India calls for end to export controls among BRICS nations

Mint23-05-2025
New Delhi: India has called for the dismantling of export controls among BRICS nations to strengthen intra-bloc trade and promote greater solidarity within the Global South, the ministry of commerce & industry said in a statement on Friday. The appeal was made on Wednesday, during the 15th BRICS Trade Ministers' Meeting under Brazil's presidency.
A key outcome of the meeting was the endorsement of a joint declaration, along with three annexures: the BRICS Declaration on WTO Reform and Strengthening of the Multilateral Trading System, the BRICS Data Economy Governance Understanding, and the BRICS Trade and Sustainable Development Framework.
'These documents collectively reaffirm BRICS's commitment to equitable, inclusive, and rules-based global trade,' the ministry said.
The joint declaration also cautioned that climate-related trade measures should not be used as instruments of unjustifiable discrimination or disguised trade restrictions.
Held under the theme 'strengthening global south cooperation for more inclusive and sustainable governance', the meeting saw India underline the urgency of resolving longstanding developmental issues, and particularly advocate for a permanent solution to public stockholding (PSH) for food security.
The ministry also highlighted India's '30 for 30' proposal, which aims to introduce 30 incremental reforms to mark the 30th anniversary of the WTO in 2025.
India reiterated that sustainable development is deeply embedded in its cultural ethos and must remain a cornerstone of global trade governance.
Representing India at the meeting was Yashvir Singh, economic adviser in the department of commerce, who highlighted the need to eliminate restrictive trade measures that disrupt critical supply chains.
He urged developed countries to facilitate the concessional transfer of environmentally sound technologies, backed by adequate financial support.
Singh also highlighted Mission LiFE, India's global initiative promoting mindful consumption and circular economy practices as part of a fair and inclusive climate responsibility framework.
"Digital transformation and technology-driven growth were recognised as vital areas for future collaboration," the statement said.
"The BRICS Data Economy Governance Understanding acknowledged DPI as a key enabler of digital economic transformation," it said.
Meanwhile, India reaffirmed its leadership in inclusive digital governance through flagship initiatives such as Digital India and IndiaAI, while reiterating its commitment to global cooperation in digital public infrastructure (DPI), artificial intelligence, and cybersecurity through platforms such as the Global Partnership on AI (GPAI) and the G20, the statement added.
BRICS—which comprises Brazil, Russia, India, China and South Africa—is a powerful alliance of emerging economies that together represent over 40% of the global population and nearly a quarter of global GDP.
Originally focused on economic cooperation, the bloc has grown into a key platform for shaping global governance, advocating for reforms that reflect the interests of the Global South.
The inclusion of new members such as Indonesia also signals its growing relevance as a voice for emerging economies in pushing for a more balanced, and multipolar world order.

Manipur President's Rule Extended For Six More Months Despite NDA MLAs' Opposition

Union Home Minister Amit Shah will present a resolution in the Rajya Sabha on Friday seeking parliamentary approval to extend President's Rule in Manipur for an additional six-month period. The proposed resolution formally requests legislative endorsement for continuing the constitutional arrangement that has governed the northeastern state since February. The resolution's text specifies parliamentary approval for maintaining the Presidential Proclamation originally issued on February 13, 2025, under Article 356 of the Constitution, extending its validity for another six months starting August 13, 2025. This extension would effectively maintain central government control over Manipur's administration through early 2026. The decision to prolong President's Rule occurs against the backdrop of sustained political pressure from the state's own National Democratic Alliance legislators, including both Meitei and Naga representatives, who have been actively campaigning for months demanding the restoration of democratic governance in their state. These lawmakers have consistently argued for the reestablishment of an elected government rather than continued central administration. The current period of President's Rule was initially implemented on February 13, following the resignation of former Chief Minister N. Biren Singh. Singh's departure from office resulted primarily from mounting political pressure and internal dissent from fellow Bharatiya Janata Party legislators within the Meitei community, who had expressed opposition to his continued leadership during the state's ongoing ethnic crisis. During previous parliamentary discussions, Shah had justified the imposition of President's Rule by explaining that no political leader had come forward to stake a claim for forming a new government following Singh's resignation. This constitutional provision was invoked when the state appeared to lack viable political alternatives for governance. However, since April, a unified front of NDA legislators has emerged, including Singh himself, his political allies, and even those who previously opposed his leadership. This broad coalition has been persistently advocating for the restoration of what they term a "popular" government, arguing that President's Rule lacks public support and has failed to demonstrate sufficient progress toward restoring normalcy in the conflict-affected state. The proposed extension of central rule is anticipated to generate additional frustration and discontent among Meitei and Naga legislators, who view the continuation of President's Rule as undermining democratic principles and local governance. These lawmakers contend that an elected government would be better positioned to address the state's complex challenges and restore public confidence. Despite the political tensions surrounding governance, Manipur has experienced several months of relative tranquility, particularly in the sensitive foothill regions where the Meitei-majority valley intersects with the Kuki-Zo majority hills. These areas had previously witnessed some of the most severe violence during the ongoing ethnic conflict that has plagued the state. The most recent major outbreak of intercommunal violence occurred in November of the previous year, suggesting a gradual de-escalation of tensions between the affected communities. This period of reduced conflict has provided some hope for long-term stability in the region. Recent security developments have shown positive trends, with three significant weapons recovery operations conducted by security forces within the past month. These successful operations demonstrate continued efforts to remove illegal armaments from circulation and reduce the potential for renewed violence. Government officials have expressed optimism about facilitating the return of displaced populations to their original homes by the end of the current year. A substantial number of people were forced to relocate due to the ethnic violence, and their successful reintegration represents a crucial step toward normalizing life in the state. However, despite these encouraging developments, meaningful dialogue between representatives of the Meitei and Kuki-Zo communities remains elusive. More than twenty-six months have passed since the conflict began, yet no substantial progress has been achieved in establishing formal communication channels or negotiation processes between the primary stakeholders from both communities. The absence of constructive dialogue continues to represent the most significant obstacle to achieving lasting peace and reconciliation in Manipur. Without genuine engagement between community leaders and representatives, the underlying issues that sparked the conflict remain unresolved, potentially setting the stage for future tensions despite the current period of relative calm.

Operation Sindoor: Govt says strike was 'measured, non-escalatory'; ceasefire held after Pakistan reached out

Kirti Singh (left), parliament (ANI, PTI) The ministry of external affairs on Thursday informed Parliament that Operation Sindoor was launched in retaliation to "barbaric" assault carried out by "Pakistan-sponsored terrorists," and with the aim to destroy terrorist infrastructure and eliminate terrorists who were believed to be preparing to infiltrate into India. Ministry of state for external affairs Kirti Vardhan Singh,in a written response to questions asked in Rajya Sabha also said India's actions were "focussed, measured and non-escalatory". Samajwadi party MP Ramji Lal Suman, asked the ministry of external affairs whether Operation Sindoor was launched 'under international pressure,' and the 'factual position' in the same. He also went on to ask about the possible impact on the morale of armed forces in the view of "sudden announcement of ceasefire in Operation Sindoor," while the Indian military was "achieving significant success", but suddenly "declaring ceasefire was against their morale and the sentiments of the people of the country". Union MOS Singh in his response said, Operation Sindoor was launched to a "barbaric cross-border terror attack" by Pakistan-sponsored terrorists. It focussed on dismantling terrorist infrastructure and neutralising terrorists likely to be sent across to India". He added, although India's response was 'focused, measured, and non-escalatory,'but 'Pakistan, however, attempted targeting Indian civilian areas, in addition to some military facilities. "These provocations and escalatory actions by Pakistan were met with a strong and decisive response from the Indian armed forces, inflicting significant damage on the Pakistani military. Subsequently, on 10 May, 2025, the director general of military operations of Pakistan approached his Indian counterpart to request for cessation of firing and military activities, which was agreed to later that day," the statement read. As part of Operation Sindoor, India destroyed nine terrorist camps located in Pakistan and Pakistan-occupied Kashmir (PoK) through precise pre-dawn strikes on May 7. The operation was launched to avenge the April 22 terror attack in Pahalgam. In response to a question on whether India had attempted to "alienate" Pakistan internationally, the MEA clarified that the selection of chairs and vice-chairs for UN security council bodies is part of its routine annual process. For 2025, Pakistan, along with Russia and France, has been appointed a vice-chair of the UN counter terrorism committee. Singh noted that India had chaired this committee in both 2011-12 and 2022. He stated, "the government of India has been sensitising all concerned interlocutors on the menace of cross-border terrorism emanating from Pakistan. Due to India's persistent efforts, the global community has a greater understanding of India's concerns on cross-border terrorism." These efforts, he added, have led to the listing of several Pakistan-based terrorists under the UNSC 1267 sanctions committee and contributed to Pakistan's FATF grey listing. The UNSC also "strongly condemned" the Pahalgam terror attack and stressed accountability for its perpetrators. MOS added, several world leaders have backed India's counter-terrorism efforts post-Pahalgam, with the US recently designating The Resistance Front (TRF), a Lashkar-e-Taiba proxy, as a foreign terrorist organisation. Responding to a separate query about if the government has "formally raised concerns" with the US over ongoing military aid and arms supplies to Pakistan that could be "misused against India", Singh in a written response said that India had "formally raised concerns" with the US over its military aid to Pakistan and monitors all regional security developments closely. He stated, "India has consistently conveyed its concerns in this regard to the United States, with a view to ensuring that these developments do not compromise India's security or regional stability." Reiterating India's stance, he said Jammu and Kashmir and Ladakh "are, have been, and will always remain an integral and inalienable part of India." On India-US counter-terrorism cooperation, he added, "counter-terrorism remains a vital pillar of the India-US comprehensive global strategic partnership," with both countries working closely on designations, legal assistance, and extraditions.

72% of DU students back fourth year under NEP 2020's FYUP, opt-out open till August 1

NEW DELHI: In an endorsement of Delhi University 's Four-Year Undergraduate Programme (FYUP) under NEP 2020, nearly 72 per cent of eligible students have chosen to continue with the fourth year, Vice Chancellor Yogesh Singh said on Thursday. The university has kept the option to opt-out of the fourth year open until the commencement of the new academic session on August 1. "As of now, 20,221 students out of over 72,000 students have opted out, which means more than 50,000 students are continuing. This is very encouraging and shows students see value in opting the fourth year," Singh told media. The fourth year will commence across all Delhi University colleges from August 1. The FYUP, implemented under the National Education Policy (NEP) 2020, offers multiple exit points -- certificate after one year, diploma after two and a degree after three years. Students completing the fourth year are awarded an Honours with Research degree, with an added emphasis on research, entrepreneurship and skill-based learning. In an interview with PTI in May, Singh had called the fourth year a "game changer." by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like American Investor Warren Buffett Recommends: 5 Books For Turning Your Life Around Blinkist: Warren Buffett's Reading List Undo "This is the first time the focus is on research, entrepreneurship and skill... this fourth year will be a game changer," he had said. However, teachers' associations and educationists remain skeptical, with several pointing out that the restructured programme may lead to increased dropout rates, as students are unclear about the value and content of the fourth year. There are also concerns about overburdened faculty and limited funding for essential upgrades. Amid these infrastructure concerns, Singh said the university is committed to addressing them. "Don't worry. If facilities are not available, they will be created. It is in the interest of our students," he had said. With just a week remaining, Delhi University faces the challenge of addressing these logistical and academic gaps. The coming time will be crucial in determining whether the ambitious overhaul will fulfil its promise of transforming undergraduate education or falter under unpreparedness.
