
Qatar supports int'l efforts to protect water bodies: Subaie

Minister of Environment and Climate Change HE Dr Abdullah bin Abdulaziz bin Turki Al Subaie has affirmed the State of Qatar's commitment to supporting international efforts aimed at protecting water bodies and ensuring the sustainability of their resources. The minister highlighted the importance of international cooperation to address the growing challenges threatening the health of marine ecosystems.
In a speech delivered at the third edition of the United Nations Ocean Conference, hosted by the French city of Nice over five days, the minister explained that water bodies are the lifeblood of the planet and play a fundamental role in regulating the climate, providing food, and ensuring environmental and economic security. However, they face unprecedented pressures that require an urgent global response.
He noted that the State of Qatar strongly supports the achievement of Sustainable Development Goal 14, which concerns the conservation and sustainable use of oceans, seas, and marine resources, emphasizing that the health of these water bodies represents a fundamental pillar in supporting countries' ability to achieve long-term economic and social development.
Al Subaie reviewed the most prominent environmental initiatives adopted by the State of Qatar, including treating and recycling 100 percent of wastewater to at least the third level, preventing the discharge of treated wastewater into the sea, and reusing it for irrigation of green spaces, cooling, and industrial purposes. He also highlighted the launch of the Third National Development Strategy (2024), which aims to protect 30 percent of marine areas and restore 30 percent of degraded natural habitats by 2030.
He also highlighted the Ministry of Environment and Climate Change's 2024-2030 Strategy, announced last November, which includes ambitious goals, most notably protecting 30 percent of island and coastal areas, ensuring the restoration of degraded habitats, and protecting endemic and endangered species.
He also highlighted the implementation of more than 100 environmental projects that promote green development and the circular economy, enhance the use of recycled resources, and consolidate environmental sustainability practices in the areas of infrastructure, energy, and land use.
Concluding his speech, the Minister of Environment and Climate Change affirmed that the State of Qatar continues to support innovation in combating climate change and is working to develop adaptation measures in cooperation with relevant authorities.
He emphasized that global environmental challenges require concerted international efforts to protect oceans and seas, considering them a shared resource and a collective responsibility.

Fate of major trade deal with EU hangs over Mercosur summit
Agencies The fate of a landmark trade deal with the European Union, which France is trying to block, looms large over a summit this week of South America's Mercosur bloc. Brussels in December struck a deal with Mercosur's founding membersArgentina, Brazil, Paraguay and Uruguay — which would allow the EU to sell more vehicles, machines and pharmaceuticals to South America in return for allowing in more meat, sugar, rice and soybeans from the region. The agreement has been 25 years in the making, but still needs to be ratified by EU member states and the EU parliament. It has faced stiff opposition from France, where farmers worry about being undercut by less-regulated Latin American peers, while enjoying backing from Germany, Spain and Portugal, among others. 'Today, the ball is in Europe's court,' Ariel Gonzalez Levaggi, director of the Center for International Studies at the Pontifical Catholic University of Argentina, told AFP. But 'there isn't much willingness on the part of Brussels to move forward, mainly because of the French resistance,' he added. EU and South American backers of the deal had hoped Trump's tariffs blitz could breathe new life into a deal that would give exporters on either side of the Atlantic new outlets for their products in the event of punishing US duties. For Florencia Rubiolo, a researcher at Conicet, Argentina's scientific and technical research council, it's 'of strategic interest for all Mercosur members, both individually, and as a bloc, to see this deal be ratified.' Among other things, she argued, it would show Argentina's libertarian President Javier Milei that there is value in being part of the group, after his government has railed against Mercosur's constraints on members striking solo trade deals. Milei is gunning for a free trade deal with the United States, and he has suggested he could walk away from Mercosur if necessary to clinch an agreement with Washington. The biannual Mercosur summit comes at a low point in relations between Brazil and Argentina, South America's biggest and second-biggest economies respectively. Milei, a huge fan of US President Donald Trump, has made no secret of his disdain for veteran leftist Lula, referring to him in the past as 'corrupt' and a 'Communist.' Lula has accused the Argentine of talking 'nonsense.' The contempt between the two was plain to see when Lula hosted Milei at a G20 summit in Rio de Janeiro last November. The tensions could be exacerbated if Lula uses his trip to Buenos Aires to visit left-wing ex-president Cristina Kirchner, who is serving a six-year sentence for fraud under house arrest. Kirchner on Tuesday requested permission for Lula to pay her a solidarity visit, in a move likely to anger her arch-nemesis Milei. It was not clear, however, whether Lula would risk upsetting his Argentine counterpart at home. 'We may be experiencing the worst period in relations between Brazil and Argentina, in terms of political convergence,' Juliana Peixoto, an expert in international relations at the Latin American Faculty of Social Sciences, told AFP. She said she nonetheless expected Mercosur, which also includes Bolivia, to endure the tensions.

Cabinet reviews Shura Council's proposals regarding agricultural support mechanisms provided to local farms

Following the meeting, Minister of Justice and Minister of State for Cabinet Affairs HEIbrahim bin Ali Al Mohannadi stated the following: At the outset of the meeting and on the occasion of the adjournment of the fourth ordinary session of the first legislative term - corresponding to the 53rd annual session of the Shura Council - the Cabinet praised the spirit of constructive cooperation as well as the fruitful interaction between the legislative and executive authorities, which had a significant impact on the achievements made, especially at the legislative level, hearings and expression of desires that enriched government work for the good of the country and for the benefit of the nation and its citizens. The Cabinet welcomed the peace agreement between the Republic of Rwanda and the Democratic Republic of the Congo, which was signed in Washington DC. The first steps of this agreement began in Doha with the tripartite meeting held on March 18, 2025, with the participation of HH the Amir Sheikh Tamim bin Hamad Al Thani and the presidents of the two countries. Qatari diplomatic efforts and the constructive role of the United States continued to complement these efforts, leading to the conclusion of the agreement that was widely welcomed regionally and internationally and received global acclaim for the Qatari and American roles in reaching it in order to achieve peace between the Republic of Rwanda and the Democratic Republic of the Congo and to enhance security and stability in the Great Lakes region. The Council of Ministers then considered the topics on its agenda, where the Cabinet took note of the Shura Council's approval of a draft law amending some provisions of Law on Combatting Money Laundering and Terrorism Financing issued by Law No. 20 of 2019, a draft law amending some provisions of the Lawyers Law issued by Law No. 23 of 2006, and a draft law regulating the import and transit of rough diamonds. The Cabinet approved - in principle - a draft law to issue the national data and official statistics law and to publish it on the 'Sharek' platform to survey opinions regarding it. This draft law, which was prepared by the National Planning Council, comes in response to national and international developments in the fields of statistics and data management, and to replace Law No. 2 of 2011 on Official Statistics. The draft law aims to develop the national statistics and data system in accordance with approved strategies, policies and plans, raise the efficiency of official statistics and data collection processes, improve their quality and reliability, and enable the National Statistics Center and other partner agencies in the national statistical system to perform operations effectively to address the challenges associated with official data and statistics and strengthen their governance systems. The Council of Ministers also approved a draft Cabinet decision to form the real estate registration committee and define its operating procedures. This draft decision was prepared by the Ministry of Justice in implementation of the provisions of Law No. 5 of 2024 on real estate registration. The Cabinet also approved a draft Cabinet decision to establish a digital project committee in the government sector within the Ministry of Communications and Information Technology. The Cabinet reviewed the Shura Council's proposals regarding the agricultural support mechanisms provided to local farms and the extent of their contribution to enhancing food security, and took the appropriate decision. The Cabinet decided to take the necessary measures to ratify the Air Transport Agreement between the Government of the State of Qatar and the Government of the United Arab Emirates and approve the proposal of the Ministry of Commerce and Industry to join the Nice Agreement on the international classification of goods and services for the purposes of the registration of marks of 1957, the proposal of the Qatar Central Bank to join the Bank for International Settlements (BIS), the draft general agreement to connect the countries of the Cooperation Council for the Arab States of the Gulf (GCC) through the railway project, the draft basic contribution agreement between the Qatar Fund for Development in the State of Qatar and the International Atomic Energy Agency (IAEA) to support the IAEA's regular resources for the 2025-2026 period, the draft agreement between the Government of the State of Qatar and the United Nations Institute for Training and Research (UNITAR) regarding the establishment and financing of a regional office for the UNITAR in the State of Qatar, the draft contribution agreement between the State of Qatar through the Qatar Fund for Development and the United Nations Development Program, and the draft agreement between the Ministry of Municipality in the State of Qatar and the Chinese Academy of Fishery Sciences in the People's Republic of China for cooperation in the field of fisheries and aquaculture technology research. The Cabinet concluded its meeting by reviewing a report on the outcomes of the participation of the State of Qatar's delegation, headed by the Minister of Environment and Climate Change in the Conference of the Parties to the Basel, Rotterdam, and Stockholm Conventions (BRS 2025), and a report on the results of the participation of the State of Qatar's delegation, headed by the Minister of Social Development and Family in the Arab Forum for Sustainable Development 2025, and took appropriate decisions regarding them.
