The Hindu04-05-2025

Chief Minister M.K. Stalin is set to take part in the valedictory of 'Tamil Week', which is being observed to mark the birth anniversary of late Tamil poet Pavendhar Bharathidasan. He is also scheduled to present prizes to the winners of various competitions at Kalaivanar Arangam in Chennai on Monday.
During the event, the Chief Minister is also set to announce the nationalisation of the literary works of five Tamil scholars and hand over royalty to their families. The books of Tamil Scholars are being nationalised by the Tamil Nadu government so as to take the treasures of ideas of Tamil scholars to the masses. Ministers M.P. Saminathan, Ma. Subramanian, and P.K. Sekarbabu are among the dignitaries expected to participate in the event.
In line with an announcement by the Chief Minister, the Tamil Nadu government has been celebrating the birth anniversary of Bharathidasan during 'Tamil Week' since April 29. It had organised various literary events in all district headquarters with the participation of Tamil scholars.
As the DMK government headed by Mr. Stalin is set to enter its fifth year later this week, the State government, in an official release, recalled the awards and laurels it had earned over the past four years. The Chief Minister's Breakfast Scheme and Makkalai Thedi Maruthuvam, among others, were being held in high regard not only in the country but beyond, including in the United Nations, it said.
The Chief Minister had safeguarded the people of Tamil Nadu during the COVID-19 pandemic, despite the 'indifference of the Union government which is supposed to extend a helping hand during cyclones, heavy rains, and floods' and 'the obstinacy with which it informed Parliament that it would not grant funds,' the release said.
The release added: 'Today, the people of Tamil Nadu are appreciating [the State government]. Women, students, labourers, entrepreneurs are appreciating. The media is appreciating. The governments of other States are appreciating. The courts are appreciating.'
It further said: 'Above all, the Union government is appreciating the Tamil Nadu government and has presented various awards' and went on to list the honours received from the Centre on various fronts, including in the areas of police work, sports development, welfare of the disabled, water management, rural development, health and family welfare, and tourism development, among others.
It also recalled that Union Home Minister Amit Shah presented the first prize in excellence to Subramaniya Siva Cooperative Sugar Mills Ltd. in Dharmapuri in August 2024. It also pointed out that Mr. Shah had also presented to Tamil Nadu an award for excellence of cooperative banks.
Last year, the Muthupettai police station in Tiruvarur district received the best police station award from the Union Home Ministry as well, it recalled.

The investment story in charts: How South-East Asia is defying global FDI trends

The movement of capital across countries is going through a tumultuous phase. Data released in mid-June by a United Nations body on trade and investment shows that global foreign direct investment (FDI), adjusted for probable conduit financial flows (or capital flows from one country, through an intermediate country), fell 11% in 2024, marking its second consecutive decline. This year, US President Donald Trump has triggered a tariff war, which could have more ramifications on FDI. In his previous term, Trump dealt a blow to the functioning of the organisation that frames rules for global trade by blocking appointments to its dispute settlement body. There are other triggers. The economic rivalry between the US and China—the world's top two economies—is forcing companies with manufacturing facilities in the communist nation to look for alternatives to ensure supply chain continuity. India, the world's fifth-largest economy that is currently seeing a demographic dividend, would have liked to be a frontrunner to draw such foreign capital. However, the latest World Investment Report by the UN Trade and Development (UNCTAD) shows that even as Asia remained the largest recipient of FDI in 2024 (40% share), South-East Asia was the only sub-region that grew in 2024. Each of the top seven FDI draws in South-East Asia recorded FDI growth in 2024, led by the Philippines, Malaysia and Thailand. In manufacturing, the global rebalancing of locations by multinationals is driving greenfield FDI in South-East Asia, especially in the digital economy. As many as five South-East Asian countries (Singapore, Vietnam, Indonesia, Malaysia and Thailand) figure in the top 10 countries for FDI in the digital economy. FDI decoupling Outside of South-East Asia, North America and Africa showed higher growth. North America was driven by FDI inflows into the US towards high-tech (semiconductors) and clean energy sectors. The CHIPS Act (Creating Helpful Incentives to Produce Semiconductors Act), passed in the US in 2022, was an enabler. "...among the top 10 highest-value greenfield projects announced globally in 2024, four were in semiconductor manufacturing, with three of them located in the US," said the latest World Investment Report by the UNCTAD. But that is an anomaly. Global trade, facilitated by the easy movement of FDI, has lifted millions out of poverty in developing economies. But in recent years, FDI has decoupled from global GDP and world trade (exports of goods and services). The decline in FDI in 2024 is more pronounced in sectors vital for development: infrastructure (35% over 2023), renewable energy (31%), water, sanitation and hygiene (30%) and agrifood systems (19%). Chinese outreach The other challenge is the concentration of FDI in a few countries. Ten major emerging markets received 75% of FDI flows to the developing world—the order being China, Brazil, Mexico, Indonesia and India. For most of this century, companies in China have received more FDI than they have invested in other countries. However, in recent years, this has reversed. In the 11 quarters since July-September 2022, China has recorded a negative net FDI figure. China was a significant investor in several South-East Asian countries in 2024, according to reports specific to these countries. China was among the top three foreign investors in Vietnam, accounting for the largest share of FDI projects (28%). In Malaysia, too, China was among the top three FDI investors. In Indonesia, which drew FDI in metal refining and mining, China was the second-largest FDI investor. Digital play Digital is the fastest-growing FDI segment, increasing its share in all greenfield FDI globally from 20% in 2020 to 28% in 2024. This covers both the core digital space (digital infrastructure like data centres, ICT manufacturing and cloud service) and the narrow-scope digital space (like sharing economy, e-commerce, fintech and artificial intelligence services). The top 100 ICT companies by sales have about 40% of their assets outside their home country, and South-East Asia has been a top draw for them. One challenge in the digital space is concentration. Among the top 100 ICT companies by sales, the top five companies account for about 26% of this set's sales. Concentration is also seen at the country level. There are 29 companies from the US, followed by 13 apiece from China and Taiwan, and 12 from Japan. In a fickle policy environment, many of these companies—including Apple, the biggest of them—are reviewing their FDI strategy. is a database and search engine for public data

Efforts must be made to preserve Haldhar Nag's writings, says Union Education Minister Dharmendra Pradhan

BARGARH: Union Education Minister Dharmendra Pradhan on Saturday described eminent Koshali poet Haldhar Nag as 'a shining jewel of India and a symbol of Odisha's identity, emotion, and expression'. Addressing a two-day national seminar titled 'Haldhar - Sajan Aar Darshan,' he said the poet's contribution to enriching Sambalpuri language and literature is unparalleled and continues to inspire generations. Organised jointly by Abhimanyu Sahitya Sansad, Ghens, and Krishna Vikash Group of Institutions, Bargarh, the seminar marked a significant effort to take Sambalpuri literature to a pan-Indian platform. The multilingual event saw attendance by literary scholars from both within and outside Odisha. It brought together scholars, researchers, and literary enthusiasts from across the country to delve into the cultural and philosophical legacy of the iconic poet, often hailed as the pride and poetic spirit of Odisha. Describing Nag's work as rich in philosophy and deeply rooted in cultural wisdom, Pradhan stressed the need for broader efforts to preserve and promote his writings at all levels. 'Literature is a tool that activates the consciousness of an individual. It constantly stirs intellectual waves and builds new emotions. While not everyone becomes a writer, literature resides in everyone. Its need is universal,' said Pradhan while addressing the gathering. He further emphasised the importance of imparting education in mother tongues to nurture original thinking and creativity among students. On the occasion, several books, anthologies, and collections based on Haldhar Nag's life and literary works were unveiled. Higher Education and Culture minister Suraj Suryabanshi, local MPs, MLAs, and public representatives were also present at the inaugural session.

Congress will pay price for neglecting SES-2015, claims Union Minister Bhupender Yadav

BENGALURU: Union Minister for Environment, Forest and Climate Change Bhupender Yadav on Saturday predicted that the Congress in Karnataka will meet the same fate as its national counterpart as it has ignored the Socio-Economic Educational Survey-2015 (caste census report). Delivering the keynote address at the seminar 'Caste Census: Retrospective-Prospective' organised by the Social Justice Awareness Forum at Bharatiya Vidya Bhavan, Yadav said that Karnataka Chief Minister Siddaramaiah and his government and LoP in Lok Sabha Rahul Gandhi were anti-backward classes. The Karnataka government had recently shelved the caste census of 2015 and opted for a fresh survey. Yadav said that the Congress lost power at the Centre because it ignored the Kaka Kalelkar Commission report recommending the upliftment of backward classes socially and educationally. He expressed confidence that when the backward classes become aware that the Congress is averse to their upliftment in Karnataka, it will not be able to return to power. 'Why did those who (Rahul Gandhi) keep the Constitution in their pockets not implement the Kaka Kalelkar Commission report? After the country became independent from the Emergency and from family rule, the Janata Party came to power at the Centre. It also formed the Mandal Commission. The Congress was out of power when the issue of justice for OBCs came to the fore. But when it came to power a few years later, it had ignored the Mandal Commission report as it did it with the Kaka Kalelkar report,' Yadav said, adding that the BJP-backed VP Singh government implemented the Mandal Commission report and got reservation for OBCs.
