Religious leaders, political parties unite against gang violence

A meeting was hosted this week by the Muslim Judicial Council with the South African Police Services Western Cape leadership and various civil society and public representatives from the community to seek collective solutions to the violence ravaging the Cape Flats and surrounding areas.

The Muslim Judicial Council (MJC) has called for a transparent plan of action to secure the safety and wellbeing of gang and violence ridden communities in Cape Town, following a meeting with various stakeholders on Monday.
The most recent incident of violence saw a mass killing in Bishop Lavis on Friday night which claimed the lives of four people. Recent weeks have seen a surge in mass shootings wreaking havoc in areas across the city, including in Mitchells Plain, Kraaifontein, Mfuleni, and Lower Crossroads.
MJC president, Sheikh Riad Fataar said they called the meeting in their capacity as a senior religious authority and civil society stakeholder.
The purpose of the meeting was to initiate 'meaningful deliberations on the immediate and coordinated implementation of solutions'.
The meeting saw civil society groups, political parties and the provincial police in attendance.
The MJC called for a transparent plan of action.

Suggestions included visible policing in high crime areas and the implementation of targeted programmes to prevent the criminal recruitment of children and adolescents into gangs.
Attendees expressed optimism about the way forward.
National Coloured Congress (NCC) leader Fadiel Adams said: 'I'm optimistic. I think it's about time our religious fraternity and all faiths come together and stand with us, as parents and as activists. I believe we can come up with something that truly benefits our kids.'
He added that meaningful dialogue about how sectors like sport, social development, and education can be brought into the fold were necessary.
ANC leader of the opposition in the provincial legislature, Khalid Sayed said it was a very constructive meeting where practical ideas were put forward to police in the province.
'The one focus being for greater police visibility and actual boots on the ground in crime-ridden areas. Also to make sure there's greater cooperation.
"The other thing that came through which Saps agreed with, was for faith leaders need to be called upon. (Saps) must feel free to walk hand in hand with religious leaders in communities because it's at the community level where religious leaders are active. Whether it be in the mosques or churches, where youngsters who are going into this type of criminality where, their families are at.
"The strengthening and vetting of CPFs also needs to happen. Another big aspect was that tackling crime in our communities is not just an issue of policing and boots on the ground. It requires all spheres of government. It requires the social and economic aspects to also be in place. All spheres of society and government must work together to ensure young people have alternatives. From our side, we need to ensure that the necessary oversight must take place to ensure Saps and government implement what they are committing when they have meetings such as this,' Sayed said.
A follow-up meeting to discuss a workable plan is expected in the coming weeks.

Image: HAWKS As the Western Cape hailed the confiscation of 23 firearms amid gang violence including 13 in Mitchells Plain, PAGAD fugitive Faizel Felix who evaded authorities for years has been apprehended. Felix is no stranger to the courts, after he also made headlines in 2001, when he was accused of being behind a motorbike bomb explosion in front of the Wynberg Magistrates' Court but could never be prosecuted or linked because there were no state witnesses left to testify against him. The efforts behind his successful arrest follows the work done by the Hawks Crimes Against the State (CATs) team's efforts. Felix made an appearance at the Wynberg Magistrates' Court on Monday, eight years after he evaded the long alarm of the law. His case comes hours after, MEC for Police Oversight and Community Safety, Anroux Marais confirmed that 23 firearms were confiscated, 13 of which were found in Mitchell's Plain. According to Fight Against Crime SA's (FACSA) database, 52 shooting incidents were reported in the WC between 11 and 13 July, with 13 people shot, seven fatalities and nearly 32 affected areas, with hotspots such as Elsies River, Tafelsig, Bishop Lavis and others. 'Faizel Felix (52), a member of People Against Gangsterism and Drugs (PAGAD) who previously absconded from court facing a charge of illegal possession of a firearm has briefly appeared in court today." 'His appearance comes after he was arrested in Wynberg earlier today by the Hawks Crimes Against the State (CATS) team, Western Cape on a warrant of arrest which was issued in 2016. 'Felix has been on the run for the past 8 years. 'It is reported that Felix was arrested on August 19 2015, for the illegal possession of a firearm by the Special Investigating Group for the City of Cape Town, thereafter the matter was referred to the Hawks for further probing. 'His non-attendance led to the court issuing a warrant for his arrest and subsequently his arrest today. 'The case is ongoing, with the man's next court appearance scheduled for July 17nat the Wynberg Regional Court. Felix remains in custody.' Marais spokesperson, Kurt Nefdt confirmed more than 20 firearms were confiscated. The success comes after sporadic shootings in the Cape including Mitchells Plain where five people were killed and seven wounded in a matter of hours on July 3 and another mass shooting in Bishop Lavis at the weekend. 'I can confirm that there have been another five firearms confiscated since our last media release. Two firearms were confiscated in Bishop Lavis following the recent mass murder( not confirmed if it is linked to the incident), one in Kuils River and another two in the Somerset West area. I must mention that these figures change often as intensified operations to clamp down on illegal guns and ammunition are ongoing,' said Nefdt. According to Gun Free SA's Researcher and Analyst, Claire Taylor, more than 8000 guns have been stolen since 2023: 'In 2023/24 alone, civilians reported losing or having 8,452 guns stolen - that's 23 guns every single day." Lynn Philipps of the Cape Flats Safety Forum said they applauded the successes but called for an inquiry after more than 30 firearms vanished from the Mitchell's Plain Police Station since 2017. 'How many people were innocently caught in the crossfires or shot with these stolen firearms retrieved thus far?' she said. ANC backs Firoz Cachalia as acting police minister amid corruption claims

Image: Timothy Bernard / Independent Newspapers President Cyril Ramaphosa's decision to place Minister Senzo Mchunu on leave of absence has been defended by the ANC, which also expressed full confidence in the appointment of Professor Firoz Cachalia as acting Minister of Police. Taking over as acting minister from August, Wits University law professor Cachalia replaces Mchunu, who faces allegations of corruption and malfeasance from KwaZulu-Natal Police Commissioner Lieutenant-General Nhlanhla Mkhwanazi. Mchunu was allegedly influenced by individuals outside the police force, specifically controversial Vusimuzi 'Cat' Matlala and his associate Brown Mogotsi, according to Mkhwanazi, who claimed Mchunu had ties with these individuals. Next Stay Close ✕ While ANC secretary-general Fikile Mbalula said that the party welcomed Ramaphosa's decision to establish a judicial commission of inquiry to probe the allegations against Mchunu, some senior members of the party have questioned the step-aside rule and its effectiveness saying it only applies to some while others it has not applied. During a press conference on Tuesday, Mbalula said his party wished Cachalia strength and resolve as he assumes this responsibility during a critical period. Mbalula defended Ramaphosa's choice to appoint Cachalia, citing his experience and credibility as essential for leading the police ministry. Mbalula stated that Cachalia's "deep understanding of the security sector and his proven commitment to clean governance position him to provide the leadership required at this moment". Mbalula stated that the ANC supported the establishment of the commission of inquiry, considering it a vital tool for achieving justice, truth, and reform. He emphasised that the commission should be permitted to carry out its duties comprehensively, impartially, and without bias or intimidation. Acting Deputy Chief Justice, Mbuyiseli Madlanga, will chair a commission tasked with investigating allegations of corruption and malfeasance within the police service. President Ramaphosa guaranteed the commission's authority to refer matters for immediate criminal investigation and prompt prosecution decisions. However, senior members of the ANC are questioning why the step-aside rule does not apply to suspended Mchunu. The rule requires members of the party who are facing serious allegations to step aside from their positions. The rule has seen some ANC officials having to vacate office until they were cleared of any wrongdoing. Former ANC spokespeople Pule Mabe and Zizi Kodwa have had to step aside after appearing in court for various charges. Former Limpopo Treasurer, Danny Msiza, has also had to step aside from organisational duties after he was found to be a kingpin in the VBS saga where R2.3 billion was looted from the now-defunct bank. The senior member, who can't be named for fear of reprisals, said there was commotion among ANC corridors in Luthuli House because some felt Ramaphosa was selective in the application of the step-aside rule. The official believes Ramaphosa should have asked Mchunu and others who have been hogging the news for all the wrong reasons recently. Human Settlement minister Thembi Simelane, Minister in the Presidency Khumbudzo Ntshaveni and Mchunu have all been in the spotlight recently after corruption allegations, however, have not stepped aside because they are seen as the president's allies. 'Comrades should revisit this step-aside rule and unpack it properly because it does not apply to some. What is the reason for the Minister (Mchunu) not to resign?' asked the official. He added that Cachalia's appointment was also questionable because he was outside of the executive. Mbalula, who did not entertain the step-aside rule during the conference, said that Ramaphosa's decision to place Mchunu on leave is a proactive and considered measure. "It is a step that preserves the integrity of both the Executive and the investigation itself," said Mbalula.

State-owned The Herald newspaper reported that Harare regional magistrate Donald Ndirowei has dismissed Mzembi's application challenging his placement on remand. The matter was postponed to Friday where a date of trial is expected to be allocated. Authorities in the post-Robert Mugabe-era have issued warrants of arrest against Mzembi since 2008, after the long-time ruler, Mugabe, was unceremoniously removed from power. The Herald reported that the court has recently confirmation of three outstanding warrants of arrest against Mzembi, who has previously held different cabinet posts in Mugabe's regime. Mzembi, the 61-year-old former Masvingo South Member of Parliament, was arrested on June 14 when he, in a surprise move, returned to Zimbabwe from his base in South Africa, where he had stayed for around seven years. He never returned home to face trial on serious charges of corruption and criminal abuse of office. In 2021, State media in Zimbabwe reported that the government of Zimbabwe was awaiting a response from their South African counterparts following a request to have Mzembi to Harare for trial on theft and fraud charges. At the time, Mzembi was accused of criminal abuse of duty, and theft of trust funds involving US$847 000 (more than R15 million). The crimes were allegedly committed while Mzembi was minister of tourism and hospitality, and was spearheading Zimbabwe's co-hosting of the United Nations World Tourism Organisation Conference in August 2013. Image: Walter Mzembi/X When Mzembi returned to Zimbabwe in June, it was widely reported that he met his long-time comrade in Zanu PF, President Emmerson Mnangagwa, for a private meeting. However, sources in Harare told IOL that the meeting did not happen. Mzembi, who was very active on social media platforms, had been a vociferous critic of Mnangagwa's government during his sojourn in South Africa. The government of Zimbabwe, under Mnangagwa, also sought to extradite former minister Jonathan Moyo, who fled to Kenya after the fall of Mugabe's reign. Moyo is accused of diverting US$244,575 (more than R4 million) from the Zimbabwe Manpower Development Fund. IOL News
