Egypt: Cabinet approves establishment of Jarjoub special economic zone

Arab Finance: The cabinet has approved a draft presidential decree to establish the Jarjoub special economic zone in accordance with the special economic zones law No. 83 of 2002, as per a statement on June 18th.
The zone will be located on Egypt's northwest coast, covering approximately 402,200 acres.
The cabinet also approved a proposal by State Grid Corporation of China to develop two solar power projects with a total capacity of 900 megawatts, 500 megawatts in Minya and 400 megawatts in the Wahat region.
The projects are part of the government's efforts to expand renewable energy capacity under Egypt's 2040 energy strategy and reduce reliance on fossil fuels.
In a separate decision, the cabinet approved renewing the contract with smart card companies Smart and AVIT for one year, from July 1st, 2025, to June 30th, 2026, under the same transaction terms.
The contract will continue to support the implementation of the subsidized bread and commodity exchange system using smart ration cards.
The cabinet further approved proceeding with legislation to grant a concession to finance, design, build, develop, manage, and operate the Ro-Ro terminal superstructure at Sokhna Port in the Suez Canal Economic Zone (SCZone).
The 30-year concession will be awarded to a company operating under the private free zone system and formed by a consortium of international firms.
The Ro-Ro terminal project is part of the state's broader strategy to develop Ain Sokhna Port into a key regional hub serving trade between East and West.
It also aligns with national plans to support automotive supply chains and related industries, reduce import pressure on foreign currency reserves, and drive industrial growth through coordinated public-private cooperation.

Rock Developments has officially announced the launch of its newest residential project, Rock Green, in New Heliopolis City, with total investments reaching EGP 7bn. The development spans 17 feddans and reflects the company's broader strategic vision to expand and diversify its real estate portfolio across Egypt. Emad Doss, CEO of Rock Developments, stated that Rock Green will feature over 466 residential units ranging in size from 116 to 236 square meters, in addition to 40 private villas. The project is set to be implemented in three distinct phases. Parthena Doss, board member at Rock Developments, revealed that the company is targeting EGP 1.5bn in sales from the first phase alone. She further noted that the company's land portfolio now exceeds 5 million square meters, encompassing more than 20,000 units spread across ten large-scale developments, with a total investment value surpassing EGP 20bn. Rock Developments also holds the distinction of being the largest developer in Sheraton Heliopolis, with over 70 residential and commercial buildings completed to date. The company operates as a joint Egyptian-Canadian venture with more than 45 years of experience in the local real estate market. Rock Developments has built a robust and diverse portfolio across Greater Cairo. Its residential projects include Rock Green and Rock White in New Heliopolis, Rock Yard in Sheraton, Rock Eden in 6th of October City, Rock Ville in Obour, and Rock Vera in New Cairo. On the commercial and administrative front, the company has developed Rock Capital 1 in the New Administrative Capital, Rock Gold Mall in New Cairo, and a number of retail and mixed-use plazas in Obour, 6th of October, and Sheraton. Looking ahead, the company is planning to launch five new projects during the second half of the year. These projects will be located in key strategic areas across East and West Cairo, as well as within the New Administrative Capital, reinforcing Rock Developments' ongoing commitment to market expansion and innovation. According to Parthena Doss, the Rock Green compound will offer semi-finished apartments and villas, with average unit sizes hovering around 150 square meters. The company is offering payment plans extending up to eight years, with delivery of the first phase expected in 2029. She emphasized that the project has been carefully designed to meet the lifestyle needs of modern residents. Rock Green will include a wide range of integrated services and amenities. These include an Olympic-standard walking and jogging track, a state-of-the-art gym, social and leisure spaces, an electric vehicle charging station, and designated parking for bicycles. Egypt has increased the value of an optional insurance policy covering accidents for its nationals abroad to EGP 250,000, a 150% rise, and has expanded its eligibility to all expatriate workers and their families, authorities said. The policy, developed in cooperation between the Ministry of Foreign Affairs and Emigration and the Financial Regulatory Authority (FRA), will be implemented in July 2025. It aims to integrate Egyptians working abroad and their families into social protection networks, according to an FRA statement. The increase raises the insurance payout from EGP 100,000 in cases of death and total disability. Egypt's Foreign Minister Badr Abdelatty said the proposal reflects the state's full commitment to protecting the rights of Egyptian citizens abroad and providing a safety net for them and their families. He said the effort is part of a comprehensive vision to connect Egyptians abroad with their home country through tangible services. The ministry will continue to cooperate with the FRA and other relevant bodies to develop more mechanisms to protect the rights of Egyptians abroad, Abdelatty added. Mohamed Farid, chairperson of the FRA, said the policy was a successful model of cooperation between state institutions. He said the authority is constantly working to enhance financial inclusion and develop the insurance sector to support the national economy. Previously, the policy was restricted to those holding official work permits. The eligibility has now been expanded to include all Egyptians working abroad and their families for the first time. Ambassador Nabil Habashi, Deputy Foreign Minister for Emigration and Egyptian Expatriates' Affairs said the changes were a response to requests made by Egyptians abroad during a conference last year and through ongoing communication. He said expanding the policy's coverage was an important step towards establishing 'insurance justice.' According to the policy, Egyptians abroad without work permits can subscribe via the managing consortium's website, mobile application, or WhatsApp. The policy provides financial protection in the event of natural death, accidental death, or an accident causing permanent total disability while abroad. In cases of natural death, the consortium will cover the actual cost of repatriating the remains, up to a maximum of 250,000 pounds. If the deceased is buried abroad, the consortium will pay an amount equivalent to the cost of repatriation. In the event of accidental death, the consortium will bear the actual costs of repatriation, and the remaining amount of the 250,000-pound payout will be distributed to the legal heirs. To be covered, the insured person must be between 18 and 70 years of age at the time of the incident.
