 21 Filipinos and one Russian. The report also noted that two crew members were missing while another two were injured. The ship was attacked with sea drones and skiffs 50 nautical miles southwest of the port of Hodeidah on Monday. In a press briefing, DMW Secretary Hans Cacdac noted that the agency is in close coordination with the manning agency of the Filipino seafarers. 'The shipowner is having difficulty communicating with them,' Cacdac said. He added that DMW is reaching out to the families of the Filipino seafarers and working with international organizations such as the International Transport Workers' Federation and the Seafarers International Union. 17 Pinoy seafarers safe Meanwhile, DMW reported that 17 Filipino seafarers were safe after escaping the Liberian-flagged vessel they were boarding, which was under attack by alleged Houthi rebels on Saturday. In a statement on Tuesday, DMW said MV Magic Seas was attacked by men with automatic weapons and rocket-propelled grenades while it was sailing roughly 51 nautical miles southwest of Hodeidah. 'The ship's security team, composed of four armed personnel, was able to repel the attack by returning fire. 'We will continue to closely monitor the situation and keep the President (Ferdinand Marcos Jr) informed of any significant developments as they arise," he added.
