South Shore Line fares increasing July 1 in first jump since 2018

Fares for South Shore Line riders will increase an average of 10% on July 1 after a 4-1 vote by the Northern Indiana Commuter Transportation District board.
Gary Mayor Eddie Melton voted no Wednesday, explaining he had more questions about it before he could support it.
General Manager and President Michael Noland said the fare increase comes after the railroad has depleted its savings following the COVID-19 pandemic.
'We have not had a fare increase on this RR since 2018,' he said. Planned increases were skipped when the pandemic caused ridership to plummet.
As the railroad went to the Statehouse looking for additional funding, Noland said, state officials asked, 'What are you doing with respect to self-help?'
The railroad has been conservative with its operating expenses and partnered with labor unions to find ways to reduce expenses and turn that into wages, he said. Still, a fare increase was needed.
Noland said the fare increase will bring in about $1.25 million to $1.5 million in additional revenue annually.
The fare increase is a big jump, at an average of 10%, but it's been a long time coming. The consumer price increase has gone up 'something like 35%' since 2018, he said.
Future fare increases are likely, perhaps 5% every other year beginning July 1, 2027, if inflation is around 2.5% per year, he said.
The railroad held five public hearings on the fare increases in April and May and solicited comments in writing and by email as well. 'We received feedback. No one ever raises their hand and says please, please, please raise our fares,' Noland said.
The hearings in Porter, LaPorte and St. Joseph counties didn't draw any attendees, Director of Strategic Planning and Grants Kelly Wenger said.
'We did not have a tremendous opposition to it,' Noland said.
In implementing the fare increase, the railroad is eliminating its buy-one-get-one-free promotion for monthly tickets.
'We heavily discount our monthly tickets,' which have historically been the railroad's bread and butter, Noland said. 'They're still important riders to us,' but ridership trends are changing.
The pandemic taught companies that employees working at home could still be productive. Fewer people working in an office five days a week means fewer riders each day.
Now a lot of workers are in the office just two or three days a week, Noland said. They're not necessarily working 9 to 5 in the office, either. Some just need to be there in time for a 9:30 a.m. staff meeting and can leave earlier, affecting rush hour demand for trains.
'The monthly ticket doesn't make sense to them. They're not getting the value out of it,' Noland said. Instead, they might opt for a 10-ride or 25-ride ticket. With the new fare structure, a 10-ride ticket is discounted 10% over the single-ride rate. It previously was discounted 5%. A 25-ride ticket now will be discounted 20%, rather than 10%.
The monthly ticket price is going up 10%. 'We're going to keep it. We're not going to get rid of it,' Noland said. It will be up to riders to decide which ticket best serves their needs.
The railroad's overall ticket sales have jumped 32.4% for the first four months of this year, compared to the same period last year. One-way tickets are up 33.2%, and monthly tickets are up just 8%, the lowest increase of any type of ticket. 25-ride ticket sales are up 11.6% and 10-ride tickets are up 11.7%.
The railroad offers reduced-price fares for senior citizens, active duty military, children under 13 and riders with disabilities. In addition, up to three children 13 and under can ride free when accompanied by a parent on weekend, holiday and off-peak weekday trains.
Wenger, whose many duties include compliance officer for Title 6, which affects low-income and minority communities, said they're not adversely affected by the fare increase, based on 2024 ridership data.
Hudson Lake, the one community showing a disparate impact for the new fare structure, was based on insufficient response for that community. Only one person responded to the survey.
'Hudson Lake on a good day has four riders,' Noland said. The last passenger count was three, Wenger said. 'We must have lost someone somewhere along the way.'
On-time performance has improved dramatically in the past year even as more trains are operating. Weekly trains reporting on-time performance increased 142% and trains arriving within 10 minutes of scheduled arrival time are up 85%.
Noland, looking at a chart on the performance increase, remarked, 'I wish my stock portfolio looked like that.'
The board discussed potential impacts on ridership from external events. If the state decided to turn the Borman Expressway into a toll road, that 'likely would drive, from an economic standpoint, ridership to the South Shore Line,' Noland said.
'That shifts their mentality: Maybe you know what, I'm going to take the train,' he said. When the Dan Ryan Expressway was under construction, ridership hit an all-time high.
Board chair Lyndsay Quist, who heads the Indiana Department of Transportation, said her agency did some preliminary work when the General Assembly talked this past session about tolling on the state's expressways but hasn't submitted a formal request to the federal government yet.

Gary officials celebrate progress of Aetna home construction

As he stood outside a newly constructed home on 10th Avenue, Gary Mayor Eddie Melton said the structure represented much more. 'This is proof that Gary's plan and strategy in revitalizing neighborhoods is in the works,' Melton said Friday. 'This is more than just a city initiative — this is a collaborative effort with stakeholders and organizations that are extremely important.' Melton and other officials allowed the public to see progress on the first single-family home to be built in the Aetna neighborhood in decades. The home, located at 5544 E. 10th Ave., will be complete near the end of July. The development was spearheaded by Frederick Long and Laneé Nicole, local real estate professionals, and developer David Sutor. The Gary Redevelopment Commission opened a Requests for Proposals process in 2024, with the proposal selected during a June 5, 2024, commission meeting, according to a news release. 'Today is a celebration, not just of building homes, but of people, of partnerships, of promise and progress,' Nicole said. 'This isn't just a house — it's somebody's home. This isn't just a community — it's our community.' The single-family structure is part of 15 planned homes that will feature ranch-style and two-story options, modern amenities and new construction. All homes will be built on a slab without basements. Ranch properties will be about 1,400 square feet, starting at about $220,000, and two-story homes will be about 2,000 square feet and start at about $260,000, according to a news release. The remaining 14 homes are planned to be completed throughout the next couple of years. Christopher Harris, executive director of redevelopment for the city of Gary, said his goal is to see more than demolition in the city, and seeing the new home Friday gave him hope for the future. 'Think about it: 15 new construction homes in this neighborhood,' Harris said. 'It hasn't happened (in Aetna) in decades. That speaks to the demand, right?' The construction is part of the city's initiative to remove blighted structures throughout Gary. In March, the city began its second phase of the Aetna demolition, according to Post-Tribune archives. Blight elimination is one of Melton's focuses as mayor. As state senator, Melton created the Senate Bill 434, which established the blighted property demolition fund and allows the city to receive $6 million from the state of Indiana for blight elimination. The city had to match those funds, with half coming from American Rescue Plan Act funds and $3 million from the Hard Rock casino. On Friday, Melton said his goal was to start demolishing blighted homes in Aetna before moving to the rest of the city. Last year, Gary demolished about 40 blighted structures in the Aetna neighborhood, Melton said. 'We piloted this targeted approach to make a noticeable, meaningful and impactful difference, so residents can see (the change),' he said. 'Is it complete? Absolutely not. There's still a lot of work left to do.' Melton believes the Aetna neighborhood offers many opportunities to residents and future homeowners. He highlighted its proximity to the South Shore Line's Miller train station, a Gary Public Transportation Corporation route and major highways, including Interstates 65, 94, 90 and 80. He also highlighted the proximity to Miller's Lake Street offerings, the beachfront and Indiana Dunes National Park. Councilman Myles Tolliver, D-at large, spoke at Friday's press conference, saying he's excited about what the development means for Aetna's future. Tolliver shared Melton's sentiments about why Aetna is a prime location for new development. 'Here is the greatest city in Northwest Indiana,' Tolliver said. 'It's time for us to show it. We do that by building infrastructure and what will be homes.'

Gas prices are expected to fall: ‘It's going to be the cheapest summer since 2021,' one expert says

As Americans gear up for summer travel, prices at the pump may be cooling off. This summer could bring the lowest gas prices in years, and the national average price of gas could fall below $3 a gallon as early as September, says Patrick De Haan, head of petroleum analysis at GasBuddy. "It's going to be the cheapest summer since 2021, when the economy was heavily influenced by Covid," De Haan says. As of Tuesday, the national average for a gallon of gas in the U.S. was $3.21, up roughly 10 cents from two weeks ago, according to the U.S. Energy Information Administration. The spike was largely driven by a jump in oil prices due to the Israel-Iran conflict in the Middle East, but now that both countries have agreed to a ceasefire, De Haan says he expects prices to steeply fall and then resume their "slow decline" over the course of the summer. Typically, gas prices tend to drop throughout the summer due to various factors that increase the supply of gas, De Haan says. That includes jolts to gas prices from the switch to a more expensive summer blend of gasoline leveling off, refineries increasing production and consumer demand softening after early summer travel peaks. "Obviously the Middle East situation is an exception, but now that this is, seemingly for now, in de-escalation, gas prices should resume their slow decline over the course of the summer," De Haan says. Adjusted for inflation, gas prices are near the lowest levels we've seen in the last 20 years, De Haan says. The typical American uses about 3% of their income to fill up their tank every year, De Haan says, whether it's with gasoline or diesel. Due to rising incomes, "Americans are actually spending far less of their income on energy than they have in quite some time," De Haan says. Year over year, the price of gas is down 12%, according to the U.S. Bureau of Labor Statistics' most recent Consumer Price Index report released earlier in June. This is largely due to fears that the U.S. economy is slowing down and an increase in supply of oil from a group of oil-producing nations known OPEC+, CNBC reported in May. Ultimately, De Haan says it's important to remember that most shocks will be temporary. The price of gas is mostly determined by the market for oil, which is constantly reacting to global events — so just as quickly as prices rise, they will often fall once the disruption passes. "Every event that's ever affected us from a pipeline outage … to major hurricanes that impact gas prices, all these events are temporary," De Haan says. "The world is changing every day. It's not always for the worst."

Like many pandemic graduates, my young adult life started not with a bang, but with a whimper. There was no big celebration, just a diploma picked up from the school office and a new job as an associate editor at a Charlotte-based digital media company. I graduated from UNC-Chapel Hill in December 2020. My lease, signed with four housemates, ran until the following summer. For the first half of 2021, I worked remotely in the same house I'd lived in during my first semester of senior year. Professional life wasn't much different from my life as a student, but I was content. When the lease ended, I was faced with three choices: move to Charlotte in anticipation of when my workplace returned to in-person work, find new housing in Chapel Hill, or move back home. At that time, COVID vaccines had been rolled out, but the pandemic wasn't over. I didn't want to move to a new city under those circumstances. With most of my friends leaving Chapel Hill, staying felt pointless. Moving home was the cheapest and easiest option. I took it. The savings added up, but I was languishing I moved into my old room and shared meals with my parents, just like I'd done before college. I worked from home, writing and editing articles about personal finance. My parents didn't charge me for rent or food. But, I helped out around the house and covered any personal expenses, like my phone bill and miscellaneous purchases. With no rent or bills, and student loan payments paused due to COVID, I saved roughly three-quarters of my income. I invested some of that money and kept the rest in a high-yield savings account. But while my savings grew, my personal life languished. My parents were loving but often treated me like the kid I used to be, not the adult I'd become. After four years of independence during college, that was hard for me to adjust to. I was also lonely. St. Louis was my hometown, but I had no community there. My friends were scattered across the country, and pandemic restrictions made it hard to meet new people. I knew I didn't want to stay in St. Louis long-term. Building a life there felt pointless since I planned to leave once the pandemic ended, but I didn't know when that would be. Moving to Charlotte was the fresh start I needed After eight months of limbo, I finally found the motivation to leave home when my workplace reopened for hybrid work. With my parents' support, I moved to Charlotte in February 2022. When I left home, I had about $15,000 saved. That money was invaluable in kickstarting my new life, which came with a surprising amount of upfront costs. I had no problem paying for my apartment's security deposit and first month's rent. When I couldn't find a suitable car due to the 2022 car shortage, I could up my budget and keep the monthly payment manageable with a higher down payment. I felt comfortable buying supplies for the apartment without second-guessing every expense. I even had several thousand dollars left over for an emergency fund. I didn't spend extravagantly, but it was incredibly freeing to know I could pay for the things I needed — now and in the future, thanks to my emergency fund — without going into debt. Starting my young adult life without credit card debt and with a financial buffer made everything less stressful. Was it worth it? I'm incredibly privileged — and grateful to my parents — to have had the choice to return home while working full-time. Not everyone has the chance, and not everyone has the choice. I was also lucky to land a job upon graduation, a privilege many pandemic graduates didn't have. But was moving home worth it? From my personal finance journalist's perspective, unequivocally yes. The money I saved set me up for long-term financial stability and made my first year in Charlotte so much easier. From a personal perspective, it's complicated. Those months at home weren't exactly the happiest time, but I don't regret them. They taught me that in order to build a life that made me happy, I needed to stop taking the cheap and easy way out. The year after I moved to Charlotte was one of the best in my life. My expenses ballooned, but I had freedom, community, and a better relationship with my parents despite the distance — all things worth more to me than money.
