Hong Kong should keep southbound travel plan's 100-car quota flexible: CY Leung

Hong Kong should consider relaxing a proposed 100-vehicle quota for a scheme set to allow Guangdong motorists to drive to the city, former leader Leung Chun-ying has said, suggesting the limit could be adjusted for weekdays and holidays.

Leung, who now serves as a vice-chairman of the nation's top political advisory body, the Chinese People's Political Consultative Conference, raised the suggestion on Saturday.
Earlier this week, transport officials said drivers could start applying for the Southbound Travel for Guangdong Vehicles scheme from November, with 100 motorists set to be allowed to cross into the city via the Hong Kong-Zhuhai-Macau Bridge each day.
Leung said the policy was a small progressive step towards a larger breakthrough, adding that the government could relax the quota if no accidents or traffic problems arose in the weeks after the scheme's launch.
The cap could also be applied flexibly for weekdays and various holidays, he said.

'For example, we have Christmas holidays, but mainland China doesn't. The mainland has many Golden Week holidays that we don't,' he told a television programme.

Hong Kong and EU are natural partners on 2050 carbon neutral goal

Climate change is one of the defining challenges of our time. Last year marked the hottest on record , and extreme weather is becoming more frequent and more severe. Just last month, scientists warned that we have only three years left to limit global warming to 1.5 degrees Celsius above pre-industrial levels as set by the Paris Agreement. Advertisement This target has long been the pillar of climate efforts worldwide. Our planet is not waiting for us. The European Union and Hong Kong share this conviction: the world must change course, and quickly. We have everything it takes to jointly move ahead on the green transition, not least our shared ambition of achieving carbon neutrality by 2050 . Our ties are close, broad and deep. The EU is one of Hong Kong's major trading partners, with bilateral trade in goods and services amounting to HK$605 billion (US$77.1 billion) and EU investment in the city reaching HK$758 billion last year. We are the largest foreign business community in Hong Kong. For more than half of the roughly 1,600 EU companies based here, Hong Kong serves as their regional headquarters. EU citizens and companies contribute across nearly every sector of Hong Kong's economy and society – from finance, transport and logistics to retail, food and beverage, construction and engineering, as well as Hong Kong's excellent universities and its vibrant arts scene. Many are actively involved in the local green transition, working in green finance, sustainable mobility, clean energy, green infrastructure and waste management. Accordingly, we are contributing not only to Hong Kong's prosperity and vibrancy but are also actively supporting Hong Kong's green transition. Advertisement The EU has long been a world leader on climate action, sustainability and green growth. Importantly, we have busted a long-standing myth. Since 1990, we have reduced emissions by 37 per cent while growing our economy by 68 per cent. This is clear evidence that the green transformation is not a barrier to growth but rather a driver. Furthermore, we are on track to cut emissions by at least 55 per cent by 2030 and are aiming for a 90 per cent reduction by 2040.

Alarms ring in Taipei as Beijing activates another Taiwan Strait flight route

Beijing's sudden activation of another civilian air route near the Taiwan Strait's unofficial median line has renewed alarm in Taipei, with defence experts and lawmakers warning the move could raise the risk of miscalculation in an already tense air corridor. Advertisement The mainland's Civil Aviation Administration activated the last of three branches off the M503 north-south flight path through the strait on Sunday. The M503 and its offshoots were established in 2015 to connect various cities along the mainland's east coast. Two of the branches were activated last year and the third, the W121, on Sunday. At its closest point, the M503 route lies just 4.2 nautical miles (7.8km) from the unofficial line dividing Taiwan and mainland China. The administration, which made the decision without consulting Taipei, said the 'technical adjustment [was meant] to alleviate air traffic pressure and improve safety'. Advertisement 'Previous changes to the route have improved the operation of cross-strait flights and further facilitated personnel exchanges across the Taiwan Strait,' the administration said.
