Election Commission confident of completing Bihar SIR form collection before deadline
According to the ECI, as of now, 3,70,77,077 Enumeration Forms amounting to 46.95 per cent of the total 7,89,69,844 (approximately 7.90 crore) electors in Bihar, have been collected since the launch of the exercise on June 24.
In the first two weeks, all 7.90 crore Enumeration Forms were printed, and over 97 per cent (7,70,44,990) have already been distributed to eligible electors. Furthermore, 18.16 per cent of the collected forms have been uploaded to the ECINET platform.
A significant number of prospective electors are choosing to submit their Enumeration Forms along with the required eligibility documents, as per the SIR order dated June 24.
With 17 days still remaining, the focus now shifts to collecting the remaining 50 per cent of the forms. In just the last 24 hours (till 6 P.M. on Tuesday, July 8) as many as 82,78,617 forms were collected -- representing 10.5 per cent of the total in a single day.
'If this pace continues, the collection phase could conclude well before the July 25 deadline,' the ECI statement said.
To accelerate the process, an additional 20,603 Booth Level Officers (BLOs) have been deployed, taking the total number on the ground to 77,895. These BLOs have already completed the first of their mandated three household visits, with the second round currently underway.
In addition, nearly 4 lakh volunteers, including government officials, NCC cadets, NSS members, and others, are assisting the elderly, differently-abled, and vulnerable populations in filling and submitting the forms.
The administrative machinery is also fully mobilised, with Electoral Registration Officers (EROs) covering all 243 Assembly Constituencies and 963 Assistant EROs, 38 District Election Officers, and the Chief Electoral Officer of Bihar overseeing the process at the ground level.
Recognised political parties, too, are playing an active role, the ECI statement said. District presidents of political parties have ramped up the appointment of Booth Level Agents (BLAs), with the current number standing at 1,56,626 -- up from 1,38,680 at the beginning of the exercise. Political parties still have the option to appoint more BLAs under provision 25.2.1 of the Manual on Electoral Rolls.

Madras HC presses ECI on AIADMK symbol decision delay
CHENNAI: The Madras High Court on Friday questioned the Election Commission of India (ECI) over its 'hesitation' in deciding on representations seeking freezing of AIADMK's poll symbol 'Two Leaves' and election of Edappadi K Palaniswami as the general secretary of the party. There are multiple civil suits pending in courts regarding the issues. When the petitions filed by EPS seeking a direction to the ECI for speedy disposal of the representations, which were submitted by expelled AIADMK party men including former MPs P Ravindranath, KC Palanisamy and Surya Moorthy, came up for hearing, the ECI's counsel Niranjan Rajagopalan told the HC that the commission would take a decision 'as expeditiously as possible' and time frame need not be set by the court. The bench of Justices R Subramanian and K Surender said it could see 'hesitation' on the part of the ECI and asked its counsel whether he wanted the bench to disclose why there is such a 'hesitation'. Making an oblique reference to the timeline set by the Supreme Court to the President regarding granting of assent to bills passed in State Assemblies in the Tamil Nadu Vs Governor RN Ravi case, the bench said, 'If the President can be set a timeline, why can't the Election Commission?" It also asked, 'Is the Election Commission above the President? The ECI counsel responded, 'Everyone is equal in the Constitution.' The two-judge bench directed the counsel to file written instructions by July 21 on the time period by which it can take a decision on the representations and adjourned the hearing.

3 out of every 4 Bihar voters have filed enumeration forms, says EC
New Delhi: Three out of every four electors in Bihar have already submitted their enumeration forms as part of the ongoing Special Intensive Revision (SIR) of electoral rolls, according to an official press note issued by the Election Commission of India (ECI) on Friday. 3 out of every 4 Bihar voters have filed enumeration forms, says EC As of 6pm on Friday, 5.87 crore (58.7 million) forms — 74.39% of total —have been collected within 17 days since the SIR instructions were issued on June 24. The EC said over 77,000 Booth Level Officers (BLOs), along with 20,603 newly appointed BLOs, election officials, and more than 400,000 volunteers, have been working to ensure smooth collection and digitisation of forms ahead of the Bihar assembly elections later this year. The digitisation and uploading of 3.73 crore (37.3 million) forms through BLO App/ECINet has also begun, with a new verification module now operational. An EC official aware of the matter told HT that the new module has that been implemented in ECINet for the verification of the uploaded forms by the AERO/ERO is a 'real time' module which allows the AERO/ERO to verify against the EPIC number as to who has uploaded their Enumeration Forms and what all documents have they submitted for verification as well. 'We are banking on our strong tech and digital platforms to finish the process properly and before time so this module will help us with the same and also help us in keeping a track of the number of the people submitting documents and not just forms,' said the official. The development comes amid a political back-and-forth between the Congress and BJP following Thursday's Supreme Court hearing on petitions challenging the SIR. The court, while allowing the EC to continue the exercise, asked it to consider Aadhaar, voter ID, and ration cards as valid documents for the revision. Congress general secretary Jairam Ramesh said on X, 'Following the Hon'ble Supreme Court's order that has just come out officially, the Election Commission now has to include the EPIC, Aadhaar cards, and Ration Cards in the Special Intensive Revision of the electoral rolls in Bihar. This will save a vast majority of voters from being disenfranchised.' Ramesh added, 'Moreover the EC's spin on the no stay being given has been clearly exposed. Page 7 of the order makes it clear that no stay was asked for by any of the petitioners yesterday.' The BJP, however, accused Congress of twisting the court's words. 'Stop misinterpreting the Supreme Court. The Court has not mandated the acceptance of any additional documents—it has merely said it may consider them,' BJP spokesperson Amit Malviya posted on X, warning Congress against 'deliberately misrepresenting court observations.' The Supreme Court bench led by Justices Sudhanshu Dhulia and Joymalya Bagchi noted in its order: 'We cannot stop a constitutional body from doing what it is supposed to do. Simultaneously, we will not let them do what they are not supposed to do.' The matter is scheduled for further hearing on July 28.
