Healing Manipur: on Manipur and President's Rule

The imposition of President's Rule, once a frequent and politically motivated tool of the Centre, has declined considerably since the 1990s. This welcome shift is a consequence of S.R. Bommai, the landmark judgment, the rising influence of regional parties in national politics, and public revulsion to its misuse. In recent years, its application has become rare, reserved for genuine constitutional breakdown or severe internal security challenges, such as in Manipur. On Friday, President's Rule was extended there by another six months, from August 13. But few would contest the extension, as the Centre is struggling to find a durable solution to the ethnic conflict. Following the resignation of N. Biren Singh and the fall of the BJP government, there has been a discernible but fragile calm. A crackdown on militant groups that had operated with impunity has reduced open violence, and some families displaced since May 2023 have begun to return home. However, these positive developments are overshadowed by the unbridged and deep-seated ethnic schism between the Kuki-Zo and Meitei communities. The landscape of Manipur is still carved up by buffer zones, rigidly segregating communities. The political chasm is just as stark: Kuki-Zo groups are resolute in their demand for a separate administration, while hardline Meitei organisations persist with a narrative that brands fellow citizens as 'outsiders'.
Administrative steps, particularly those that reiterate de-weaponisation and a defanging of militant groups acting for ethnic interests, must continue. They not only break the aura of impunity with which these groups function but will also encourage moderates to raise their voices for reconciliation. During Mr. Singh's tenure, prominent civil society activists seeking to halt the conflict by critiquing the biased nature of governance were hounded. But the administrative measures to improve the rule of law must be supplemented by political gestures. The BJP enjoyed support in the valley and the hills when it was elected, but has been unable to bridge the ethnic hostility. This is largely because the party's national leadership has shown little inclination to treat the issue urgently, leaving it to civil servants and security forces to tackle the problem. While the continuation of President's Rule might seem inevitable in Manipur, its success should not be measured by the absence of violence alone. The Centre's responsibility is to foster political conditions to bridge the ethnic divide, but that responsibility must be shared. Political parties and civil society groups must defy the hardliners and begin the painstaking work of reconciliation. The future of a peaceful Manipur will be written by the initiative of committed political actors willing to transcend ethnic divisions and work toward the genuine healing of their fractured society.

The Delhi High Court on Monday (July 28, 2025) said it would hear on July 30, the pleas challenging the Centre's nod to release the film "Udaipur Files — Kanhaiya Lal Tailor Murder". The Court was also informed that an application has been made by the producers of the film to the Central Board of Film Certification (CBFC) for re-certification of the movie, and it is likely to be considered shortly. A bench of Chief Justice Devendra Kumar Upadhyaya and Justice Tushar Rao Gedela listed the pleas for hearing on Wednesday (July 30, 2025) after a request for adjournment was made on behalf of one of the petitioners. The two petitions were listed before the High Court in pursuance to the Supreme Court's direction to the petitioners to approach the high court against the Centre's decision of giving nod for the film's release. The petitions have been filed by Jamiat Ulema-i-Hind president Maulana Arshad Madani and Mohd Javed, who is an accused in the Kanhaiya Lal murder case. The apex court, on July 25, had said that film-makers' appeal against the High Court order staying the film's release was infructuous for they had accepted the July 21 Centre nod for the film's release, subject to six cuts in its scenes and modifications in the disclaimer. Udaipur-based tailor Kanhaiya Lal was murdered in June 2022 allegedly by Mohammad Riyaz and Mohammad Ghous. The assailants later released a video claiming that the murder was in reaction to the tailor allegedly sharing a social media post in support of former BJP member Nupur Sharma following her controversial comments on Prophet Mohammed. The case was probed by the NIA and the accused were booked under the stringent Unlawful Activities Prevention Act, besides provisions under the IPC. The trial is pending before the special NIA court in Jaipur.

Karnataka to divert Rs 11,896 crore SC/ST funds for guarantees, BJP slams move

The Karnataka government has decided to use a portion of the Scheduled Caste Sub Plan (SCSP) and Tribal Sub Plan (TSP) funds for the implementation of its guarantee schemes. Out of the total Rs 42,017.51 crore allocated for SCSP and TSP in the financial year 2025–26, Rs 11,896.84 crore is set to be utilised for five major welfare decision, which has triggered criticism from the opposition BJP, was approved during the SC/ST State Development Council meeting. A high-level review meeting on the matter is scheduled to be held on August 5 under the chairmanship of Chief Minister allocation for 2025–26 includes Rs 29,991.69 crore under the Scheduled Caste Sub Plan and Rs 12,025.82 crore under the Tribal Sub Plan. Of the Rs 11,896.84 crore being diverted, Rs 1,670 crore has been earmarked for Anna Bhagya, Rs 162 crore for Yuva Nidhi, Rs 1,537 crore for Shakti Yojana, Rs 2,626 crore for Gruha Jyoti, and Rs 7,438 crore for Gruha Lakshmi. According to government data, similar reallocation of welfare funds has taken place in the previous two financial years. In 2023–24, Rs 11,114 crore from SCSP/TSP allocations was used for guarantee schemes, and in 2024–25, Rs 14,282.38 crore was allotted for the same strongly to the move, Karnataka BJP president BY Vijayendra took to X to accuse the Congress government of betraying marginalised communities. 'The Congress government, which has consistently exploited the oppressed communities to gain power, is now diverting Rs 11,896.84 crore allocated for the welfare of Scheduled Castes and Scheduled Tribes for the implementation of its five guarantee schemes in the 2025–26 fiscal year. This move, aimed at using welfare funds to run its political agenda, is being condemned as a betrayal of Dalits and a blow to the very foundation of social justice,' he aim at Chief Minister Siddaramaiah, Vijayendra added, 'Chief Minister @siddaramaiah, who often claims to be a leader of backward classes and a saviour of Dalits, has now taken the reprehensible step of diverting funds reserved for Dalit welfare towards guarantee schemes — a decision that deserves strong condemnation.'The BJP leader also recalled similar controversies in the previous year. 'Last year, the @INCKarnataka government misused all allocated funds for ST welfare and even looted the funds reserved for the Maharshi Valmiki Development Corporation. Now, by reallocating this year's SC/ST welfare funds towards guarantee schemes, the government has effectively written off the development of the state's marginalised communities.'He warned that if the decision is not reversed, the BJP would launch protests inside and outside the Assembly. '@BJP4Karnataka will not tolerate this move.
