All eyes on Cabinet's decision on Justice Ghose Commission report on Kaleshwaram project
As the Telangana State Cabinet is slated to meet on Monday (August 04), all eyes are on the contents of the report submitted by Justice Pinaki Chandra Ghose Commission on the alleged irregularities in the construction of the much-hyped Kaleshwaram Lift Irrigation Project. The committee comprising secretaries of Irrigation, General Administration and Law departments had been entrusted with the responsibility of studying the Justice Ghose Commission report thoroughly and submit its report to the Government. The report and the recommendations will be discussed in the Cabinet meeting to be chaired by Chief Minister A. Revanth Reddy. Chief Secretary K. Ramakrishna Rao has conferred with the three-member official committee on Sunday ahead of the Cabinet meeting to discuss the study undertaken by the officials panel. The government had constituted the Commission headed by Justice Ghose to thoroughly examine the entire proceedings right from the day the project was conceived and how it has been executed following the sinking of piers of the Medigadda Barrage of the Kaleshwaram project. The situation at Annaram and Sundilla barrages, forming part of the project too, was said to be no better. The panel accordingly conducted an exhaustive study for over 15 months examining over 100 persons involved in the project. Those examined by the Commission included former Chief Minister K. Chandrasekhar Rao, who often claimed the project envisaging irrigation facilities for major part of Telangana as his brainchild, and the then Irrigation Minister T. Harish Rao and Finance Minister Eatala Rajender, in addition to several top officials of the Irrigation department. The Commission submitted its report to Irrigation Secretary Rahul Bojja on July 31, and the government constituted a three-member official committee to examine the contents and give recommendations. The committee is said to have made a thorough study of the close to 650-page report, submitted in three volumes, and prepared a summary of its observations. As the State Cabinet is set to examine the findings of the official committee, eyes are now on the action it will suggest against those responsible for the alleged irregularities that resulted in damages to the project infrastructure.

CM Revanth Reddy unveils Telangana Sports Policy
Chief Minister A. Revanth Reddy unveiled the Telangana Sports Policy during the first edition of the Telangana Sports Conclave here on Saturday. The policy outlines a comprehensive vision for sports development across the state and will focus on strengthening governance, expanding infrastructure, creating career pathways and nurturing a vibrant sports ecosystem. 'We finished in 71st position in the Paris Olympics. We have declared that we are ready to host the Olympics but what if we do not win a single gold medal there? This policy is not just a piece of paper but a valuable document to guide us in our endeavour to win medals at the Olympics,' he said during the day-long event, where the state government also announced several MoUs with key national and international organisations. The policy also asks for the formation of a 14-member Board of Governors to oversee the Telangana Sports Development Fund (TSDF). Featuring some of India's most respected stakeholders in sports like Kapil Dev, Abhinav Bindra, Pullela Gopichand, Bhaichung Bhutia and Sanjeev Goenka, this board will ensure transparent and accountable utilisation of resources. Olympic medallist Gagan Narang said that the successful implementation of the policy could make Telangana a 'game-changer' in the Indian sports ecosystem. 'PPP (Public-Private Partnership) is the buzzword, but we forget the original PPP — Policy, Programme and Performance. Buy into this PPP, and the other PPP is not a problem. Telangana could be the first state to implement this,' he said during a panel discussion. Former Olympic shooting champion Bindra underlined the country's 'transactional' relationship with sport while hailing the objectives of the newly-launched framework. 'This is not for elite sport. There will be an increase in the playing numbers with this policy. It is important to develop sports from the grassroots level and not focus on medals alone,' he stated.

PC Ghose Commission report on Kaleshwaram project submitted to Telangana CM
The PC Ghose Commission report on Kaleshwaram project was submitted to Telangana Chief Minister A. Revanth Reddy on Friday and it is likely to come up in the next Cabinet meeting. Principal Secretary, Irrigation and Command Area Development, Rahul Bojja, submitted the report to the Chief Minister in the presence of Deputy Chief Minister Mallu Bhatti Vikramarka, Irrigation Minister N. Uttam Kumar Reddy, and Revenue Minister Ponguleti Srinivas Reddy. Immediately after the report's submission, the government constituted a committee with Secretaries of the Irrigation, Law and General Administration Departments to study the report. The Committee is likely to complete the exercise and submit its report to the government, to be taken up in the State Cabinet on August 4. Later, the Chief Minister held a preliminary discussion on the report. It is learnt that the PC Ghose Commission has made it clear in its report about failures in the construction of the barrages of Kaleshwaram project and said faults were seen from the lowest level to the highest level in the government. The Commission apparently felt that norms were thrown to the winds and works were done not professionally, by according to the whims and fancies of the individuals. The decisions at the engineering and construction level were taken due to pressure from the top officials and political bosses. Violations were found right from the preparation of the Detailed Project Report (DPR). The Committee, which was appointed to study the construction of the Kaleshwaram project comprehensively, including structural and procedural lapses and violations of norms in administrative decisions, submitted its report to the Irrigation Secretary Rahul Bojja on Thursday.
