
Sabah looks beyond royalties to boost oil gains
State Finance Minister Datuk Seri Masidi Manjun said they are working towards building a vibrant oil and gas ecosystem that will directly benefit Sabahans.
He noted that while royalties remain important, there are more sustainable and inclusive ways for the state to benefit from its oil and gas resources, with the primary focus on industry development that fosters local participation and job creation.
'Royalty is not the only means of getting more oil money.
'If it is just royalty, the money goes straight into the government's consolidated fund. But if we create a vibrant industry in Sabah, many local companies will benefit, and that will lead to jobs and direct income for our people,' Masidi explained to the media during an event on Wednesday evening (July 2).
He also stressed that efforts are ongoing to improve the state's tax governance through amendments to the State Sales Tax (CJN) Ordinance.
'These changes are not just routine. We want the provisions to be crystal clear so there is no ambiguity. Taxpayers should also be given fair room to appeal if they are unhappy,' he said.
Masidi added that the CJN amendment is also about strengthening the role of tax officers and ensuring everyone involved understands their responsibilities to avoid confusion.
'In short, we are improving execution. It is about accountability and clarity, not just policy.'
On another matter, Masidi confirmed that the long-awaited meeting on Sabah's 40% revenue entitlement under the Malaysia Agreement 1963 (MA63) has been rescheduled to mid-July after the originally planned date of June 30 was postponed.
'The Chief Minister had sent two letters in June, one to remind about the committee, and another offering for Sabah to host the meeting. The delay was due to scheduling issues, but we are now looking at July 14 or 15,' he said.
On developments in the oil and gas sector, Masidi revealed that exploration activity is intensifying in Sabah's east coast, particularly in the northeast region near Sandakan.
'ConocoPhillips is one of the companies involved in active exploration there. I believe another announcement will be made soon,' he said.
He clarified that the activity is not within the environmentally sensitive Coral Triangle area.
'This is in the Padang area, not the Coral Triangle,' he said, in response to concerns raised by environmental groups.
Touching on recent discussions surrounding the Ambalat oil block, Masidi urged all parties to refrain from speculation.
'The Prime Minister Datuk Seri Anwar Ibrahim merely made a statement. To me, it is better we get the facts right before commenting. Let's seek clarification from the federal government,' he said.
He added that the state government is not aware of any company being involved in Ambalat at the moment and stressed that it is important for members of parliament to raise the issue in Parliament if needed.

KOTA KINABALU (July 3): The State Government in collaboration with Petronas and industry partners has set a target of a 100 per cent increase in oil and gas services and equipment (OGSE) local job contracts for Sabahan companies this year, said Chief Minister Datuk Seri Panglima Hajiji Noor. 'In terms of employment, the target is clear: 100 per cent of non-technical roles and at least 80 per cent of technical roles in the OGSE sector must be filled by Sabahans. 'These targets reflect our firm commitment to strengthening local participation and building a resilient, homegrown energy ecosystem.' he said at the 12th Sabah Oil, Gas and Energy Conference and Exhibition at the Sabah International Convention Centre here on Thursday. His speech was delivered by Minister of Industrial Development and Entrepreneurship Datuk Phoong Jin Zhe. In 2021, Hajiji said the total contracts awarded to Sabahan companies for local oil and gas services jobs stood at RM341 million, while by the end of last year, the figure soared to over RM2 billion for jobs awarded both in and outside Sabah. He said Sabah's oil and gas industry is an essential pillar of the state's economic growth and continues to play a pivotal role to that of Malaysia's, contributing nearly 40 per cent of the country's oil production and approximately 20 per cent of its gas output. 'However, we believe that our role must extend beyond mere production. We aspire for Sabah to become a center of excellence for OGSE innovation and sustainable energy practices and a hub where investment, talent and technology converge to create long-term value,' he said. In this respect, the Chief Minister said the State Government through SMJ Energy has taken decisive steps in securing equity in key upstream and downstream assets, including the Samarang PSC and the SAMUR petrochemical plant, as well as interests in exploration blocks SB403, SB409, SB306A and SB306B. He said Sabah Energy Corporation had also strengthened its position as Malaysia's largest domestic supplier and transporter of natural gas, following its successful takeover of Petronas' onshore gas contracts in Sabah. 'I wish to take this opportunity to thank Petronas and all our operating partners in Sabah for your continuous efforts, commitment and investment in local content development. The Commercial Collaboration Agreement (CCA) signed in December 2021 with Petronas was significant and its implementation through initiatives such as the Sub-Committee for OGSE industry, co-chaired by the Sabah Ministry of Industrial Development and Entrepreneurship and Petronas, has yielded tangible results. 'To sustain this momentum, we have established the Sabah Local Content Council under the purview of SMJ Energy and implemented a Joint Task Force for Mandatory Partnerships. 'These initiatives, coupled with the transparent insights provided by the Kinabalu Activity Outlook (KAO), are designed to ensure our local companies are well-informed, well-prepared, and well-partnered for success,' he said. Hajiji commended the Sabah Oil and Gas Services Council (SOGSC) and the Persatuan Kontraktor Petroleum Bumiputera Sabah (PKPBS) for their role in championing Sabahan participation in the OGSE sector. He also called on everyone to support the effort of the SOGSC and PKPBS to organise this OGSE conference next year. 'Our vision is to build a pipeline of OGSE opportunities that extends far beyond short-term contracts. We want to promote knowledge transfer, technology exchange and joint ventures that scale our local players into regional champions. MA63 meeting on Sabah's 40pc revenue postponed to mid-July

Masidi said Fadillah informed them he was unable to attend the June 30 meeting, prompting a new date to be proposed. 'The meeting is now expected to be held on either July 14 or 15,' he told reporters during the SMJ Energy networking dinner on Wednesday. Sabah targets 100% boost in OGSE contracts for local firms in 2024
KOTA KINABALU: The Sabah government, in partnership with Petronas and industry players, plans to double the value of oil and gas services and equipment (OGSE) contracts awarded to Sabah-based firms in 2024. Chief Minister Datuk Seri Hajiji Noor announced the initiative during the 12th Sabah Oil, Gas, and Energy Conference and Exhibition. Hajiji emphasised the state's commitment to local participation, targeting full employment of Sabahans in non-technical roles and at least 80% in technical positions within the OGSE sector. 'This reflects our dedication to building a resilient energy ecosystem using local talent,' he said. The Chief Minister highlighted significant growth in contract values, from RM341 million in 2021 to over RM2 billion by the end of 2023. Sabah contributes nearly 40% of Malaysia's oil production and 20% of its gas output, reinforcing its pivotal role in the national energy sector. To strengthen Sabah's position as an OGSE hub, the state government, through SMJ Energy Sdn Bhd, has acquired stakes in key projects like the Samarang PSC and Sabah Ammonia Urea plant. Sabah Energy Corporation also expanded its role as Malaysia's largest domestic gas supplier after acquiring Petronas' onshore gas contracts. Hajiji acknowledged Petronas and industry partners for their support, citing the 2021 Commercial Collaboration Agreement as a key driver of progress.
