Building consensus among states biggest hurdle in river-linking projects: Centre

New Delhi, Jul 21 (PTI) The Jal Shakti ministry has acknowledged that building consensus among participating states on the interlinking of rivers (ILR) programme remains the most challenging aspect due to apprehensions over water-sharing.
In a written response in Rajya Sabha, Minister of State for Jal Shakti Raj Bhushan Choudhary underlined that the success of ILR projects hinges on inter-state agreement.
'The consensus building amongst states is the most challenging task due to apprehensions of states related to water sharing," Choudhary said.
Out of the 30 link projects identified under the National Perspective Plan, five have been prioritised for implementation. This includes the Ken-Betwa Link Project (KBLP), which is currently under execution.
With an estimated cost of Rs 44,605 crore, the KBLP aims to provide irrigation to over 10.6 lakh hectares across Madhya Pradesh and Uttar Pradesh and supply drinking water to around 62 lakh people.
It will also generate 103 MW of hydropower and 27 MW of solar energy, with completion targeted for March 2030.
The modified Parbati-Kalisindh-Chambal (PKC) link project, jointly taken up by Madhya Pradesh and Rajasthan, is expected to provide irrigation to six lakh hectares, drinking water to 21 districts in Rajasthan and 15 in Madhya Pradesh, and industrial water to regions including the Delhi-Mumbai Industrial Corridor.
Another major initiative under consideration is the Godavari-Cauvery link, which would divert unutilised waters from the Indravati sub-basin in Chhattisgarh and provide annual irrigation to 6.78 lakh hectares, along with drinking and industrial water to a population of over 21 million people.
The draft Memorandum of Agreement (MoA) has already been circulated among the participating states.
In Bihar, the Kosi-Mechi intra-state link scheme is expected to divert surplus monsoon water to irrigate over 2.1 lakh hectares and reduce flood impact downstream of the Kosi river. PTI UZM UZM KSS KSS

Agency: PTI New Delhi, Aug 5 (PTI) Chinese billionaire Jack Ma's Ant Financial on Tuesday exited One97 Communications, the parent company of Paytm, by selling its entire 5.84 per cent stake for Rs 3,980 crore through open market transactions. Ant Group, through its affiliate Antfin (Netherlands) Holding BV, offloaded around 3.73 crore equity shares of Noida-based One97 Communications in large deals. Ant Group, formerly known as Ant Financial, is an affiliate company of the Chinese conglomerate Alibaba Group. Shares of One97 Communications fell 2.38 per cent to close at Rs 1,052.65 apiece on the BSE. According to the bulk deal data on the BSE, Antfin (Netherlands) Holding BV offloaded nearly 3.73 crore equity shares, representing 5.84 per cent stake, in two tranches. The shares were sold in the price range of Rs 1,067.53-1,067.63 apiece, taking the combined deal value to Rs 3,980.76 crore. As of the June quarter, Antfin (Netherlands) Holding BV owned a 5.84 per cent stake in Paytm. Meanwhile, Paris-based financial services company Societe Generale through its two affiliates bought a total of 67.50 lakh shares or 1.06 per cent stake in Paytm for Rs 720.56 crore. In addition, Hong Kong-based Management through its arm — MY Asian Opportunities Master Fund LP — purchased 35 lakh equity shares or 0.55 per cent stake in Paytm for Rs 373.62 crore. Alibaba group firm Antfin sold around 5 per cent shares to lower its stake below 25 per cent in Paytm to comply with regulatory requirements at the time of IPO. To shed its Chinese-owned entity image, Paytm in August 2023 announced that Antfin would transfer its 10.3 per cent stake in Paytm to Resilient Asset Management BV. In return, Resilient issued a debt instrument — optionally convertible debentures– to Antfin, thereby maintaining the economic interest of the Alibaba group firm. With this transaction, Antfin's direct stake in Paytm was reduced to 13.5 per cent. Ant Group had been shedding its stake in Paytm after the listing in 2021. At the end of March 2025, the Chinese fintech giant had nearly 10 per cent stake in Paytm. In May this year, Ant Group offloaded more than 2.55 crore shares or a 4 per cent stake in One97 Communications for Rs 2,103 crore. Odisha CM calls for harmony between jungle dwellers and forest officials

Agency: PTI Bhubaneswar, Aug 5 (PTI) Odisha Chief Minister Mohan Charan Majhi on Tuesday asked forest officers to refrain from corruption and create a conflict-free coexistence with jungle dwellers while implementing the rules. Addressing the state-level Forest Officers Conference here, the CM told them to be sensitive while dealing with poor people. 'One-fourth of the state's population is tribal, and they mainly live in forests and its surrounding areas. It is the moral responsibility of the government to create a conflict-free co-existence for them and protect them," the CM said. Stating that forest officers are mainly interacting with tribals, Dalits and backwards class people, the chief minister told the officers to be sensitive while dealing with these people. He said the forest officers need to involve more people in plantation and tree protection activities, like dousing forest fire incidents. Majhi suggested that forest officers undertake paddy cultivation in vacant spaces within forest areas in order to keep jumbos within the forest boundary, so that they do not visit human habitation areas. The chief minister said that during tree plantation programme, the officers should focus on fruits and flowers in human habituated areas so that the local people would be interested in protecting them. Similarly, in roadside tree plantation programme, Majhi suggested that officers plant useful trees. He said attention should also be given to the protection of wildlife. The CM expressed satisfaction over the protection of wildlife. He said, 'We have not achieved 100 per cent success. The officers should use new technologies where necessary. Take cooperation of voluntary organisations, civic safety forums, and others for forest protection." The chief minister said that the current government is adopting a zero-tolerance policy against corruption. 'Stay away from corruption," Majhi said.
