
Cabinet approves judicial officers' welfare fund
The fund upon creation is aimed at supporting the judicial officers in situations such as health emergencies, accidents, natural disasters and post-retirement needs.
The 27th meeting of the provincial cabinet was held with Chief Minister Ali Amin Khan Gandapur in the chair and attended by cabinet members, chief secretary, additional chief secretary, Senior Member Board of Revenue, administrative secretaries, and advocate general.
It also approved a special grant of Rs667.500 million as payment for 150 Kanal land to Peshawar Development Authority for the construction of the Khyber-Pakhtunkhwa Judicial Academy at Regi Model Town, Peshawar.
The cabinet approved Rs9,934,000 as additional grant for the Peshawar High Court to purchase vehicle for the official use of the judges while relaxing the ban on purchase of vehicles.
Relaxing the ban for Law, Parliamentary Affairs and Human Rights Department, the cabinet also approved the creation of posts of various cadres in the Ombudsman Secretariat.
The chief minister directed acceleration of work on the establishment of car park near the buildings of the Peshawar High Court and the District Courts.
The cabinet approved the draft amendment in Section-2 and 3 (sub-sections 1 to 4) of the Khyber-Pakhtunkhwa (Appointment, Deputation, Posting/Transfer of Teachers, Instructors & Doctors) Regulatory Act, 2011.
The amendment substitutes the words/term "union council" by "Educational Cluster" wherever appearing in the said Act.
The cabinet also approved the draft notification for the establishment of Water & Sanitation Services Company, Haripur. It further approved the posting/appointment of Muhammad Rahman Afridi as Chief Executive Officer (BPS-20) for the Faculty of Paramedics & Allied Health Sciences.
The cabinet approved a non-ADP Scheme of Rs310.696 million for the construction of auditorium in Abbottabad Public School.
The cabinet approved allocation and release of Rs3.3 million to the Institute of Management Sciences. This fund has been provided as financial assistance to four students of IM Sciences whose startup 'Eagle Tasker', being the only startup from Pakistan, was chosen for the global finale for Hult Prize competition held in USA.
The cabinet approved unfreezing of the ADP scheme titled "Establishment of Boys Campus of Model Institute Zamungkor in Peshawar".
This scheme is aimed at extension of the institute with a cost of Rs492.755 million. In line with the Child Protection and Welfare Act 2010, ZamungKor was established at Peshawar in 2016 to cater to the needs of vulnerable and destitute children.

PHC dismisses contempt plea against police
A two-member bench of the Peshawar High Court (PHC) comprising Justice Ejaz Anwar and Justice Faheem Wali on Thursday dismissed a contempt of court petition filed against the arrest of Pakistan Muslim League-Nawaz (PML-N) provincial leader Syed Haider Shah Bacha. During the hearing, Justice Ejaz Anwar remarked that summoning the police in every case could hinder their ability to perform their duties effectively. He noted that the police admitted to arresting the petitioner but stated that they had not received any court order prohibiting the arrest. "If the police claim they acted on orders from higher authorities, then we would have seen how they could defy court directives," the judge added. The hearing began with Additional Advocate General Bashir Naveed and the petitioner's counsel appearing before the bench. The petitioner's lawyer argued that his client was arrested under Section 3 of the Maintenance of Public Order (MPO) for protesting against electricity load shedding and was subsequently sent to Dera Ismail Khan Jail, despite having secured protective bail from the court. He contended that the arrest constituted contempt of court as it violated a prior judicial order barring police from detaining his client. Justice Ejaz Anwar questioned how the arrest could be justified if a court order existed, adding, "Is the police so powerful that it can ignore the judiciary?" The police, in its written reply, stated that they had no knowledge of the court order at the time of arrest and released the petitioner once the order was received. The court also took note of the fact that 18 FIRs had been registered against the petitioner. His counsel responded that the petitioner was already on bail in those cases. After hearing arguments from both sides, the bench ruled that there was insufficient evidence to establish contempt of court and dismissed the petition accordingly. Livestock notification Meanwhile, PHC has suspended the notification issued by the Livestock Department regarding the premature repatriation of the Project In-Charge for Khyber District, and has issued notices to the Secretary of Livestock and other relevant officials, seeking a formal explanation. The case was heard by a two-member bench comprising Justice Ijaz Anwar and Justice Faheem Wali. Advocate Aminur Rehman Yousafzai, representing petitioner Naeemullah, the current Project In-Charge of the Integrated Development Package in Khyber District, told the court that his client's appointment was made in April 2025. However, on July 1, the posting was abruptly withdrawn and he was directed to report back to the parent department. The counsel argued that the transfer order was issued without the recommendations of the relevant committee, making it procedurally flawed. He further informed the court that the provincial government has already issued a formal policy for project-based appointments.

Land record digitalisation initiatives: CM Sindh reviews progress
KARACHI: Sindh Chief Minister Syed Murad Ali Shah, presiding over a meeting of Land Administration & Revenue Management Information System (LARMIS), directed the Board of Revenue (BoR) to integrate the e-Mutation system with the e-Registration system and expedite the progress on the e-transfer system to improve service delivery. The meeting, held at CM House, was attended by Mayor Karachi Murtaza Wahab, Chief Secretary Asif Hyder Shah, PSCM Agha Wasif, Commissioner Karachi Hassan Naqvi, Secretary Local govt Waseem Shamshad, Members Board of Revenue Omar Farooq Bullo and Saleem Baloch, and Secretary-cum-Director LARMIS Saifullah Abro and others. The CM said that LARMIS was established to provide citizens with computerised access to land records and related services throughout the province. With 27 dedicated People's Service Centres (PSCs) across district headquarters and a comprehensive online platform via the Board of Revenue's official website, the system ensures easy access to vital land information. During the briefing, the CM was told that Modern IT infrastructure supports daily operations, while a state-of-the-art Data Centre located at Revenue House Clifton, Karachi, serves as the central repository for digitised land records. Moreover, a Disaster Recovery Centre (DRC) in Hyderabad guarantees service continuity during emergencies. The digitisation process, which commenced in 2010 with the scanning of old records from 1985 to 2010, secures Forms VII-A, VII-B, and Form II collected from all Mukhtiarkar offices. Continuous scanning and indexing of post-2010 records at the Provincial Record Centre (PRC) in Hyderabad ensures ongoing public accessibility through integrated networks. LARMIS has further expanded its capabilities by offering digital access to government offices and statutory bodies for land title verification. It may be noted, the introduction of e-Registration services at PSCs has enhanced service delivery, with plans underway for the integration of an e-Mutation system. Launched in February 2024, the e-Registration system currently operates across 51 Sub-Registrar offices, facilitating registration services through the PSCs. By July 2025, over 100,000 documents and deeds have been successfully registered through this innovative system. Furthermore, the Board of Revenue Sindh is collaborating with Sukkur IBA University on the development of an 'E-Transfer of Property System,' which aims to secure revenue records through blockchain technology, thereby making property transactions more accessible and user-friendly. K-P set to release Rs8b for Ehsaas initiatives
Khyber-Pakhtunkhwa Chief Minister Ali Amin Khan Gandapur announced the government will release Rs8 billion for the Ehsaas initiatives in the current fiscal year, with Rs2 billion earmarked for interest-free loans under each of four flagship programs. A high-level meeting regarding Ehsas flagship projects in the province was held here at Chief Minister's Secretariat with Khyber-Pakhtunkhwa CM Ali Amin Khan Gandapur in the chair. The meeting reviewed the progress on four major programmes being implemented under Ehsas initiative in the province. These programmes include Ehsaas Nojawan, Ehsaas Hunar, Ehsaas Rozgar, and Ehsaas Apna Ghar (Low cost housing project). During the meeting, a detailed briefing was given on the progress, so far made of the programs. It was informed that under Component-I of the Ehsaas Nojawan Program, being implemented through the Bank of Khyber, Rs408 million in interest-free loans have been distributed among 139 beneficiaries, utilizing 100% of the allocated funds. An additional Rs116 million is required for 52 more approved cases under the same component. Meanwhile, Component-II of the Ehsaas Nojawan Program, implemented through Akhuwat Microfinance, has also achieved 100% disbursement of its allocated funds. So far, Rs602 million in interest-free loans have been disbursed among 3585 beneficiaries, with another 1,745 applications currently under process. It was also highlighted that Akhuwat has achieved a 100% loan recovery rate under this program, with Rs. 42.88 million recovered to date. Under the Ehsaas Hunar Program, Rs307 million have been distributed among 647 beneficiaries, while an additional 592 cases are currently being processed.
