
Mayoralty bid fuelled by frustration over lack of transparency
Lydia Gliddon has always loved to cook, but now she is focused on perfecting a new recipe – becoming the next mayor.
The 39-year-old former café owner and first-term Malvern Ward councillor will challenge Mayor Sam Broughton in October's local body elections. She is the first sitting councillor to do so since Broughton was elected in 2016.
While well-known in Malvern, Gliddon acknowledges the challenge of connecting with residents across the district.
As she prepares her campaign, she aims to meet as many people as possible before deciding in July whether she will put her eggs in one basket and just run for the mayoralty and not her existing Malvern seat as well.
Gliddon's love for cooking began with her grandmother's biscuit recipes. At 15, she represented Darfield High School in a cooking competition at Westfield Riccarton. After finishing high school, she managed The Daily Grind café in Christchurch.
'I've always been into cooking and food.'
In 2016, she bought the Express Yourself Café in Darfield, renaming it The Fat Beagle after her dog, Norman.
'It was like our own wee community, everybody knew each other, customers knew each other,' Gliddon said.
'Norman was the fat beagle and the logo was modelled on him, and how he looked at you when you were cooking in the kitchen.'
'He used to scale the pantry and pull food out. I got home one day and he'd stolen a bag of flour and licked it into the carpet.
'I spent $800 at the vet because he'd hurt his back scaling the pantry.'
During her five years as owner, Gliddon rebranded the café, grew the team from seven to 13 staff, and weathered the challenges of the Covid-19 pandemic.
Eight months after selling the café, she successfully ran for a Malvern Ward seat in 2022 – a move driven by a strong passion for her community.
'I've always had this element of public service. You don't just live in a place, you live in a community, and you need to give back to that.
'I need a purpose and I need something to do,' Gliddon said.
Alongside her work in hospitality, Gliddon also spent years working on farms.
Born in Kirwee, she moved around the Malvern area with her family before settling on a small block of land with her husband Matt and six-year-old daughter Hazel. They currently raise about 40 sheep and 20 cows each year.
'I love being outside, I love the land, I love animals, and they all go hand in hand together.'
At 18, she trained as a snowboard and ski instructor at Mt Hutt, later working a season at Canyons Resort in Utah.
On returning to New Zealand, she split her time between winters at Mt Hutt and summers on her grandparents' farm. Eventually, she transitioned to full-time farm work, while keeping winter sports as a hobby.
She also managed Gnomes ski shop in Darfield for eight years before buying the café.
At 20, Gliddon became the youngest-ever president of the Kirwee Netball Club, where she played from age 16 until about four years ago.
'There was an ultimatum that went on in our house (to stop playing netball) after my second knee surgery.'
She now helps run the Future Ferns netball programme with Springfield/Sheffield Netball, the same programme her daughter Hazel participates in.
In her two-and-a-half years on council, Gliddon said she has grown significantly but also become increasingly frustrated.
She is proud of efforts like helping save the Sheffield pool, which is now moving to community ownership after facing demolition.
'I firmly believe that if it wasn't for me pushing for that and opening the doors for the community, they probably would have had a demoed pool by now.'
But alongside her growth on the council, her frustration also has increased, triggering the mayoral bid.
'I always believe that you don't sit around and moan about something, you do something.'
Gliddon said the lack of transparency with the 2024-34 Long Term Plan (LTP) was a particular point of frustration
She raised concerns about the Waikirikiri Alpine to Ocean Trail – a $20 million cycleway – which was not included in public consultation documents, despite its scale.
Gliddon pushed for the project to be listed as a key decision in the LTP and reiterated her concerns during council debates.
'I said 'wouldn't it just be better if we were open and transparent', and we would have got better feedback from people.
'The actual concept is great but I don't think our general ratepayer should be paying for it.'
While the council eventually decided not to fully fund the project, it retained $5m for planning and to keep the cycleway project alive.
Despite misgivings, Gliddon voted for the LTP, as it included key projects she had fought for.
However, she opposed spending on items such as $3.7m for expanding council offices, $9m for an economic development strategy, and $5m for investigating low-nitrate water sources.
'I fought for a lot of things within that LTP, and there were a lot of things I don't agree with. I felt like, at the end, to say no to the LTP was saying no to the decisions I had fought so hard to be in there.'
While she did accept last year's rates rise of 14.9%, Gliddon took issue with the lack of a public consultation on the 2025 annual plan – a key checkpoint between long term plans, which are reviewed every three years.
Last year, the council controversially decided to skip consultation for 2025, leaving no opportunity for community feedback on the latest rates rise.
At the moment, Selwyn is looking at a 14.2% average rates increase, pending any changes resulting from the establishment of a water services council controlled organisation (WSCCO). Under the new model, water billing (excluding stormwater) will be handled by the WSCCO rather than the council.
Gliddon was one of three councillors to vote against the proposal.
'For council to make a decision not to have an annual plan is not good enough.
'We're not a private business. We are there to act on behalf of the community,' she said.
Gliddon said even without a consultation, councillors should have had a chance to review the budgets before they were set in June.
'A lot of other councils have reviewed their annual plans. Some of them may not have consulted on it, but they've reviewed it, and they've adjusted their rates.'
In April, Gliddon was also one of five councillors to vote against establishing the WSCCO. She argued the model would be too expensive and lacked the benefits of scale that would come with regional partnerships.
She said she understands why many in the community are upset, especially after 86.1% of public submissions opposed the WSCCO.
'I actually feel like a lot of that was just dismissed and pushed to the side, and I actually found a lot of that really valid. So, of course the community is going to feel hurt.'

Views split on mandatory lecture recording
All lectures at the University of Otago could be recorded and available by next year if a group of academics and students gets its way. Deputy vice-chancellor academic Prof Stuart Brock, who is supporting the move, says the new policy would have measures in place to ensure student attendance at lectures did not dwindle. The proposal, which could be debated before the university's academic senate in September, has been sponsored by Prof Brock and the Otago University Students' Association. OUSA academic representative Stella Lynch said this had been "a long time coming". "To me it's just common sense, and showing some respect for our students that we provide them with learning materials when they can't turn up to class." Ms Lynch said making it mandatory had received some push-back from the academic community, who were worried it would lead to a drop in people attending lectures. "We can't always turn up ... we've got students who work multiple part-time jobs, or are sick because they live in cold, damp flats. "Something's got to give and that's often our education, so some staff are concerned that with a lack of attendance, there's going to be a lack of engagement with content — but if we give students rich recordings, that's just another avenue or mode for students to engage with their learning in a way that suits them." Prof Brock sent a memorandum to university staff last month, asking for responses. It said the recording of lectures and other teaching activities policy was last reviewed in 2016, and since then there had been many changes in teaching and recording practices at the university, particularly after the Covid-19 pandemic and the adoption of the disability action plan last year. "It is noted there are strong views from both sides of the lecture recording conversation and while the revised policy proposes making lecture recordings compulsory, we recognise the importance of encouraging in-person attendance whenever possible, and other work is being undertaken to support this." Prof Brock later told the Otago Daily Times any policy would acknowledge the importance of in-person attendance for a full academic experience. "If lecture recordings become compulsory, the university will also develop strategies to promote lecture attendance and engagement. "Recordings are intended to complement — not replace — attendance, providing support for revision or for students with valid reasons for being absent. "Lecture recordings would not be used as a substitute for regular lecture attendance. "The proposed policy sets out what exceptions and mitigations need to be in place to manage various risks including student attendance." Professors the ODT spoke to about the policy had mixed views. School of Biomedical Sciences Prof Peter Dearden said "we need to record lectures to make sure that if something goes wrong, we can provide them the information". "But I also think we need just to find ways to ensure that that doesn't mean that students sit in their hall rooms and never come to lectures. "We can't record labs. We just try to make sure that students come to labs and we do our best to interact with them and make sure that lab work is an interesting experience. "I kind of think that that's where we need to go with lectures. They need to be much more interactive ..." Ms Lynch hoped the policy would be adopted. "We've been talking about it for 18 months. Now it's been really a part of the conversations and socialised for so long that students are just, they're waiting, they're anticipating the policy to go through. "I don't think the university realises quite the shock and disappointment that it will be if we don't get this." Prof Brock said a second round of consultation would close later next month. A process will then follow whereby a revised policy would go through several formal committees before proceeding to the university's senior academic committee, senate and then to council for final approval.

Schools in literacy crisis, advocacy group warns
By John Gerritsen of RNZ Schools have told advocacy group Lifting Literacy Aotearoa they are struggling with record numbers of students with poor literacy. They say teens are wagging classes and schools are blowing their budgets on extra lessons because they are unable to cope with tough new NCEA reading and writing tests. A snapshot of school experiences gathered by Lifting Literacy showed some students were so far behind in their learning their teachers did not know what to do with them. Lifting Literacy said the situation was a crisis and the government needed to develop a five-year plan to help schools help teens learn to read and write. Principals and teachers from 29 secondary schools responded to an informal Lifting Literacy survey. Their comments revealed the introduction of high-stakes NCEA literacy and numeracy tests called "corequisites" had coincided with the worst-prepared cohort of teenagers some schools had ever seen - thanks to Covid. "It's an enormous issue. We have an increasing number of students who are very limited in both reading and writing," wrote one respondent. "Each year students who come to us at Year 9 are showing increasingly low literacy levels and increasingly high learning needs. The impact is huge," said another. The respondents said teachers were struggling to teach classes that ranged from the barely literate to high-achievers and schools were "scrounging" for funding. "Most high school teachers do not have qualifications to address this," said one respondent. "Pressure has fallen on high schools with little or no support," said another. "We are now operating in planned deficit budgets to fund the high level of need and high stakes for students due to NCEA changes," said one principal. Several respondents said their schools bankrolled literacy catch-up classes and training from the Kahui Ako scheme that gave some teachers release time for specialist work with other teachers in their school or across groups of schools. An English teacher from a large, low-decile school who RNZ agreed not to name, said that arrangement allowed her to work with four classes of Year 9 students who could not read. She said the school would have to cover the cost itself next year because the government axed the scheme in its May Budget. Despite the relatively high numbers of struggling Year 9s, the teacher said her school's current Year 11s had entered the school with the lowest level of education of any Year 9 cohort before or since. "They're the ones that are really struggling with the corequisites because they're expected to pass but as they're failing their identity of their ability is dwindling," she said. The teacher said teaching teenagers to read was often "quite a quick fix", with most requiring only three or four "structured literacy" lessons to learn how to decode words by learning which sounds went with each letter. "Teaching kids how to read and read longer words, which seems to be the biggest problem, that's quite a quick fix," she said. "Teaching younger kids takes a longer time, teaching these older kids, even kids who really struggle and some of them who are dyslexic, once they're shown a certain way some of them are off within three or four lessons, they're gone," she said. "Some might take a lot longer, but the majority of them in high school there's nothing wrong with them other than they haven't been taught that A-U is an "or" sound or O-U-G-H can have 6-7 different sounds, or how to split up longer words," she said. She said the government could achieve great results if it funded similar programmes across the country. Another teacher who worked with others across a major city said secondary schools had been left in the lurch. She said teachers were having to figure out themselves how to help their students. "We have a cluster of people who are all working in the literacy space and we're working together and sharing our ideas and sharing with each other because we've got no support from the ministry and no guidance," she said. Janice Langford provided structured literacy training for primary schools, but recently started working with secondary teachers because of the need. She said English teachers were being asked to do the work of specialist literacy teachers and they were not trained for it. Lifting Literacy Aoteroa chair Jennie Watts said in five or 10 years, improvements the government was making in primary schools would flow through to secondary. But in the meantime, students were not getting a fair deal. "There's an urgent gap. We can't let those kids, the kids who are struggling right now and the ones who are about to hit secondary school, we can't just let them fall through the cracks. She said secondary schools needed a five-year strategy including training and funding to improve teens' literacy. It should introduce a new optional literacy subject separate to English, and remove the co-requisite numeracy and literacy requirement for NCEA. Watts said the government should also provide funding for literacy lead teachers, targeted intervention for the students who needed them, and resources aimed at teenagers.

Fear more students will leave without NCEA qualifications
By John Gerritsen of RNZ Principals warn the number of school-leavers with no qualifications could spike in poor communities this year. One South Auckland principal said as many as a third of teenagers leaving schools in Northland and South Auckland could have no NCEA certificates - double the normal figures. Their warnings followed the release of results from high-stakes NCEA literacy and numeracy tests held in May. Before the Covid-19 pandemic, 14%-17% of school-leavers in Northland and South Auckland had no qualifications. The after-effects of the Covid lockdowns drove that figure to 21% in 2023. Principals had been hoping numbers would improve, but said pass rates of 39%-49% for Northland and South Auckland teens in NCEA reading, writing and maths tests did not bode well. Looking at the socioeconomic factors, 34% of students from the third of schools facing the highest barriers passed the numeracy assessment, 41% passed reading and 35% passed writing. Students could attempt the tests again in September, but Papakura High School principal Simon Craggs said it was likely a significant number would fail and leave without an NCEA qualification. ''A third would probably be realistic because you're going to have students in year 13 who still haven't achieved the corequisites despite having year 11, year 12 working toward them,'' he said. Craggs said schools were working hard to help students over the line - either by preparing them for the September tests or through the 20 English and maths credits they could use until 2027 to meet the benchmark. Aorere College principal Leanne Webb said she had hoped the unqualified school-leaver rate would improve this year, but there was a danger more young people would leave school unable to enrol in further study because they had failed the tests. ''They'll walk away from school, there'll be no recognition of what they have achieved at school and when times are tough, and times are tough, and there aren't sufficient places in tertiary organisations for them, who gets shoved to the bottom of the heap? It'll be the kids that don't have a qualification. "What is there for them then? Do they just get to roam the streets?'' Webb said her students' achievement of the literacy and numeracy co-requisite had improved, but for many that was due to the alternative 20-credit pathway rather than the online tests. The problem with that option was the 20 credits could not be counted towards the 60 required for an NCEA certificate, she said. ''If you take away 10 credits out of their English achievement and 10 credits out of their maths achievement, they then have to get another 20 credits on top of their programme in order to get NCEA - that's the problem. ''Last year, while we were pleased with our results. It came at the expense of achieving NCEA.'' Both principals said their students were doing better than last year, but government-funded assistance had not been much help. Webb said her school did not take up the offered training because it did not fit with the school's timetable and Craggs said the training was of limited use. "I don't think the on-the-ground support that we have been looking for has really been provided. So we're just doing our own thing and working within our own resources to improve," he said. "There's certainly a lot more interest from our senior advisers at the ministry in our results and how things are going, but not a lot in the way of support." The next round of literacy and numeracy tests is scheduled for September.
