
Centre developing legislative framework for blue economy: Govt in Lok Sabha
The draft national policy on blue economy, covering seven thematic areas including ocean governance and marine spatial planning, was placed in the public domain in February 2021 and revised in July 2022 after inter-ministerial and stakeholder consultations, the response said adding that the policy is aiming to harness ocean resources sustainably for economic growth while protecting marine ecosystems ensuring national security and it also provides the foundational basis for future legislation, the response said.
The deep ocean mission is a subset of the broader blue economy concept which is focused on technological development for exploring deep ocean resources, promoting climate change advisory services, conservation of deep-sea biodiversity, research on ocean biology, and harnessing energy and freshwater from the ocean.

'The current focus is on strengthening the existing environmental legal framework through targeted reforms, including amendments to existing laws and empowering the Ministry of Environment, Forest and Climate Change's umbrella legislation the Environment (Protection) Act, 1986. These reforms aim to introduce specific rules to address critical challenges such as e-waste (management), plastics waste management, batteries waste management, and end-of-life vehicles (ELVs) scrapping,' said Jitendra Singh, minister of state (MoS) for earth sciences.
He was responding to questions by Bharatiya Janata Party (BJP) MP, Brijmohan Agrawal on three questions.
Agrawal asked about the major legislative steps taken by the government for the Blue Economy district from policy-based approaches such as the Deep Ocean Mission along with the draft legislation; Secondly, he asked about the inter-ministerial consultations or projected timelines for a Blue Economy Law; and lastly, he asked about the existing mechanism which ensures sector-specific, legally binding environmental among others.
Responding to the questions, Singh said that the various sectors in the blue economy are governed by different laws.
Singh added that the regulatory gaps and overlaps are being addressed through the PARIVESH portal of Ministry of Environment Forest and Climate Change which acts as a single window for environmental, forest, wildlife, and coastal regulation zone clearances and the National Sagarmala Apex Committee and PM Gatishakti portal also aid in integrated planning.
'There are dedicated laws and guidelines for investment, accountability, and liability including 100% FDI is permitted via the automatic route in sectors like sea-ports and aquaculture. Offshore mineral block auctions are open to foreign bidders with specified conditions. The Merchant Shipping Act, 1958, adopts international liability conventions and mandates compulsory insurance for pollution damage. Offshore safety is governed by the Oil Mines Regulations, 2017, and a draft Offshore Safety Directive', the MoS said.
'The 'Harit Sagar' Green Port Guidelines (2023) mandate ESG reporting for terminal operators. The Deep Ocean Mission requires Environmental and Social Due Diligence for its projects. Maritime Zones Act, 1976 along with updated rules like the Offshore Wind Energy Lease Rules, 2023, provides the legal framework for leasing and regulating offshore energy and mineral projects,' the response said.

One MobiKwik Systems Q1 loss widens to ₹42 cr; revenue declines 20.7% to ₹271 cr
New Delhi, Aug 1 (PTI) Fintech firm One MobiKwik Systems has reported its consolidated loss widening to ₹ 41.9 crore in the June quarter, compared to a loss of ₹ 6.6 crore in the same period last year. The Gurgaon-headquartered firm's revenue from operations stood at ₹ 271.3 crore, a 20.7 per cent decline from ₹ 342.2 crore in Q1 FY25, as per a regulatory filing. Seen sequentially, losses narrowed from ₹ 56 crore in Q4 FY25, while revenue saw an uptick of 1.3 per cent. Total expenses were at ₹ 312.8 crore during the first quarter of FY26, compared with ₹ 343.6 crore in the same period last year. Payment gateway costs grew to ₹ 142.8 crore, up from ₹ 127.6 crore, while employee benefit expenses stood at ₹ 41.9 crore, reflecting a modest increase from ₹ 39.1 crore in the year-ago quarter. The company, which concluded its IPO during the quarter ended December 31, 2024, stated that it has utilised ₹ 214 crore of its net IPO funds as of June 30, 2025, out of a total corpus of ₹ 530.5 crore. The proceeds were used towards funding organic growth in financial services business ( ₹ 45.9 crore), funding organic growth in payment services business ( ₹ 69.9 crore), R&D in data, machine learning, artificial intelligence, product and technology ( ₹ 30.8 crore), capital expenditure payment devices business ( ₹ 2.4 crore), and general corporate purposes. MobiKwik said it recorded the "highest-ever" quarterly payments GMV (Gross Merchandise Value) in Q1 FY26 at ₹ 38,388.2 crore. The company's user base stood at 180.2 million and merchant base at 4.64 Mn in Q1 FY26. "We are pleased with the consistent progress across our core business. Payments demonstrated strong growth, and Financial Services recovered, resulting in an improved Q1 EBITDA, which reinforces our path to profitability. We remain focused on driving operating leverage and building for long-term value creation," said Upasana Taku, Executive Director, Co-founder and CFO, One MobiKwik Systems Ltd.

Indian economy devastated by five Modi-inflicted shocks: Congress
The Congress on Friday claimed that the Indian economy has been well and truly devastated by a series of 'five Modi-inflicted shocks', and said the government as well as its cheerleaders are being economical with the truth of the real state of the economy. Congress general secretary in-charge communications Jairam Ramesh said the Modi government, its drumbeaters and cheerleaders are living in a make-believe world. The opposition party's assertions came a day after former Congress president and Leader of Opposition in the Lok Sabha Rahul Gandhi said everybody except Prime Minister Narendra Modi and Finance Minister Nirmala Sitharaman know that the country's economy is 'dead'. In a post on X, Ramesh said, 'Over the past decade, the Indian economy has been well and truly devastated by a series of five Modi-inflicted shocks. Nobody else can be held responsible.' He said demonetisation completely disrupted our growth momentum and destroyed the livelihoods of crores of Indians. 'A fundamentally flawed GST–that is a Tax that is neither Good nor Simple–has wreaked havoc on thousands of business enterprises across the country, except the large companies who can afford to pay the cost associated with GST compliance,' Ramesh said. He further claimed that the record imports from China have led to the closure of lakhs of MSMEs across the country–in Gujarat alone, around a third of the MSMEs in the stainless steel industry have shut down their operations. Exports in key areas are dependent on imports of raw materials, components, and intermediates from China, he said. Ramesh pointed out that private investment has lost the buoyancy it demonstrated during 2004-14. 'Indian industrialists are acquiring citizenship of other countries in an ever increasing measure. The politically motivated and extortionist Raid Raj, coupled with the proliferation of Modani's tentacles, has led to a loss of confidence in the Indian economy,' Ramesh alleged. He argued that wages for the majority of Indians have stagnated in the last decade, across sectors and across classes. 'This is particularly so in rural India. Household savings have fallen sharply just as household debt has ballooned. Private mass consumption, one of the key drivers of growth, is sputtering just as luxury consumption has not ebbed, clearly pointing to sharpening economic inequalities,' the Congress leader said. 'The Modi government, its drumbeaters and cheerleaders are living in a make-believe world. They are being economical with the truth of the real state of the economy,' Ramesh said. On Thursday, Gandhi had alleged that the BJP-led government has destroyed the country's economic, defence and foreign policies, and is 'running the country to the ground'. Speaking with reporters in the Parliament House complex, Gandhi had also claimed that a trade deal with the US will happen and US President Donald Trump will define it. Asked about Trump calling the Indian economy 'dead', the Congress leader had said, 'He is right, everybody knows this except the prime minister and the finance minister. Everybody knows that the Indian economy is a dead economy. I am glad that President Trump has stated a fact.' He had alleged that the BJP has destroyed the Indian economy.

Karnataka HC gives state govt 4 weeks to submit report on pendency of pleas under Sakala scheme
The Karnataka High Court has given the state government four weeks to submit a status report on the pendency of applications made by citizens under the Sakala scheme through which the administration promises speedy responses for various public services. The instruction was issued by a division bench comprising Chief Justice Vibhu Bakhru and Justice C M Joshi on July 28 in the wake of a petition by one Gowrishankar S seeking the immediate disposal of all pending Sakala appeals 'along with disbursal of compensation to eligible applicants and actions initiated against defaulters.' The court directed the state government to 'file a Status Report, clearly indicating: a) the number of applications made under the Sakala Act, which are pending; b) the date on which such applications were filed; and c) the estimated time required for disposal of the same.' The petitioner approached the high court over alleged deficiencies in the implementation of Sakala services by the state government as promised under the Karnataka Guarantee of Services to Citizens Act, 2011. As per the Act, services provided under the scheme include issuing of caste certificates, income certificates, senior citizen cards, health cards, etc. The petitioner informed the court that the 'Sakala Act is not being implemented sufficiently and none of the applications are disposed of within time and the applications are also pending.' Gowrishankar also sought the return of interest and penalties levied on property owners for delays in property tax payments. The high court, however, rejected this plea. 'We are not persuaded to accept that any such prayer can be considered in vacuum. In the event any particular taxpayer is aggrieved by imposition of interest despite delay on the part of the respondents, he would be entitled to seek appropriate remedies,' the high court ruled. The Sakala scheme aims to curb corruption in public service delivery and improve efficiency in various government departments in Karnataka. The programme is backed by a comprehensive information technology network, developed by the National Informatics Centre (NIC).
