Manipur to shut relief camps by December, phased rehabilitation to start from July

Imphal: The Manipur government will shut all relief camps housing internally displaced persons (IDPs) by December, and to help the displaced families rehabilitate, a three-phase programme will begin in July, chief secretary Prashant Kumar Singh said. (Sourced) Addressing the 2nd foundation day of the Manipur State Commission for Scheduled Tribes in Imphal on Friday, Singh said that if the displaced families are unable to return to their original homes by the deadline, they will be allotted newly built pre-fabricated housing units. The rehabilitation programme, set to begin in July, will be followed by subsequent phases in October and December, Singh added. Since the outbreak of ethnic violence in 2023 between Imphal Valley-based Meiteis and adjoining hills-based Kuki-Zo groups, over 260 people have been killed, 1,500 injured, and more than 70,000 displaced. According to government data, the number of displaced persons has decreased from 62,000 to 57,000, with many families already returning home. To accommodate those still unable to return, an additional 1,000 pre-fabricated homes are under construction. Also Read: Manipur shuts down to mark 2 years of clashes, sees widespread public support Singh said that families whose homes were destroyed in the conflict and are willing to return to their villages will be eligible for a financial reconstruction package of ₹1.3 lakh, plus ₹1.7 lakh for rebuilding assistance. He added that the initiative is part of a joint effort between the state and central governments to facilitate the reopening of major highways and ensure free and safe movement. 'At this rate of progress, we are hopeful that public movement across major roads will resume without fear,' Singh said. Addressing security concerns in the state, Singh said, 'There is a visible improvement on the ground. I appeal to all civil society organisations from both sides to remain calm and cooperative. While isolated incidents may still occur, the overall situation is improving.' 'However, several development projects in Manipur and other northeastern states have been completed and are awaiting formal inauguration,' he said. Singh also said that a team from the Unique Identification Authority of India (UIDAI) in Guwahati will visit the state to oversee the Aadhaar enrolment process, including the issuance of Bal Aadhaar for children and coverage for adults over 18.

GUWAHATI: As agricultural activities have begun, the Manipur government is taking measures for the safety of farmers who came under attacks during the ethnic violence in the state. A delegation of three Imphal Valley-based civil society organisations, which met senior MHA officials in New Delhi recently, flagged the farmers' issue. They had demanded adequate security for the farming community and their farmlands. The last incident involving an attack on farmers took place on June 19 at Phubala in Bishnupur district. A Meitei farmer was injured after being fired upon by an unknown attacker. Two other farmers escaped unhurt.

Manipur begins exercise to prepare database for persons displaced by ongoing conflict

The Manipur government has begun the exercise of collating database of the Internally Displaced Persons (IDP) affected by the ongoing ethnic conflict in the state since May 2023, an official in the state government said. Deputy commissioner Mayanglambam Rajkumar Singh of Imphal West District, in a notice on Wednesday, said the government of Manipur is conducting an exercise of capturing data of IDPs residing in the state through a portal developed by the IT department. 'This exercise will cover both the categories of IDPs staying in the relief camps as well as those staying at various places outside the relief camps,'the notice said. Also Read: Govt, Kuki-Zo groups reach understanding to relocate camps to tribal areas As part of this exercise, the district administration Imphal West has started and is in near completion of capturing the data of the IDPs staying at the various relief camps of Imphal West district, it added. It also stated that all the IDPs residing outside the relief camps of Imphal West district to contact the concerned authorities to facilitate the capturing of details of the IDPs within a week's time, latest by June 25,2025. More than 260 people have been killed and thousands rendered homeless in ethnic violence between Imphal Valley-based Meiteis and adjoining hills-based Kuki Zo groups in Manipur since May 2023. Since then, most of the displaced people are staying in relief camps across the state while some are taking shelter outside the state.

Taking a swipe at Prime Minister Narendra Modi over his three-nation tour, the Congress on Sunday said he has all the energy, excitement, and enthusiasm -- '3 Es' -- for such visits and asked can he not summon up a 4th E -- empathy -- for going to Manipur "where the people's suffering continues unabated". The opposition party also said this is Modi's 35th trip abroad since May 2023 and it was "pathetic of the PM to treat Manipur in this awful manner". "The Prime Minister leaves for Cyprus, Canada, and Croatia this morning. There was a time when he boasted about his knowledge of algebra by spouting the (a+b)^2 equation as applicable to India and Canada. But things went horribly wrong thereafter," Congress general secretary in-charge communications Jairam Ramesh said in a post on X. "When it appeared that Canada was dragging its feet on the invite to India, Mr. Modi's drum beaters proclaimed that he would not go even if like always, he stands exposed," Ramesh claimed. The Canadian prime minister has said that India has been invited to the G7 Summit along with a number of other non-G7 countries because India is the fifth largest economy in the world, Ramesh pointed out. "Perhaps Mr. Modi can remind him that according to the Niti Aayog CEO, India became the world's third largest economy on May 24, 2025," the Congress leader said. The Congress leader also shared a video clip of the PM from 2015 in which he is heard giving a mathematical analogy to demonstrate the relationship between the two countries. The Congress has been attacking the prime minister for not visiting Manipur besides slamming the Centre for its handling of the situation in the ethnic strife-torn northeastern state. More than 220 people have been killed and thousands rendered homeless in ethnic violence between Imphal Valley-based Meiteis and adjoining hills-based Kuki-Zo groups since May 2023. The Congress last week had accused Prime Minister Modi of "insensitivity" to the suffering of people in the state. Ramesh had said the suffering of the people of Manipur is not only of the state and the northeastern region but of the entire country. The Centre had on February 13 imposed President's rule in the northeastern state after Chief Minister N Biren Singh resigned. The state assembly, which had a tenure till 2027, has been put under suspended animation. Prime Minister Modi on Sunday morning embarked on a three-nation tour during which he will take part in the G7 Summit in Canada, and visit Cyprus and Croatia to shore up India's bilateral cooperation with these two countries. Modi will first be in Cyprus at the invitation of the country's president, Nikos Christodoulides. In the second leg of his visit, Prime Minister Modi will travel to Kananaskis in Canada on June 16-17 to participate in the G7 Summit at the invitation of Canada Prime Minister Mark Carney. In the final leg of his tour, Modi will undertake an official visit to Croatia on June 18 at the invitation of the prime minister of the European country, Andrej Plenkovic.
