Rain on KP mind as cops ready 9-11 plans after HC order
On Saturday, Kolkata Police commissioner Manoj Varma toured Kolkata with stopovers at traffic guards on fringes like Thakurpukur and Garia Dhalai Bridge before coming back to the city centre to review traffic preparations. This was in tune with the Calcutta High Court order on Friday that directed Kolkata Police to ensure that no procession for the July 21 rally takes place between 9 am and 11 am. The order further asked cops to ensure there is no traffic congestion on routes leading to the high court and other offices within a five-kilometre radius in central Kolkata.
"We have had specific discussions and have passed instructions to my teams. We are taking all adequate measures to ensure the stipulations mentioned by the Honourable HC are maintained. We will ensure that the rally is conducted smoothly without hampering traffic movement and complying with the court order," said Varma. "We also urge commuters to call us on our helplines in case of any trouble."

He then held a brief meeting at Patuli and inspected the area from Dhalai Bridge and drove to Behala Joka, where he interacted with officers of Thakurpukur Traffic Guard. Incidentally, these are the two points from where majority of vehicles carrying supporters from South 24 Parganas arrive.
Varma then visited the Hastings area before visiting the Esplanade rally venue. He then headed towards Bhabani Bhawan. Varma added he also had discussions with his counterparts in Baruipur, Diamond Harbour, Bidhannagar, Barrackpore, and Howrah about traffic management from the bordering areas.
Sources said the cops plan to halt traffic coming from the city fringes at these bordering areas and wouldn't allow large vehicles carrying supporters to enter the city before 11 am to mitigate the traffic chaos.
According to an estimate, several lakhs of people are likely to arrive in Kolkata on Monday in buses and trains from every subdivision block and panchayat area. While the party arranged for accommodation and meals for workers at four different places since Friday, a large chunk of party supporters arrive from the city and its neighbouring districts on the day of the rally, choking city traffic.
At Esplanade, final preparations were on, with senior KP officers, including Varma, inspecting the venue. Sniffer dogs and cops from the bomb squad also inspected the stage and the surroundings every few hours.
"Rain is our biggest challenge. We are equipped to manage traffic congestion due to the rallyists, but if it rains heavily, our plans will take a hit," said a senior officer.

Cabinet nod to amend panchayat act to simplify licence procedures
Panaji: The state cabinet on Monday decided to amend the Goa Panchayat Raj Act, 1994, to empower the panchayats to seal any premises if any business is carried out within its jurisdiction without a valid licence from the panchayat. The amendment seeks to simplify the process of issuing repair permission to single dwelling units by giving power to the panchayat secretary to issue repair permission without placing it before a panchayat meeting. The bill seeks to amend the act to reduce the time for the disposal of applications for construction licences from 30 days to 15 days, as envisaged in the reforms proposed in the context of the Business Reforms Action Plan (BRAP), 2024. It will reduce the time for the disposal of applications for occupancy certificates from 45 days to 15 days and for disposal of applications for trade licences from 15 days to 7 days. The amendment seeks to insert a new section in the principal act, as there is no provision to seal premises if any business is carried out without a valid licence from the panchayat. 'If any person, without obtaining a licence from the panchayat, carries on any trade or occupation in any premises within the panchayat jurisdiction, the panchayat shall, after giving an opportunity of being heard to such person, seal such premises,' the bill stated. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like 22 Illustrations of a Husband and Wife in Everyday Life Watch More Undo 'Provided that if the application for a licence is already submitted to the panchayat, such premises shall not be sealed till such application is rejected on merit. An appeal against the panchayat order shall lie before the director, and the director's decision in the matter shall be final, provided that the director shall not grant any interim relief without hearing the panchayat,' the bill said.

Govt officials in Rewa div to pedal to work every Tuesday
Bhopal: Govt officials in Madhya Pradesh's Rewa division have been asked — though it is voluntary — to pedal their way to work every Tuesday as part of a new initiative promoting energy conservation, clean air, and healthy living. Starting this week, 'Tuesday-Bicycle Day' should be observed across all district headquarters of the division, with officers and staff encouraged to use bicycles instead of personal fuel-powered vehicles. This directive was issued by Rewa division commissioner Babu Singh Jamod and applies to officials in Rewa, Satna, Sidhi, Singrauli, Maihar, Beohari and Anuppur. "It will be observed from Aug 5 onwards. However, we are not forcing it; it is voluntary, but we will try and encourage that maximum people follow it. It has dual benefits, one of being socially responsible and the other is personal health benefits. Cycles have disappeared from homes, and people have lost that habit. Once the cycles are there, apart from one day a week for office, people could also develop the habit of using them, thus improving their health," Jamod told TOI. In an official communication dated Aug 1, the commissioner cited rising fuel consumption, worsening pollution levels, and growing health concerns as the driving factors behind the move. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like The Most Beautiful Female Athletes Right Now Undo "Increasing dependence on personal vehicles is not only impacting fuel reserves and the national economy but also harming air quality and public health. Bicycles offer a sustainable and healthier alternative," the order noted. Officials who cannot cycle due to distance or health reasons, or the female employees, have been asked to use e-scooters or public transport, while pooling of official vehicles has been suggested for those on field visits, the order said.

‘Penalty for power theft unfairly high & out of reach too'
Bhopal: In a rare occasion, the Opposition Congress joined hands with the ruling BJP MLAs in the House on Monday, demanding that the penalty in power theft cases be reduced. Raising the issue through a call attention motion, Ramesh Khatik of the BJP said that a compound interest of 16 percent is charged on a person accused of electricity theft. If the accused person pays the electricity bill five years later, he ends up paying more than double the bill. The case is put up in court and in Lok Adalats, the penalty is waived. Khatik questioned why the penalty can't be waived in the normal course if the person charged with electricity theft fails to turn up in Lok Adalat to settle the case for some reason. Khatik, who said that farmers and domestic consumers are the worst affected due to the excessive penalty of 16 percent compound interest on the bill, noted that no bank or financial institution gives so much interest as recovered from the consumers. He further mentioned that consumers, particularly farmers, often come to know of the case registered against them for electricity theft and put up in court quite late, and they sometimes don't receive notice for the Lok Adalat either, he added. Several MLAs from both sides joined Khatik in demanding that the penalty imposed on the bill in cases of electricity theft should be waived. However, energy minister Pradyamun Singh Tomar said that it's a legal issue and it can't be done by the state govt. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Your donations can help this little boy see again clearly Donate For Health Donate Now Undo He further explained that the compound interest of 16 percent has been decided by the State Electricity Regulatory Authority, but Lok Adalat for settling the compoundable electricity theft cases takes place every three months, and the penalty is normally waived there. Khatik, however, pointed out that the Lok Adalat takes place in Bhopal, and the cases at other places are settled online, which may not be convenient for many consumers, particularly farmers. The Electricity Regulatory Authority may also be informed about the debate in the House and asked to reconsider the provision of a hefty penalty on electricity theft cases. The minister, while maintaining that law is law, agreed to take up the issue with MP Electricity Authority as more and more members from both sides joined Khatik in support of his demand.
