project. The Gurgaon Metro station at Cyber City is to be integrated with RRTS and the existing Rapid Metro network.
NCR Transport Corporation, which is building rapid rail, initially planned to construct the RRTS station on the green belt along the expressway near Shankar Chowk. But the industrial authority has shown reluctance in handing over the land, citing concerns over congestion, sources said.
Th Gurgaon Metro station at Cyber City will be constructed under Phase 2 of the project. GMRL invited bids for geotechnical investigation on the 16km section of Phase 2 between Sector 9 and Cyber City last month.
But with the RRTS stations caught in a bind, the location of Gurgaon Metro's station at Cyber City has not been decided.

A senior GMRL official told TOI, "Since NCRTC has not frozen its station location, we are unable to finalise ours for Cyber City either. This is a key interchange. Planning for integration between the three systems — RRTS, Gurgaon Metro and Rapid Metro — is affected."
NCRTC told TOI on Friday the location of the station at Shankar Chowk is "currently being discussed" in consultation with all key stakeholders.

"We are confident that a common ground will be reached soon through mutual understanding," the NCRTC CPRO said.
In Feb, senior officials from NCRTC, GMRL and HSIIDC visited Shankar Chowk to explore options for creating an integrated transport hub. The idea was to allow seamless passenger transfers between RRTS, the new metro corridor from Millennium City Centre to Cyber City and the existing Rapid Metro.
Originally approved by Haryana govt in 2019, the alignment of the RRTS corridor, which followed the Old Delhi-Gurgaon Road, was revised in Aug 2023 to run along NH8.
This realignment prompted GMRL to shift its metro route from the initial Rao Gajraj Singh Marg to an alternate alignment via Old Delhi-Gurgaon Road and Shankar Chowk Road. The move would reduce land acquisition hurdles, avoid defence land and boost ridership.
However, the revised alignment hinges on the finalisation of the RRTS station location at Shankar Chowk.
NCRTC requested land from HSIIDC for an underground station, but officials raised concerns about the impact on already heavy traffic volumes in the area, which caters to commuters from Udyog Vihar, Manesar and the Golf Course Road.
Some of the greenbelt near Shankar Chowk was handed over to NHAI during the widening of the surface road. The new alignment includes 22 stations, passing through Cyber City, IFFCO Chowk and Signature Towers.
However, the revised detailed project report is still awaiting approval from the Union cabinet.
In Aug 2023, authorities decided to develop the Delhi-Gurgaon-SNB RRTS corridor in two phases—first from Sarai Kale Khan to Dharuhera and later extending to SNB.
However, in a meeting chaired by Union minister for housing and urban affairs Manohar Lal Khattar and co-chaired by Haryana CM Nayab Singh Saini last year, it was decided to develop the entire corridor at once.
Meanwhile, momentum is building on other fronts of the metro project. A joint venture of Deutsche Bahn Engineering & Consulting (DBEC) and Hill International has been shortlisted for the role of general consultant (GC) for the Gurgaon Metro. "Negotiations with the consortium were held in Chandigarh on Friday and the contract will be awarded shortly," the official said.

'We also wanted to know from the developers regarding the TOD projects in Gurugram by the stakeholders and how they have enhanced project/ property value by catalysing the TOD Zone and enhanced revenue generation,' a senior GMRL official said. GMRL is the special purpose vehicle of the Haryana government which is executing the Gurugram metro extension project form Millennium City Centre metro station to Cyber Hub. The ₹ 5,452 crore metro project will cover a total distance of 28.5 kilometres and have 27 elevated stations.

Work begins on ‘Greater Ghaziabad' plan; Khoda, Loni, Muradnagar likely to merge
The Ghaziabad district administration has begun preparing a roadmap for the proposed 'Greater Ghaziabad' project, under which local bodies such as Khoda, Loni, and Muradnagar may be merged into the Ghaziabad municipal corporation. The move comes following directions from Uttar Pradesh chief minister Yogi Adityanath, who floated the idea during a visit to the district on Thursday, officials said. According to officials, the Ghaziabad Development Authority has already included Ghaziabad, Loni, Muradnagar, and Modinagar in its integrated draft Master Plan 2031. (HT Archive) The chief minister was in Ghaziabad to inaugurate a data centre at Central Electronics Limited and to visit Kailash Mansarovar Bhawan in Indirapuram. Addressing an event, he emphasised integrated development and proposed the formation of a larger municipal entity named Greater Ghaziabad. The proposal will require both legislative approval and a cabinet nod, with the final decision resting with the state government. 'On directions of the chief minister, we have asked the officials of the district administration and the corporation to chalk out a plan, which will then be submitted to the state government,' said Deepak Meena, district magistrate of Ghaziabad. 'The final decision will be taken at the state government level and will also involve the state cabinet.' The Ghaziabad district currently comprises nine local bodies—one municipal corporation, four Nagar Palikas (Khoda, Loni, Modinagar, and Muradnagar), and four Nagar Panchayats (Patla, Dasna, Faridnagar, and Niwari). In 2023, ahead of the inauguration of the Regional Rapid Transit System (RRTS) priority section in Ghaziabad, BJP MLAs Sunil Sharma (Sahibabad) and Nandkishor Gurjar (Loni) had raised concerns about civic issues in Khoda and Loni to the chief minister. While BJP leaders support the proposed merger, some political opponents have criticised it as a reaction to electoral losses. Former MLA Amarpal Sharma, whose wife Mohini Sharma currently chairs the Khoda Nagar Palika, said, 'After the BJP lost the Khoda chairperson seat in 2023, its politicians floated the concept of merger. The corporation itself struggles to manage its jurisdiction areas, and managing Khoda and Loni would be a tough task. People in Khoda are yet to get tapped water supply and face many other civic issues like bad roads, sewerage disposal, proper drainage, etc., after repeated promises for years.' In the May 2023 civic polls, the BJP won the Ghaziabad mayoral seat but lost the chairperson elections in Loni, Khoda, and Muradnagar Nagar Palikas. The party managed to retain only the Modinagar chairperson seat. Nandkishor Gurjar, BJP MLA from Loni, dismissed allegations of political motivation. 'The local bodies proposed by the CM for merger under the corporation suffer many issues like water-logging, bad roads, drinking water shortages, sewerage problems, among others,' he said. 'Since these areas will see massive housing development in the future, it is vital that these areas also get developed like Ghaziabad city. Further, they will also be able to receive big funds for development. So, it is vital that they become part of Greater Ghaziabad.' Meanwhile, Ranjita Dhama, the chairperson of Loni Nagar Palika, did not respond to requests for comment. GMRL selects general consultant for Gurugram Metro
Gurugram: The Gurugram Metro Rail Limited (GMRL) on Friday finalised the general consultant for the metro project that will connect the Millennium City Centre metro station with Cyber Hub in a loop of 29km. The bid by Deutsche Bahn Engineering (DBEC) and Hill International, a joint venture, was found suitable for the project and they were also the lowest bidders, a senior GMRL official said. (HT PHOTO) The tender of ₹ 135 crore for hiring a general consultant was floated on May 8, last year and the date was extended to attract companies and firms with experience in executing similar metro projects, said the GMRL official, adding that special permission was taken from the Election Commission of India (ECI) to float the tender as the model code of conduct was in place at that time. 'The negotiations to hire the general consultant were held in Panchkula on Friday and the bidder was finalised. The contract for general consultant will be awarded soon as all formalities have been completed. The joint venture of DBEC and Hill International was found most suitable. The general consultant will oversee the entire project from start to finish and the period of work is four years,' said a senior GMRL official, who was present during the negotiations in Panchkula. According to the mandate given for general consultant, the firm will guide and supervise the construction and execution of the metro system, and this includes reviewing the DPR, check designs, prepare tender documents, supervise construction, test and commissioning the entire system, prepare manual for disaster management plan, prepare security plan, prepare property development plans, and similar work. The GMRL official said that the corporation has already hired the detailed design consultant for the project (Systra), which has carried out geo-technical and other surveys and is finalising the alignment and design of the Gurugram metro project. 'The general consultant will be responsible for the construction and supervision and commissioning of the entire metro network. We have also floated the tender for award of civil construction work for the first phase of metro and received eight bids from major firms. The bids for this tender are also being analyzed,' the senior GMRL official said.
