Bengaluru: With the Justice HN Nagamohan Das Commission likely to submit its report on internal reservation among Scheduled Castes (SCs) next week, home minister G Parameshwara has called a meeting of Congress legislators and ministers from various SC sub-castes to discuss the way forward.
The meeting, tentatively scheduled for Saturday at Parameshwara's residence, is aimed at gathering opinions within the party to avoid confusion and ensure consensus on the sensitive issue.
"We plan to have a discussion on various sub-castes and their opinion," Parameshwara said Thursday. "We had such a meeting before the survey. This is a continuation."

The Justice Nagamohan Das Commission is expected to submit its report on Monday (Aug 4), and the meeting is seen as a strategic move by Parameshwara to build intra-party cohesion ahead of the submission.
When pointed out that Congress' high command had previously stopped a similar gathering, Parameshwara said, "We had planned a huge rally then and they asked us to postpone it. They (high command) will not stop meetings of legislators as it is within our authority."
Asked whether this meeting would also include dinner, Parameshwara quipped, "Dinner or lunch or coffee meeting, we will do something."
A similar dinner meeting in Jan involving SC and ST ministers and legislators had triggered speculation about a leadership shift.

While Parameshwara and others dismissed it as a preparatory event for an SC/ST convention, the gathering had sparked talk of a possible Dalit chief minister for the state.
This discussion has gained fresh traction following recent remarks by AICC president Mallikarjun Kharge, who expressed disappointment over not being made chief minister in 1999. Parameshwara had recently said: "There was nothing wrong if the party's national president returned to state politics."
Meanwhile, BJP MP and former deputy chief minister Govind Karjol Thursday, who is spearheading demand for internal reservation for Scheduled Castes (SC), said Thursday they would launch a "Do or Die" movement if the state govt fails to act by Aug 11.
Karjol said symbolic statewide protests will begin from Friday, and the govt will have until Aug 11 to issue an order providing internal reservation to SC communities. "If the govt does not, we will intensify our agitation from Aug 16.
It will be a non-cooperation movement," he said.
On Friday, Madiga community members together with other SCs and with support from several organisations, will demonstrate in front of deputy commissioners' offices at district headquarters and tahsildars' offices in taluks. Protesters will submit memoranda demanding internal reservation.
Karjol accused the govt of going back on its pre-poll assurance on internal reservation, reiterating that a seven-judge bench of the Supreme Court headed by Justice Arun Kumar had ruled in 2021 that state govts had the authority to provide internal reservation.

At present, apart from the principal bench in Mumbai, the high court has two more benches -- at Nagpur in eastern Maharashtra and Aurangabad (Chhatrapati Sambhajinagar) in the central region of the state. The new bench is likely to have jurisdiction over six districts - Satara, Sangli, Solapur, Kolhapur, Ratnagiri and Sindhudurg (last two located in coastal Konkan region). Chief Justice of India B R Gavai had earlier this month also supported the demands for a HC bench at Kolhapur. Chief Minister Devendra Fadnavis posted the notification published in an official gazette on social media platform X and noted the decision to set up the bench at Kolhapur will bring much-needed relief to litigants and legal professionals in the region. Terming it a "historic development," the CM expressed his delight at the decision, stating the matter had been under active consideration since the beginning of his tenure. "It was a long-standing demand of the people, and I had been pursuing it consistently. I am extremely delighted it has now succeeded," said Fadnavis, who also handles the law and judiciary portfolio. The CM extended his gratitude to CJI Gavai and HC Chief Justice Aradhe for their support in enabling the setting up of the new bench. NHRC seeks action taken report on caste-derogatory village, locality names across India

In a significant move aimed at upholding constitutional values of equality and dignity, the National Human Rights Commission (NHRC) has issued notices to the Department of Posts and the Principal Secretaries of Urban Development and Panchayati Raj Departments across all States and Union Territories, calling for a detailed Action Taken Report (ATR) regarding the continued use of caste-indicative and derogatory names for villages, localities, settlements, and streets across the country. The matter was brought before the NHRC through a complaint dated July 10, 2025, and considered by the Commission on July 28. The complainant had raised serious concerns about the persistence of offensive nomenclature that reflects caste-based discrimination. The Commission noted that such names violate the constitutional ideals of equality and human dignity, and contribute to the continued social stigma faced by the Scheduled Castes, even after over 7 decades of Independence. Taking cognisance under Section 12 of the Protection of Human Rights Act, 1993, a Bench presided over by NHRC Member Priyank Kanoongo directed the issuance of a formal notice. The Commission emphasised that the NHRC is empowered under the Act to investigate such matters with the authority of a civil court. The NHRC stated: 'The complainant has urged that such names be reviewed and renamed, as they are offensive and contrary to the constitutional ideals of equality and human dignity.' The Commission also cited several key legal and administrative references to support its directive. These include a 1990 circular from the Ministry of Social Justice & Empowerment instructing all governments to discontinue the use of the word 'Harijan', and a 1982 Ministry of Home Affairs directive banning the use of both 'Harijan' and 'Girijan.' States like Odisha, Maharashtra, Karnataka, Delhi, Punjab, and Kerala have already taken steps to enforce constitutionally-appropriate terminology. Further, the NHRC highlighted the Supreme Court's 2017 ruling in Manju Devi vs. Onkarjit Singh Ahluwalia & Others, which observed that caste-referential terms such as 'Harijan' and 'Dhobi' could constitute social insult or abuse. The SC/ST (Prevention of Atrocities) Act, 1989, particularly Section 3(1)(u), also criminalises the use of caste-based slurs, naming terms like 'Chamar', 'Bhangi', and 'Mehtar' as punishable offenses. The Commission also referenced a 2024 Supreme Court order in a Public Interest Litigation (PIL) directing the government to consider removing casteist terms such as 'Chamar', 'Kanjar', 'Chuhra', and 'Bhangi' from official records. In its directive, the NHRC has asked all concerned authorities to compile and submit a list of towns, villages, panchayats, and other public spaces that still carry caste-indicative or derogatory names. It has also requested a report on the measures being taken to rename or remove such terms. The deadline for submission is four weeks from the date of notice. The Commission aims to address systemic discrimination embedded in geographical and administrative nomenclature, and to ensure that public spaces reflect the values enshrined in the Indian Constitution.
