Signal No. 1 in Batanes as Bising intensifies, may re-enter PAR
In its 11 p.m. tropical cyclone bulletin, the state weather forecaster said that Batanes remains under Signal No. 1 due to Bising, while most of the Philippines is expected to experience rains also due to the Southwest Monsoon or Habagat.
As of 10 p.m., the center of the eye of Bising was estimated to 335 km northwest of Itbayat, Batanes outside PAR. It is moving northeast at 20 km/h with maximum sustained winds of 150 kn/h near the center, gustiness of up to 185 km/h, and central pressure of 965 hPa.
The Habagat and the periphery of Bising are also forecast to bring strong to gale-force gusts to the Ilocos Region, Cagayan, Isabela, Aurora, Zambales, Bataan, Quezon, Occidental Mindoro, Masbate, and Romblon on Monday, "especially in coastal and upland areas exposed to winds," said PAGASA.
Some areas have already suspended Monday classes in anticipation of the weather.
As it continues northeast, Bising could re-enter the northwestern boundary of PAR Sunday night or early Monday morning, PAGASA added.
It is then seen to cross the Taiwan landmass and its center will leave the northern boundary of PAR Monday morning, and eventually be 720 kilometers north northwest of Itbayat, Batanes or in the vicinity of Fujian, China on Wednesday morning.
In its separate rainfall advisory, PAGASA said light to moderate rains are expected over Bulacan, Nueva Ecija, Pampanga, and Tarlac, which will affect Zambales and Bataan.

PAGASA monitors LPA outside PAR; Habagat brings rain over parts of PH
A Low Pressure Area (LPA) outside of the Philippine Area of Responsibility (PAR) is being observed, according to PAGASA on Tuesday afternoon. The state weather bureau noted that as of 2 p.m., there was a low potential that the LPA would turn into a tropical cyclone. The Southwest Monsoon also continues to bring rains over several parts of the country. Almost 96K people in Luzon affected by Bising, Habagat — NDRRMC
A total of 95,906 people or 30,682 families in Luzon were affected by Tropical Cyclone Bising and the Southwest Monsoon or Habagat, the National Disaster Risk Reduction and Management Council (NDRRMC) said Tuesday. In its report, the NDRRMC said the affected communities were reported in the Ilocos Region, Central Luzon, and Cordillera Administrative Region (CAR). The NDRRMC said that of the total affected population, nine people or two families were staying in evacuation centers while 3,026 people or 1,022 families were taking shelter in other places. Floods were reported in 53 areas, landslides in two areas, and falling debris incidents in two areas amid the bad weather, according to the NDRRMC. A total of 16 houses were damaged—12 partially and four totally. Three roads remained impassable to motorists. Classes in 247 areas and work schedules in 36 areas were suspended due to the threat of Bising and Habagat. Assistance worth P687,569 has been provided so far to the victims, the NDRRMC said. On Monday, Bising (international name: Danas) again exited the Philippine area of responsibility (PAR). The tropical cyclone re-entered PAR late Sunday evening after exiting Friday afternoon. — RF, GMA Integrated News

LPA outside PAR less likely to become tropical cyclone — PAGASA
A low pressure area (LPA) has formed outside the Philippine Area of Responsibility (PAR), state weather bureau PAGASA said Tuesday. As of 8 a.m., PAGASA said the LPA was seen 1,935 kilometers east of extreme of Northern Luzon. However, the LPA has a ''low'' chance of developing into a tropical cyclone, PAGASA said. PAGASA earlier said the Southwest Monsoon (Habagat) would continue to drench parts of the country. Cloudy skies with scattered rains and thunderstorms are forecast over Metro Manila, Ilocos Region, Cordillera Administrative Region, Central Luzon, CALABARZON, Zamboanga Peninsula, BARMM, Batanes, Occidental Mindoro, Palawan, Antique, Aklan, Sultan Kudarat, and Babuyan Islands. Meanwhile, partly cloudy to cloudy skies with isolated rainshowers or thunderstorms may be experienced over the rest of the country.
