
Census data will be available early, residents can self-enumerate: Registrar General of India
The first digital Census and will be conducted in two phases and 'for the first time technology will be used to collect data and send it electronically to the central server' and 'this will result in early availability of Census data,' RGI said. In the previous Census, it took at least 2-3 years for primary data to be available.

'Data will be collected using Mobile Apps (both Android & iOS) in English, Hindi and regional languages. Enumerators/Supervisors will use their own mobile device for data collection.'
All States have been asked to appoint nodal officers for Population Census 2027 and residents will be able to self-enumerate in both the phases of the ensuing exercise, the RGI said.
Self-enumeration portal to be launched
The RGI said that Census 2027 'will have option for Self-Enumeration through a dedicated web portal. It will be available for both the phases of Census.'
The first phase — Houselisting and Housing Census (HLO) — will start from April 2026. Subsequently, Phase 2 i.e. Population Enumeration (PE) will be conducted in February 2027.
It added that 'Caste of household members will be enumerated in ensuing Census.'
'The Census will have focused and need based training in each phase. There will be a three tier training structure: National Trainer, Master Trainer and Field Trainer. Field Trainers will impart training to approx. 34 lakh Enumerators and Supervisors,' it further said.
The forthcoming Census will have a focused publicity campaign for nationwide awareness, inclusive participation, last-mile engagement and support for field operations. 'It'll emphasise on sharing accurate, authentic & timely information ensuring cohesive & effective outreach effort,' Census India 2027 said.
According to the Constitutional mandate, the first Census after 2026 can be used as the basis to redraw Lok Sabha constituencies. The next General Election is expected to be held in 2029.
On June 16, the RGI notified the process in the Gazette of India.
'Gazette Notification for intent of #Census2027 has been issued on 16th June 2025. All States and UTs have been requested to republish the notification of intent in their State Gazette and also appoint Nodal Officer for Census,' RGI said.
It added, 'For #Census2027, administrative boundaries across India to be frozen on 1st January, 2026. States & UTs have been requested not to make changes in administrative boundaries between 1st January, 2026 to 31st March, 2027.'

States can add 79 lakh more beneficiaries under the National Food Security Act that provides legal entitlement of foodgrains, the Centre said on Tuesday (July 22, 2025). The National Food Security Act (NFSA), which was passed by the Parliament in 2013, provides for coverage of up to 75 per cent of rural population and up to 50 per cent of urban population. This covers about two-thirds of the total population of the country, which comes to 81.35 crore based on Census 2011, the government said in a written reply to Rajya Sabha. "At present, against the intended coverage of 81.35 crore, the States/UTs have identified only 80.56 crore persons. Still, there is a scope of identification of 0.79 crore more beneficiaries under the NFSA," said Nimuben Jayantibhai Bambhaniya, Minister of State for Consumer Affairs, Food and Public Distribution. She informed that Section 9 of the Act provides that the total number of persons to be covered in rural and urban areas of the State should be calculated on the basis of the population estimates as per the published Census. "Therefore, any revision in coverage shall be possible only after the relevant data of next population Census is published," the Minister said. She also mentioned that States are responsible for identification of beneficiaries and issuance of their ration cards. "States are undertaking updation of their beneficiary database so that ineligible ration cards get deleted and better targeting of rightful beneficiaries is ensured. Thus, deletion of ineligible beneficiaries and addition of eligible beneficiaries under the Act is a continuous process," the Minister asserted. Under the NFSA or food law, Antyodaya Anna Yojana (AAY) households that constitute the poorest of the poor are legally entitled to receive 35 kg of foodgrains per family per month and priority households are entitled to 5 kg per person per month. At present, the Centre is providing free rations (wheat and rice) to all beneficiaries.

NEW DELHI: The Union Ministry of Home Affairs (MHA) on Tuesday announced that preparations for Census 2027 have started, with a two-day conference of Directors of Census Operations held earlier this month to discuss the roadmap. The ministry confirmed that the census will be conducted in two phases and will include digital data collection as well as caste enumeration. In a written reply to the Lok Sabha, Minister of State for Home Nityanand Rai informed that a two-day conference was held in the national capital on July 3 and 4. The event was attended by Directors of Census Operations, senior officials from the Directorates of Census Operations, and officers from the Office of the Registrar General and Census Commissioner, India. The Minister added that the conference focused on the roadmap for the upcoming Census and related activities. Key topics discussed included finalisation of the administrative unit framework, data collection through mobile applications, management and monitoring via the Census Management and Monitoring System (CMMS) portal, self-enumeration, training of census personnel, and other related matters. Rai also pointed out that the preparation for Census 2027 started with the publication of gazette notification dated June 16, 2025 expressing the intent of the Government to conduct a Population Census. The Central government earlier last month announced that the Population Census-2027 will be conducted in two phases, and for the first time, it will also include enumeration of castes.

Himachal Cabinet to review decision to postpone reservation roster for ULB polls
Last Updated: Shimla, Jul 22 (PTI) The Himachal Pradesh Cabinet will review its decision to postpone the reservation roster for the urban local body (ULB) elections in its meeting scheduled to be held on July 24, a senior official said on Tuesday. Himachal Pradesh Principal Secretary of Urban Development, Devesh Kumar, also informed the State Election Commission (SEC) that only the state Cabinet can revoke or modify its June 28 decision. 'The department shall place the matter in the next Cabinet meeting to be held on July 24. Therefore, it is requested that any further action regarding ULB elections may be postponed till a decision is taken by the Cabinet," Kumar said in the letter to the SEC secretary. The SEC, on July 10, took strong exception to the Urban Local Body (ULB) Department's letter to all deputy commissioners, seeking the postponement of the election reservation roster for the ULB elections due to the non-availability of updated census data. The commission, in a letter to the state's chief secretary, asserted that the ULB Department has no authority to alter the schedule issued by the SEC, which is a constitutional body, and asked the government to immediately withdraw the directions. The elections to all municipal bodies in the state except Shimla Municipal Corporation are scheduled to be held in seven municipal corporations, 29 municipal councils and 37 nagar panchayats. Elections are also to be held in more than 3,600 panchayats. For the municipal elections, the Election Commission released the schedule for deciding the ward division, delimitation, reservation roster of all the wards two months ago which lapsed on July 11 and to provide complete information of the reserved wards to the Election Commission by July 15. Principal Urban Development had asked all ten DCs of non Tribal districts in the state asked to postpone the reservation process for ULBs due non-availability and absence of actual updated demographic data of electors of Scheduled Castes (SC), Scheduled Tribes (ST) and Other Backward Classes (OBC) communities and due to delayed national Census, the implementation/finalization of the reservation roster for the ULBs elections shall be postponed until the latest Census data becomes available. As such, the Census 2011 data remains the relevant and legitimate basis for the reservation of seats in the upcoming ULB elections, as it is the last published census data available, the SEC said and directed that the ULB Department' letter be withdrawn immediately.
