Manipur to shut relief camps by December, phased rehabilitation to start from July
Addressing the 2nd foundation day of the Manipur State Commission for Scheduled Tribes in Imphal on Friday, Singh said that if the displaced families are unable to return to their original homes by the deadline, they will be allotted newly built pre-fabricated housing units.
The rehabilitation programme, set to begin in July, will be followed by subsequent phases in October and December, Singh added.
Since the outbreak of ethnic violence in 2023 between Imphal Valley-based Meiteis and adjoining hills-based Kuki-Zo groups, over 260 people have been killed, 1,500 injured, and more than 70,000 displaced. According to government data, the number of displaced persons has decreased from 62,000 to 57,000, with many families already returning home. To accommodate those still unable to return, an additional 1,000 pre-fabricated homes are under construction.

Singh said that families whose homes were destroyed in the conflict and are willing to return to their villages will be eligible for a financial reconstruction package of ₹1.3 lakh, plus ₹1.7 lakh for rebuilding assistance.
He added that the initiative is part of a joint effort between the state and central governments to facilitate the reopening of major highways and ensure free and safe movement. 'At this rate of progress, we are hopeful that public movement across major roads will resume without fear,' Singh said.
Addressing security concerns in the state, Singh said, 'There is a visible improvement on the ground. I appeal to all civil society organisations from both sides to remain calm and cooperative. While isolated incidents may still occur, the overall situation is improving.'

Responding to speculation of a possible visit by Prime Minister Narendra Modi, Singh said there is no official confirmation. 'However, several development projects in Manipur and other northeastern states have been completed and are awaiting formal inauguration,' he said.
Singh also said that a team from the Unique Identification Authority of India (UIDAI) in Guwahati will visit the state to oversee the Aadhaar enrolment process, including the issuance of Bal Aadhaar for children and coverage for adults over 18.

Political temperature in poll-bound Bihar soared following the murder of Gopal Khemka, a prominent businessman and owner of Magadh Hospital, who was gunned down late Friday night by bike-borne assailants near his house in the Gandhi Maidan area in Patna. Barely a few hours before Khemka's killing, in a separate incident, three people were killed and two others injured in a violent clash between two groups in Siwan. These killings gave ammunition to the RJD-led Opposition Mahagathbandhan (grand alliance) which targeted the Nitish Kumar-led NDA government, alleging that there has been 'a surge in lawlessness across Bihar under the Nitish government'. Bihar is headed to the Assembly polls in October-November this year, which gave urgency to the Opposition's attack while putting the NDA dispensation on the defensive. Leader of the Opposition (LoP) and RJD leader Tejashwi Yadav questioned how could such a high-profile murder occur near a police station in the state capital. 'A prominent businessman in Patna has been shot dead just a few steps away from the police station! Every month, hundreds of traders are being killed in Bihar, but we still can't call it 'jungle raj'? Because this is what the scriptures call media management, perception management, and image management,' Tejashwi alleged in a social media post. CM Nitish held an urgent meeting with the Director General of Police and other senior officials to take stock of the state's law and order situation, following which he tweeted, 'Law and order is the government's top priority. Whoever commits a crime, regardless of who they are, will not be spared under any circumstances. I have instructed that investigations into criminal incidents be expedited and that swift action be taken against the guilty. The police and administration have been directed to work with full alertness and strictness to maintain law and order.' Khemka's killing came about seven years after his son Gunjan Khemka was also shot dead in Hajipur. Gunjan was said to be a BJP worker. RJD spokesperson Mrityunjay Tiwari alleged that the Bihar-based businessman's killing in one of Patna's most upscale neighbourhoods indicated that law and order situation has collapsed in the state and that the Nitish government has lost its 'moral authority' to remain in power, claiming that 'criminals were emboldened while the police appeared helpless'. Independent MP from Purnea, Rajesh Ranjan alias Pappu Yadav, who is associated with the Congress, said in an X post: 'No one is safe… Criminals are being protected by the current NDA government in the state. Nitish ji, please spare Bihar.' BJP spokesperson Manoj Sharma, however, said, 'The police are actively working on this case. Whoever is responsible won't go unpunished.' Following the Siwan killings, Tejashwi had alleged in an X post: 'Massacre in Bihar! Six people shot in Siwan! Three died on the spot! Under the leadership of an unconscious Chief Minister, law and order have collapsed!'

Meet Sanjay Bhandari: Declared fugitive economic offender under FEOA, who fled to UK in 2016
A special Delhi court on Saturday, while hearing a plea by the Enforcement Directorate (ED), declared data-vars-page-type="story" data-vars-link-type="Manual" data-vars-anchor-text="UK-based arms consultant Sanjay Bhandari">UK-based arms consultant Sanjay Bhandari a fugitive economic offender under the Fugitive Economic Offenders Act, 2018. In their plea, the ED accused Sanjay Bhandari of money laundering and stated that he 'absconded' to the United Kingdom in 2016 following several investigative agencies began scrutinising his activities. After this, ED filed a criminal case of money laundering against Bhandari and others in February 2017. The Delhi Court ruling comes at a time when a UK court had turned down India's plea seeking his extradition. An observation in the UK high court's decision stated, 'Bhandari would be at real risk of extortion, torture or violence in Tihar jail, from other prisoners or prison officials." In 2016, Bhandari "absconded" to the United Kingdom via Nepal and an Interpol red notice was issued against him in October 2017. The ED and other government agencies sent two extradition requests against the fugitive businessman and it were certified by the then UK home secretary Priti Patel in June 2020. Bhandari was arrested by British authorities on 15 July 2020, but was released on bail pending extradition proceedings. In 2022, a Westminster court subsequently ordered his extradition to India. Bhandari then challenged this ruling in High Court, and on 28 February 2025, the UK high court discharged him in the extradition request. The court on 4 April even rejected India's plea for his extradition. According to the ED and the Income Tax department, Bhandari had undisclosed foreign income worth ₹ 655 crore, on which he evaded tax worth ₹ 196 crore, reported Hindustan Times. Also, Bhandari has been under CBI probe since 2019 on charges of corruption in a ₹ 2,985-crore deal to procure 75 PC-7 trainer aircraft from Swiss plane maker Pilatus Aircraft. Between 2009 and 2016, Bhandari allegedly deposited huge amounts of money in bank accounts of overseas shell companies and also invested in properties in the UAE and the UK. The CBI also charged him with allegedly laundering money for properties reportedly linked to former Congress president Sonia Gandhi's son-in-law Robert Vadra in London. In this, NRI businessman C C Thampi was arrested by ED in January 2020.

‘Bullets speak louder than law': Bihar Gov must convene special session, says Congress
New Delhi: The Congress on Saturday launched a scathing attack on the Nitish Kumar-led NDA government in Bihar, accusing it of turning the state into a haven for criminals and pushing it into a state of "lawlessness". Addressing a press briefing at the AICC headquarters in New Delhi, senior Congress leader and Rajya Sabha MP Akhilesh Prasad Singh said that under NDA rule, Bihar has transformed from a land of peace and knowledge into one where 'bullets speak louder than law'. His remarks came as a prominent Bihar-based businessman, Gopal Khemka, was shot dead outside his residence in Patna by a bike-borne assailant. 'This wasn't just a murder, it was an open challenge to the state machinery,' Singh said, slamming the administration for failing to act promptly. 'He lives right in front of Gandhi Maidan, near Maurya Hotel, and yesterday, when he was returning at 11:00 pm, he was murdered by dreaded criminals as soon as he got out of the car. The SSP Sahab lives there, the entire police department lives there…', said Singh. Quoting data from NCRB and Bihar Police Headquarters, Singh alleged that Bihar has seen a 323 per cent rise in total crimes since 2005, with over 53,000 murders and nearly 5.6 lakh heinous crimes registered in the last 17 years. Rape cases, child crimes, and atrocities against Dalits have surged alarmingly, he added, calling the state a "free zone for criminals." He further criticised the Election Commission over the Special Intensive Revision (SIR) exercise, alleging a conspiracy to delete 2 crore voters, mostly from marginalised communities. Calling Bihar's current state "a tragedy", he demanded that the Governor convene a two-day special Assembly session to address the deteriorating law and order situation and discuss the controversial SIR process. However, when asked if Congress was demanding President's Rule, Singh clarified, 'We are not asking for President's Rule, but for accountability and urgent corrective measures.' He accused the BJP of rendering CM Nitish Kumar a 'puppet' and said, 'If this was the old Nitish Kumar, he would have resigned on moral grounds by now.'
