It empowers Sabah to exercise greater control over its oil and gas resources, paving the way for a period of renewed growth and development within the state. This positive outlook is further bolstered by the success of SMJ Energy, a Sabahan oil and gas company that has achieved remarkable financial standing, boasting a coveted triple-A bond rating and substantial assets and profitability as demonstrated by its RM50 million maiden dividend to the State Govt in 2023. However, a crucial question remains – how can Sabah leverage these developments to create a truly inclusive oil and gas ecosystem that empowers its local population? Moving Beyond Resource Extraction - A Collaborative Approach While the CCA and SMJ Energy's success are positive indicators, a strategic shift is necessary to translate these developments into tangible benefits for Sabahans. The focus should extend beyond mere resource extraction. Petronas, as the national oil company, has a unique opportunity to foster a collaborative environment. This can be achieved by actively supporting and nurturing the growth of Sabahan companies, enabling them to become key players across various segments of the oil and gas value chain. Moving away from the narrative of a skills gap, Petronas can play a pivotal role in bridging this gap by investing in targeted training programs and mentorship initiatives. Equipping Sabahans with the necessary expertise will unlock their potential to contribute meaningfully across the upstream, midstream, and downstream sectors of the industry. Transparency - Building a Ladder of Opportunity Transparency is paramount in ensuring equitable participation. Demystifying the entire oil and gas value chain – from upstream exploration and production to downstream activities like logistics, maintenance, and even catering services – is crucial. This information, readily available and presented in a clear and concise format, will empower aspiring entrepreneurs and business owners to identify suitable entry points for participation. Imagine a comprehensive breakdown of the different stages within the industry, along with clear outlines of the qualifications and resources needed for participation at each level. This will empower Sabahans, from established businesses to individuals with entrepreneurial ambitions, to identify their ideal entry points. Think of it as a carefully constructed ladder. A local catering company, for example, can begin by providing food services to offshore platforms. As their expertise and capacity grow, they can climb the ladder, potentially securing larger contracts or even expanding into other segments like equipment maintenance or specialized transport. This fosters a dynamic environment where local businesses can continuously improve and evolve alongside the industry. Additional Crucial Measures for Empowering Local Participation Infrastructure Development: Investing in Sabah's transportation networks, communication systems, and power grids will create a more attractive environment for businesses and incentivize further participation. Improved infrastructure will not only reduce operational costs but also enhance productivity and efficiency. Education and Training Alignment: Aligning Sabah's education and training curriculum with the specific needs of the oil and gas industry will ensure a readily available pool of qualified local talent. This includes incorporating relevant technical skills training alongside soft skills development programs to nurture well-rounded professionals. Local Content Requirements: Establishing clear and measurable local content requirements will incentivize contractors and operators to utilize Sabah-based services and workforce. This can be implemented through a tiered system that offers preference to companies demonstrating a commitment to local hiring and procurement. Financial Support Mechanisms: Providing access to financing for Sabahan businesses, particularly SMEs, is crucial for contract competition and joint venture participation. Loan guarantees, tax breaks, and subsidies can level the playing field. Grant programs specifically targeted towards innovation and technological development in the oil and gas sector can further empower local companies. Encouraging Innovation and Entrepreneurship: Fostering a culture of innovation and entrepreneurship will be critical to drive local participation beyond traditional service provision. Supporting the development of homegrown oil and gas technology and service companies will ensure Sabah has a stake in the entire value chain. This can involve establishing business incubators, providing mentorship programs, and organizing innovation challenges focused on addressing industry-specific problems. A Shared Journey Towards Prosperity By fostering an inclusive and transparent environment, Sabah can unlock its true potential in the oil and gas sector. Empowering Sabahans to participate meaningfully will not only contribute to their own economic well-being but also fuel the state's growth and development. The future is bright, and by equipping Sabahans with the right tools and knowledge, we can ensure they are well-positioned to navigate this exciting new chapter and become active participants in the state's oil and gas renaissance. Minister: Drainage, irrigation projects require proper process, no shortcuts

MIRI (July 15): The implementation of drainage and irrigation improvement works cannot be rushed as they must follow proper procedures, said Minister for Transport Sarawak Dato Sri Lee Kim Shin. Lee pointed out that multiple stages are involved, including planning, applying for funding, and engaging consultants. 'All these projects take time ― from planning to securing funds, up to awarding the tenders to contractors. We cannot take shortcuts. Consultants must be appointed to conduct studies, surveys, and to draft plans. 'The Department of Irrigation and Drainage (DID) must then submit these plans to the State Planning Authority (SPA) for approval before proceeding with project design and tender,' he told reporters during a site visit to the proposed drainage works at Taman Lopeng here yesterday. As such, Lee urged residents to understand the situation and not assume that the authorities are ignoring flood issues in their area. He said DID Miri has drawn up plans for a major drainage upgrade project covering areas from Taman Tunku to Padang Kerbau. 'The RM50-million project has been in the pipeline for nearly three years and funding for its implementation has been approved,' he said. The project, slated to commence by the end of this year, aims to mitigate flood in low-lying and flood-prone zones from Taman Tunku to Padang Kerbau. Lee added that this is one of two major drainage projects approved for his constituency. 'The other involves areas in Senadin and Lutong with a project value of RM45 million,' he added. On the maintenance of an earth drain stretching two kilometres in Pujut Padang Kerbau, Lee said the flood drain discharges into Sungai Dalam. According to him, RM75,000 has been allocated for cleaning works, which commenced last week and are expected to be completed within two weeks. Safeguard against fake participation in oil and gas: Non-Sabahan companies using drivers, cleaners as equity holders

I know many do this. That is over now. We need serious, genuine local participation.' Kota Kinabalu: Dayak Chamber of Commerce and Industry (DCCI) President Datuk Allan Keripin Nangkai said Sarawak's century-long experience in oil and gas will be useful when partnering with Sabah companies. 'We have been in oil and gas for more than 100 years. Some of our companies are well established. We want to team up with Sabahan companies to share our experience and help them grow,' he said during the forum's question and answer session. He said this at the recent Kadazandusun Chamber of Commerce and Industry (KCCI) – Dayak Chamber of Commerce and Industry (DCCI) Oil and Gas Business Opportunities Forum at the ITCC Grand Ballroom. When asked about using Sarawak's Petros licenses in Sabah, SMJ Energy Sdn Bhd's Oil and Gas Services and Equipment (OGSE) and Corporate Executive Director Terry Biusing pointed out partnership while maintaining Sabah's streamlined approach. 'My advice is to work with Sabahan companies. Get them to apply for the license,' he said. He said Sabah deliberately chose not to create duplicate licensing systems, instead focusing on monitoring and transparency through existing Petronas frameworks. 'We do not want to create another unnecessary level of control. We want to work with Petronas,' Terry said, pointing out SMJ Energy's efficient, results-focused approach that delivers through policy changes rather than adding more bureaucracy. 'The opportunity is huge. We spend about RM7 billion annually on oil and gas in Sabah. That opportunity is there for Sabah,' he said. 'The government will continue to find ways to assist you,' he told local business leaders at the CEO Masterclass Sabah 2025: Scale Beyond Limits held at the Sabah International Convention Centre, here, Thursday. 'The most important thing is having the right mindset and creating an ecosystem that is business friendly and comfortable for people to do business and grow their business. 'The business of the government is not to compete with the private sector but rather to facilitate the innovation of privately owned companies to make more money,' he said. The event was co-organised by the Sabah Young Business and Industry Leaders (Sybil) and the Malaysian International Chamber of Commerce and Industry (MICCI) in support of the Sabah Trade and Tourism Office Singapore with Daily Express as the media partner. While acknowledging infrastructure issues in Sabah, Masidi said the government's support goes beyond just solving infrastructure problems but also creating the right environment for businesses to thrive. 'We are continuing to try to improve, and I know it is a huge challenge, but I am sure one day we can say that we can tackle the problem and solve the problem together,' he said. He also pointed out the important need for unity among all stakeholders for moving forward. 'We should be united. 'If you talk about scaling the boundaries, it is about networking and creating something that we can do together. Instead of just me or you. It should be us,' he said. He also spoke about the importance of adaptability in today's fast-changing business environment. 'Adaptability means being able to weather a storm because you are adaptable to changing circumstances. Things can change overnight. So, we need to be ready. 'We need to have good collaborations and networking because we need adaptability. We must work together and be more adaptable to changing circumstances. 'I sincerely believe that Sabahans have full potential, a lot of potential to grow. With the right mindset and collaborative approach, the State can overcome its challenges and unlock its full economic potential,' he said. Meanwhile, MICCI Vice President Datuk Lee Swi Heng said the event captures the collective vision to empower each other towards unlocking potential and pursuing sustainable growth far beyond conventional boundaries.
