Appointment of new chief secretary likely to pave way for bureaucratic reshuffle in Uttar Pradesh
Goyal was additional chief secretary in the CM's Office prior to his elevation to the state's top bureaucratic post. He also held charge of the civil aviation, estate, protocol departments and was additional resident commissioner.
After Goyal took over as the chief secretary, the charge of the civil aviation, estate, protocol departments and additional resident commissioner has been given to Sanjay Prasad, principal secretary to the chief minister. Prasad also holds charge of the home and information departments.
'There will be a need for a full-time officer at the top level in the CM office to handle the daily affairs and to coordinate between various departments. Sanjay Prasad is considered a trusted officer of chief minister Yogi Adityanath. If he continues in the CM office, then another officer will be posted in the home department or there will be a new officer in the CM office at the senior level if Prasad continues in the home department,' a state government officer said.
The chief secretary also holds charge of important posts like the infrastructure and industrial development commissioner, chairman of PICUP and CEO UPEIDA.
Earlier, when Durga Shankar Mishra was the chief secretary, the then additional chief secretary Manoj Kumar Singh was the IIDC as he was tasked with organisation of the Global Investors Summit and Ground Breaking Ceremonies. It remains to be seen if Goyal continues as IIDC and CEO UPEIDA or another officer is given the charge of the two departments at a time when the state government has started preparing for the Ground Breaking Ceremony likely to be held in October- November.
Additional chief secretary, finance, Deepak Kumar has charge of multiple departments, including agriculture production commissioner, secondary education and basic education. There is a buzz in the bureaucracy that Kumar may be relieved of the charge of some departments.
Recently, chief minister Yogi Adityanath had reviewed the working of various departments and divisions. He had expressed displeasure over the working of officers heading various departments after public representatives complained to him.
'The non-performing officers and those who failed to comply with the government orders will be transferred,' a state government officer said.
The transfer of district magistrates and divisional commissioners is also in the offing. On Monday (July 28), the state government transferred 23 IAS officers, including 10 district magistrates.

Action on Kaleshwaram report after House debate: Revanth
Hyderabad: The state govt has decided to act on the Justice PC Ghose Commission report, which squarely blamed former chief minister K Chandrasekhar Rao and his administration for corruption, irregularities and engineering failures in the Kaleshwaram project, particularly sinking of piers in Medigadda, and damages to Annaram and Sundilla barrages. Chief minister A Revanth Reddy on Monday said concrete action would be taken "strictly on the basis of the report," but only after a detailed debate in, both the assembly and council. "This will not be political vendetta. The report is the outcome of an independent judicial inquiry led by Justice Ghose, one of the country's most distinguished jurists," he asserted. The 665-page report was tabled before the cabinet four days after it was submitted to the govt. The cabinet cleared it along with a brief summary prepared by a three-member officials' committee. The CM said opinion of all political parties and independents would be sought before finalising the next course of action. The Ghose commission has held a range of decision-makers — former ministers, senior IAS officers, irrigation engineers, contractors and project agencies — accountable for the massive procedural, technical and financial mess. It traced the project's decline to KCR's 'unilateral decision' to abandon the original Pranahita-Chevella project and redesign it as the Kaleshwaram Lift Irrigation Scheme. "Every crucial decision — from site changes to cost escalation to contract awards — was taken personally by the then chief minister," the report states. Even senior BRS leaders such as former irrigation minister T Harish Rao and former finance minister Eatala Rajender were found culpable. "The commission stated that corruption took place on a massive scale and wrong decisions made for selfish gains caused the present collapse of the barrages," Revanth said. Irrigation minister N Uttam Kumar Reddy, with deputy CM Mallu Bhatti Vikramarka by his side, quoted the report to say that the cabinet approval shown for the Rs 2,591-crore Medigadda barrage was illegal. "The commission conclusively stated that KCR took all decisions on Medigadda, Annaram and Sundilla barrages without placing them before the cabinet," he said. According to the report, the entire project was characterised by "rampant and brazen procedural and financial irregularities." The commission listed the faults: Lack of proper planning, inflated estimates, illegal approvals, switch from lumpsum to turnkey contracts, revised estimates with mala fide intent, undue favours to agencies, defective designs (barrages constructed as dams), poor quality control, faulty construction, absence of operation and maintenance systems, missing manuals, illegal completion certificates, premature release of bank guarantees and complete financial mismanagement. The report goes on to say that the Kaleshwaram scheme, once projected as the lifeline of Telangana, has turned into a "colossal waste of public money due to profound failure of governance, technical oversight and financial discipline, driven by individual decisions and undue influence of political leadership."

‘Walking memory of movement'
1 2 Some silences weigh heavier than words. When Dishom Guru Shibu Soren passed away, it was not merely the end of a political life — it was as if a part of the land itself had gone quiet. For millions, he was not just a leader, but a walking memory of a movement, the weathered face of hope and dignity. I remember a day at the Dumaria Mela in Littipara. Thousands had gathered under the open sky to see Guruji — then chief minister — speak. I had just begun learning Santali and greeted the crowd in hesitant, imperfect words. To my astonishment, Guruji paused the programme, walked across the dais, and acknowledged me before the crowd. It was not just encouragement — it was his way of saying that efforts to understand his people mattered. That moment never left me. It taught me that in leadership, empathy is not a virtue — it is a necessity. He spoke fiercely against the exploitation of tribal communities — his voice rising against moneylenders, against alcoholism, against anything that broke the spirit of his people. These were not rehearsed lines. They came from a life carved in loss and resistance. Once, in a quiet moment, he told me, "Adversities aren't curses; they are our oldest teachers." by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like 5 Books Warren Buffett Wants You to Read In 2025 Blinkist: Warren Buffett's Reading List Undo That sentence alone explains the resolve that defined his journey — from a grieving son to a people's voice. In 2010, Guruji was focused on whether ration reached the poorest, whether dignity was delivered with it. He was not chasing applause — he was chasing justice. He dreamt of welfare with astonishing foresight — he dreamt of 2025 in 2010. Even in his final years, I saw him walking through fields, never far from the earth. He believed that agriculture would one day reclaim Jharkhand's pride. (The writer is an IAS officer. He is serving as the director of Shri Krishna Institute of Public Administration, Jharkhand. Rise in FDI over past 8 yrs: UP govt
Lucknow: Foreign Direct Investment (FDI) in Uttar Pradesh increased significantly over the past eight years, claimed the state govt on Monday. "Between 2000 and 2017, the worth of FDI in UP stood at Rs 3,000 crore. But the scenario has changed drastically now," an official spokesperson said. Blaming UP's dismal industrial ecosystem under previous govts, the spokesperson said: "The gloomy scenario reflected in poor rankings in ease of doing business, absence of a single-window system, lack of basic infrastructure, unclear industrial policies, and unstable law and order all contributed to a lack of investor confidence." Determined to change this narrative, the UP govt set a bold vision to make the state the most preferred investment destination, they said adding: "The results speak for themselves—between 2019 and 2023, the state attracted FDI worth thousands of crores, marking a dramatic rise compared to previous decades. " Taking references of how the state govt successfully hosted the UP Investors Summit in 2018 and Global Investors Summit in 2023, they informed: "The first attracted investment proposals worth Rs 4.28 lakh crore, while the latter drew a record-breaking Rs 33.50 lakh crore. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like TV providers are furious: this gadget gives you access to all channels Techno Mag Learn More Undo To translate these proposals into reality, four groundbreaking ceremonies (GBCs) have been organised so far, with the fifth scheduled for Nov this year. " Officials concerned said through the four GBCs, more than 16,000 projects have been grounded, with over 8,000 of which are already operational, and the rest under implementation. Majority of investment has flowed into the manufacturing (62.25%), services (28.09%) and infrastructure sectors. Leading global companies like Vivo, Tata, Adani, PepsiCo, Haldiram and IKEA have made largescale investments in the state. For GBC-5, the govt is targeting the grounding of projects worth Rs 5 lakh crore, with the possibility of scaling up to Rs 10 lakh crore by the event date.
