CM Stalin slams governor for delaying assent to Kalaignar University Bill

THANJAVUR: Chief Minister M K Stalin on Monday took a dig at Governor R N Ravi for delaying assent to the Kalaignar University Bill passed by the Legislative Assembly.
Speaking at a function held in Thanjavur, Stalin said the government had announced a new university to be situated in Thanjavur. 'More than 40 days have passed since the Bill was sent to the governor on May 2, but he is yet to give his assent,' Stalin said.
'We thought the governor would have changed after the verdict of the Supreme Court. But he has not changed. We had sent several reminders about the Bill. Even the higher education minister had sought appointment with the governor which has not been granted till now. The people of the state are wondering what other important work the governor has (other than considering the bills passed by the assembly)', he added.
'Had the governor given assent to the Bill immediately after we sent it, we would have laid the foundation stone for the university at this function,' the CM said, adding that 'we will be patient. If we lose patience, we would create a situation (legally) which would compel him to act.' Further, the chief minister said,
'Even though I had hesitation in naming the University (after M Karunanidhi), members of the assembly, cutting across party lines insisted to name it as Kalaignar University. Following this, we had passed the bill to form the university, unanimously, and sent it to the governor.' But till date the governor has not given assent to the Bill.
Farmers detained for black flag protest
Thanjavur: A total of 12 farmers were detained on Monday for trying to show black flag to Chief Minister MK Stalin over non-payment of arrears by a private sugar mill in Tirumandangudi. According to sources, two farmers ran onto the main road, where the CM's convoy was expected to pass on the way to a marriage hall. Police on duty detained them immediately. Subsequently, 10 more farmers standing nearby were also detained. All of them were released in the evening.

After a legal battle spanning over 8 years and a wait of 12 years, hundreds of unemployed candidates are finally set to be appointed as assistant teachers in government-run upper primary schools across Uttar Pradesh. (HT file) The case concerns the long-delayed recruitment of 29,334 assistant teachers for mathematics and science subjects, which began in July 2013. Although over 22,000 candidates were initially selected, the state government abruptly halted the process midway. Since then, hundreds of affected candidates have pursued legal recourse—first through the Allahabad high court and eventually the Supreme Court. Now, more than 1,700 remaining vacancies under this recruitment drive are expected to be filled, according to officials from the state's basic education department. Following a Supreme Court's directive on January 29, 2025, deputy secretary (basic education) Anand Kumar Singh issued instructions on July 19 to the director general (school education), Kanchan Verma, to proceed with the selection of eligible petitioning candidates in accordance with established norms. A copy of the order, obtained by Hindustan Times, directs officials to complete the recruitment process as per the Supreme Court's ruling and within the stipulated timeline. 'In compliance with the Supreme Court's order, action will be taken to appoint candidates against the remaining vacancies under the 29,334 assistant teacher recruitment drive. The process has already begun,' confirmed Surendra Kumar Tiwari, secretary, Basic Education Council, Uttar Pradesh. On January 29, the Supreme Court had directed the basic education department to appoint all candidates who had secured marks above the minimum cutoff and had filed petitions before December 31, 2019. The recruitment process began on July 11, 2013. After seven rounds of counselling were completed by February 2015, an eighth round was held for candidates who had scored up to 82 marks in the Teacher Eligibility Test, with appointment letters issued in January and February 2016. Later, in November 2016, a final opportunity was extended to candidates who had undergone counselling but missed joining earlier. However, the process was halted on March 23, 2017, following a change in government. In response, the affected candidates approached the Allahabad high court, which ordered that the recruitment process be completed within two months. The state government filed a special appeal and a review petition in the Allahabad high court, but both were dismissed. When appointments still did not take place, candidates filed contempt petitions. Subsequently, in May 2019, the government filed a special appeal in the Supreme Court. 'I never lost hope' Alok Chaudhary, 35, from Aligarh's Heerpur village is one of the many candidates who endured a long legal battle. Coming from a farming family, Alok completed his B Ed in 2011. At 23, he cleared the assistant teacher recruitment exam in 2013. 'However, what followed was a long and trying struggle,' he recalled. 'I had to take a loan just to fill in the application form. The prolonged litigation meant frequent travel from my village to Prayagraj and Delhi for court hearings. With no money, I often had to travel in the general compartment, but the hope never died,' he shared. 'I survived by working alongside my father on the farm. Without a job, marriage was out of the question. Now, after all these years, I am finally looking forward to starting the life I had dreamed of—beginning my career as a teacher and settling down,' he said. 'I can now support my family' Manoj Kumar Patel, 37 from Jhunsi area of Prayagraj cleared the recruitment exam at 25. 'However, what followed was a gruelling struggle,' he recalled. 'I staged protests alongside fellow candidates, met officials and petitioned them repeatedly, consulted lawyers, and pursued the matter in court,' he shared. During this time, Manoj worked as an outsourced employee at a bank to make ends meet. 'Now, I am hopeful that I can finally support my family, live with dignity, and build a career doing what I've always dreamed of—teaching children and shaping their futures,' he said with a smile.

Finance Minister Nirmala Sitharaman, on the 166th Income Tax Day on Thursday, sharply criticised delays in the issuance of Orders Giving Effect (OGEs), calling them 'unpardonable,' and urged the income tax department to act decisively on five priority areas identified during a high-level review in June 2025. OGE refers to the implementation of appellate or court decisions by tax officers. It ensures that the outcomes—such as refunds, reassessments, or adjustments—are formally carried out based on the ruling. 'After all the decisions are taken, the delay in OGE issuance is just not explainable. But we have a category—would you believe it? You have a category of OGE issuance delay. Why pray? The decisions are all done. You just have to issue the OGE. Unpardonable,' she said, addressing senior officials. Reinforcing the need for accountability, she said that good policies alone are not enough. What matters, actually, is timely execution. Referring to the progress made in redrafting the Income Tax Act, she added, 'For a group or the CBDT, which is able to reduce five lakh words of the 1961 Act within a matter of three months to give me a draft bill which is half the size of that earlier 1961 Act… you're able to do that, but you can't issue OGEs? What's going on?' Recalling the key action points from the June 2025 review, Sitharaman said: 'I would recall five of them (including the issue of OGE), which I would think are important for all of us to re-look at—not because things have changed from then to now, June 2025 to now, but to refresh ourselves that these were things which all of us spoke about together.' The first, she said, is to 'accelerate disposal of disputed tax demands pending before the faceless appellate authorities and ensure timely resolution of litigation backlog.' Second, departments must 'identify and withdraw departmental appeals falling below the revised monetary threshold announced during the Union Budget 2024–2025 within the next three months.' The Union Budget 2024–25 raised the monetary thresholds for filing departmental appeals in tax-related cases, setting the new limits at ₹60 lakh for tribunals, ₹2 crore for High Courts, and ₹5 crore for the Supreme Court. These enhanced limits apply to disputes under Direct Taxes, as well as legacy cases in Excise and Service Tax. The third priority is to 'ensure timely processing of tax refunds and proactive and timely resolution of taxpayer grievances,' said the Minister. Fourth, departments must 'analyse the grievances and devise strategies not only to resolve the existing pendency but also to address the challenges that are causing the grievances in the first place.' And fifth, Sitharaman said, is to 'undertake region-wise performance reviews to help identify factors hindering performance and streamline operations through indicators such as grievance disposal and orders giving effect issuance.' Calling the Income Tax Day 'the moment when we reaffirm the unsaid social contract between the state and the taxpayer,' Sitharaman said this contract must not be allowed to 'fray at the edges' or 'become loose, become diluted.' She urged officials to raise the benchmark and ensure that the reform process is matched by efficient delivery on the ground. In addition, the Finance Minister lauded the drafting of the new Income Tax Bill as the first-ever comprehensive review of the Income Tax Act since 1961. She said that several members of the select committee of the Lok Sabha had informally appreciated the drafting of the IT Bill 2025. She expressed hope that 'Parliament actually looks at the good work done… we will welcome the suggestions by honourable members and… expect with enough engagement, discussion, and debate in the House… this bill… passes through Parliament's scrutiny.'

Patna: State legislative assembly on Thursday witnessed chaos on Thursday as MLAs from both the ruling and opposition parties clashed, leading to a brief scuffle before marshals intervened to restore order in the House. It led to adjournment of the house for around 40 minutes by Speaker Nand Kishore Yadav. The house again met at 4pm and passed the first supplementary budget worth Rs 57,946.25 crore for the current 2025-26 fiscal and the allied appropriation Bill, by voice vote amid the pandemonium. Marshals formed stoppd a group of RJD members, who were heading towards a BJP lawmaker and the party's chief whip Janak Singh, who attacked the leader of opposition Tejashwi Prasad Yadav with allegedly using abusive language against his parents— Lalu Prasad and Rabri Devi, both former CMs. In between, someone from the treasury benches occupied by the ruling BJP, JD(U) and other alliance partners, mocked at the RJD members and Tejashwi for wearing black clothes again, at which Tejashwi said, "It is a sign of protest." Prior to that, deputy CMs Samrat Chaudhary and Vijay Kumar Sinha also had hot exchange of barbs and personal attacks with Tejashwi. Janak Singh, without taking permission from the Speaker, had interrupted the speech of Tejashwi by making objectionable remarks, targeting him and his parents. Within seconds, the RJD members moved towards him, but were blocked by the marshals. Meanwhile, another BJP member Sanjay Singh uprooted and broke the microphone on the desk, but was prevented from jumping into the ring. At this point, the Speaker adjourned the House at 2.40pm for around one and half hours to meet again at 4pm to finish the day's official business of the govt. The House debate was on the allotment made for the social welfare department, on which the cut motion had been moved by Congress member Ajay Kumar Singh. CM Nitish Kumar was present in the House. Later, when the House met at 4pm, the din did not subside, and the budget was passed by voice vote amid pandemonium. Tejashwi, who initiated the House debate on the first supplementary budget, tore into the achievements of the Nitish Kumar govt. Referring to the recent decisions of the govt, Tejashwi said it had adopted all the future policies that he had announced at his public meetings. "Now, I have decided not to make any new announcement for the fear that it might also be imitated and adopted," Tejashwi said, adding that the Niti Ayog report had shown that Bihar had failed on all its parameters. Tejashwi further said PM Narendra Modi failed to give special package for Bihar, and the CM Nitish Kumar had now abandoned his demand for special category status to Bihar. "Andhra Pradesh CM Chandrababu Naidu has been taking projects from the Centre for extending support to PM Modi. Just count and compare how many projects have gone to Gujarat and Bihar in the last 11 years," Tejashwi said, and also faulted the state govt on the special intensive revision (SIR) of the electoral roll being conducted by the Election Commission.
