The Centre is working on an incentive-based scheme to handhold states to develop an efficient statistical system, which will help them improve the quality of their data collection and take evidence-based decision-making, planning and policy formulation.The project, part of the Viksit Bharat@2047, will include adopting global best practices, using cutting-edge technologies with inbuilt data analytics, ET has learnt.The scheme is likely to be unveiled by the end of this fiscal year.The Centre will also help states to adopt AI and machine learning in surveys and real-time data generation.The incentive to states would be either part of the reform-linked borrowing or may be included as one of the conditions for the loans given to states under special assistance scheme, a government official said, adding that, if required, the Centre may give a one-time allocation for the project."India requires a world-class statistical system to build a competitive economy, and while things are better at the central level, many states are lagging behind and it needs a major rejig. The Centre will work with the states to strengthen this," a senior official told ET.The official said that while technology is helping generate huge data, it is not being put to best use, especially at the state level. There is a need to have a technology-driven approach and a common standard to maintain the quality of data, he added.The ministry of finance will work with the ministry of statistics and programme implementation (MosPI), the nodal agency for the official statistics system in the country, and Niti Aayog to prepare a common standard for data collection."This will be a win-win situation for states as this will help them in getting investment as most of the time investors rely on Centre-driven data," the official added.Recently, many states requested the Centre for technical assistance and training for state officials to improve their statistical systems.

BJP begins ‘countdown' for LSG polls in Kerala
KOTTAYAM: The state BJP has started elaborate preparations to face the local self-government polls to be held this year end and the assembly polls to be held next year. As part of it, party state president Rajeev Chandrasekhar activated a countdown clock at the party's Kottayam west district committee office on Wednesday. The 'Mission 2025 Count Down' was kickstarted with a 100-day timeline leading up to the elections to boost the enthusiasm of workers for the election preparations. Similar countdown clocks will be installed at all district offices of the party across the state. This was decided at a state-level leadership workshop held at the party's district committee office in Kottayam on Wednesday. The meeting was attended by BJP state president Rajeev Chandrasekhar, state general secretaries, prabharis, zonal presidents, and presidents and general secretaries of various organisational districts. The workshop focussed on strategies to be adopted in the upcoming elections. The workshop decided to set the strategies on 'Vikasita Keralam' programme in line with 'Viksit Bharat 2027' mission of PM Modi. The party intends to make significant advances in the local body polls as a precursor to the assembly elections. The state leadership called on the district-level office-bearers to start preparatory activities for LSG elections that include adding voters to the electoral roll, taking up localised issues such as drinking water crisis, and envisioning development of the region. 'The campaign will highlight the necessity of the BJP coming to power to catalyse development,' said Lijinlal, BJP Kottayam west district president. The BJP state chief also inaugurated a help desk at the party Kottayam district committee office. 'The help desk will ensure that various development projects and initiatives of the Centre will reach every citizen. It will function as a link between the development vision of Narendra Modi and the public,' Rajeev Chandrasekhar said. The party leaders said the objective is to decentralise the Viksit Bharat and Vikasita Keralam Mission to the grassroots level. 'Under the mission, the party aims to ensure the development of each panchayat and municipality. We will formulate an action plan at the district and panchayat levels as part of the initiative,' said Lijinlal.

Centre not responsible for GST notices to small traders, says Joshi
Bengaluru: Union Minister for Consumer Affairs Pralhad Joshi on Tuesday squarely blamed the Karnataka state government for issuing GST-related tax notices to small traders, refuting Deputy Chief Minister D.K. Shivakumar's claim that the Centre was responsible. 'It is laughable that the state government, after taking all the decisions, now tries to wash its hands of the consequences,' Joshi said. Responding to widespread backlash against GST dues notices served to fruit vendors, milk sellers, vegetable traders and other petty merchants in Karnataka, Joshi stated that such notices were issued solely by the state's commercial tax department, not by any Central authority. He emphasised that if it had been a directive from the Centre, similar actions would have been observed across other states — which has not been the case. 'The Karnataka government is misleading the public by denying its role and shirking responsibility,' Joshi alleged. 'Instead of protecting small traders, they are being harassed with tax recovery notices in the name of GST.' Clarifying the structure of GST, Joshi noted that while the Centre controls CGST, the SGST component and its implementation fall under the state's jurisdiction. 'States hold two-thirds of the decision-making power in the GST Council. The Centre only has a one-third vote,' he said. He also criticised the Congress-led Karnataka government for undermining public trust in UPI-based digital payments. 'Such harassment discourages transparent digital transactions, which India proudly showcases to the world,' Joshi said, terming it a 'reckless political misadventure.'
