8th Pay Commission BIG update: Modi govt finally answers question regarding Terms Of Reference; says...

8th Pay Commission update: In a major update for central government employees eagerly awaiting the implementation of the 8th Pay Commission, the Union government addressed questions regarding the Terms Of Reference (ToR) during the ongoing monsoon session of the Parliament. What did the government say on ToR?
Replying to a query on the 8th Pay Commission, Pankaj Chaudhary, Minister of State in the Union Ministry Of Finance, revealed that the ministry has received suggestions from the National Council of Joint Consultative Machinery (NC-JCM), as part of the stakeholder consultation.
The minister added that additional inputs have been sought from major stakeholders, including Ministry of Defence, Ministry of Home Affairs, Department of Personnel & Training and from the States.
He was responding to a question from BJP MP Bhubaneswar Kalita, who had asked whether the government had received suggestions regarding the setting up of ToR for 8th Pay Commission.
Member of Parliament, Bhubaneswar Kalita had asked the government if the latter has received suggestions regarding setting up the terms of reference. Here are some suggestions received for 8th Pay Commission ToR:
According to the government, the ToR suggestions include examining the existing pay structure, allowances and other benefits /facilities, retirement benefits like pension / gratuity and other terminals benefits etc. to the following categories of employees:- Central Government employees (industrial and non-industrial)
Personnel belonging to All India services
Defence Forces and Para Military Forces personnel
Grameen Dak Sewaks of the Postal Department
Personnel of Union Territories
Officers and employees of the Indian Audit and Accounts Department
Officers and employees of the Supreme Court
Members of Regulatory bodies (excluding RBI) set up under Act of Parliament
Employees of Central Government Autonomous Bodies and Institutions
Additionally, the Staff Side NC(JCM) has suggested that the 8th Pay Commission should consider the merger of non-viable Pay scales such as Level 1 with Level 2, Level 3 with Level 4 and Level 5 with Level 6. It also suggested that 7th CPC Anomalies, which it had raised in the Anomaly Committee meetings and JCM meetings, should be settled in the ToR. When will 8th Pay Commission be implemented?
If we go by previous implementation of previous pay commissions, it usually takes about 18 to 24 months for the government to implement the recommendations. Thus, its unlikely that 8th Pay Commission would be implemented before 2027.

New Delhi: Shibu Soren, Rajya Sabha MP, former Union Minister, Jharkhand Chief Minister and one of the founders of the Jharkhand Mukti Morcha, died on Monday. He was 81. Soren is survived by wife Roopi Soren, sons Hemant and Basant and daughter Anjali. Another son Durga Soren died in 2009. While Hemant is the Jharkhand Chief Minister and recently took charge as the JMM president, Basant is an MLA. Soren had been under treatment at Delhi's Sir Ganga Ram Hospital for over a month and his condition was critical for the past few days. Soren's son and Jharkhand Chief Minister Hemant Soren shared the news of his father's death on X. "Beloved Dishom Guruji has left us. I lost everything today," he said. The hospital said in a statement that Soren was admitted on June 19 and was under the care of Dr A K Bhalla, senior consultant, Nephrology. "Despite the best efforts of our multidisciplinary medical team, Shibu Soren passed away peacefully on Monday with his family at the bedside. We extend our heartfelt condolences to his family, his loved ones and the people of Jharkhand in this moment of grief and loss of a very popular mass leader," the statement said. Over a four-decade career in politics, Soren was elected to the Lok Sabha eight times and served as a Rajya Sabha MP for two terms, the second ongoing. Belonging to the Santhal community, Shibu Soren was born in the Ramgarh district, which was then part of Bihar. He tied up with Leftist trade union leader AK Roy and Kurmi Mahato leader Binod Bihari Mahato to form the Jharkhand Mukti Morcha in 1972. Over the years, Soren emerged as a key face of the statehood movement, which led to the formation of Jharkhand in 2000. He was first elected to the Lok Sabha in 1980 from Dumka, which later turned into a stronghold of the JMM. The veteran leader suffered defeat at his bastion in 2019, when the BJP's Nalin Soren won by a margin of over 45,000 votes. Soren served as a Union Minister and a three-time Chief Minister but could not complete any of the terms. He became Jharkhand Chief Minister for the first time in 2005 but had to resign just nine days later after he failed to clear the floor test in the Assembly. Two more terms in the top post followed, but both lasted merely a few months, thanks to the twists and turns of coalition politics. The same could be said of his journey in the Union Cabinet. Soren joined the Manmohan Singh government in 2004, but he was asked to resign after an arrest warrant was issued in the 1974 Chirudih case linked to a clash between tribals and Muslims. After he was released on bail, he was re-inducted into the Union Cabinet but resigned to take over as Jharkhand Chief Minister. After his 10-day term, he returned as Union Coal Minister in 2006. Less than a year later, he was convicted in the murder case of his former secretary, Shashinath Jha, and had to resign again. This is the first instance of a Union Minister found guilty of involvement in a murder. The Delhi High Court later acquitted him in the case. His last term as Chief Minister ended after his party backed a motion brought by the UPA government in Parliament, despite being the BJP's ally in Jharkhand. Furious over the move, the BJP withdrew support and Soren's government collapsed. President Droupadi Murmu said Soren's death is a big loss "in the space of social justice". "He championed the cause of tribal identity and formation of the state of Jharkhand.

Jammu and Kashmir Chief Minister Omar Abdullah has said he is optimistic about 'something positive' for the Union Territory during the ongoing parliament session, but not on Tuesday, amid buzz over the centre planning something on the Jammu and Kashmir 'statehood'. The National Conference leader's remarks came on the eve of the sixth anniversary of the abrogation of Article 370 on August 5. Abdullah clarified that he had no meeting or conversation with the people in Delhi, and his statement is based on his "gut feeling". 'I've heard every possible permutation & combination about what to expect in J&K tomorrow (August 5) so let me stick my neck out and say nothing will happen tomorrow - fortunately nothing bad will happen but unfortunately nothing positive will happen either,' Abdullah said in a post on X on Monday evening. The speculation about 'something' happening on August 5 was fuelled by the government's reported meetings on Monday. Though there was no official word on any meetings, some reports suggested Union Home Minister Amit Shah met with National Security Advisor Ajit Doval, Intelligence Bureau chief Tapan Kumar Deka, and Home Secretary Govind Mohan on Monday. Another meeting of the ruling National Democratic Alliance (NDA) MPs is called for today. What sparked the buzz were back-to-back separate meetings on Sunday between President Droupadi Murmu, Prime Minister Narendra Modi, and Union Home Minister Amit Shah. No official reasons for the meetings were known. The meetings come in the backdrop of the upcoming elections to elect a new Vice President after Jagdeep Dhankhar's surprise resignation from the post on July 21. "I'm still optimistic about something positive for J&K in this monsoon session of Parliament but not tomorrow. And no, I haven't had any meetings or conversations with people in Delhi. This is just a gut feeling. Let's see this time tomorrow," Abdullah wrote in the post on X. The post is seen as an attempt by the chief minister to put at rest speculation on social media about a fresh reorganisation of Jammu and Kashmir. The erstwhile state of Jammu and Kashmir was reorganised into the Union territories of Jammu and Kashmir and Ladakh following the abrogation of Article 370 on August 5, 2019. Tuesday will be the sixth anniversary of the decision. Incidentally, the Parliament session is also on. "There is a lot of speculation about what may be announced tomorrow (5th Aug). The peace in Kashmir has come about at a great cost of human lives of security forces personnel and innocent civilians," Army veteran KJS Dhillon said in one of the posts on X. I'm still optimistic about something positive for J&K in this monsoon session of Parliament but not tomorrow. "Let the whole thing settle down. Let's not jump the gun," he said. Omar has long demanded statehood for Jammu and Kashmir, reminding the Union government of its promise before assembly elections held last year. On 6 June, Omar Abdullah raised the issue of restoring statehood to Jammu and Kashmir at an event in which Prime Minister Narendra Modi flagged off the maiden train to Kashmir. On 13 January 2024, Prime Minister Narendra Modi, speaking in Jammu and Kashmir, responded to Omar Abdullah's reminder to fulfil his promise to restore statehood to the union territory. 'The right things are going to happen at the right time,' Modi said. Leader of Opposition in Lok Sabha Rahul Gandhi and Congress President Mallikarjun Kharge on 16 July wrote to Prime Minister Narendra Modi, urging the government to bring forward legislation to grant full statehood to Jammu and Kashmir in the upcoming Monsoon Session of Parliament. 'We urge upon the Government to bring forward legislation in the upcoming Monsoon Session of Parliament to grant full statehood to the Union Territory of Jammu and Kashmir,' read the letter to Prime Minister Narendra Modi by the two Congress leaders.
