BAREILLY: An IAS officer, who once survived seven bullets after exposing a Rs 100-crore scam, was transferred within 36 hours of taking charge as sub-divisional magistrate (SDM) in Shahjahanpur's Powayan.
The move came on Monday, hours after Rinku Singh Rahi hit the headlines once again - this time for performing sit-ups before a group of lawyers and cancelling two unpublicised land auctions.
A video of the "uthak-baithak" was shared on social media. Rahi believes it may have cost him the post. Shahjahanpur DM Dharmendra Pratap Singh, however, told TOI, "Rahi's transfer was initiated by the state govt and I have no idea about the precise reason behind it."
The auctions involved rights to village fish ponds and cattle shed land in Simra Viran. They were scheduled without public announcements, he said, a technical omission that could prevent fair bidding. "More people deserve the chance to participate in such auctions. My decision may have upset some people," Rahi, a 2022 batch IAS officer, said.
On the same day, he directed revenue officers to identify encroachments on govt land and issue notices.
"If no notice is issued within 15 days, an FIR will be filed against the lekhpal concerned," he warned. He also planned to digitise tehsil-level records, including court proceedings and document submissions. "People shouldn't have to file RTIs to get basic information," he said.
After landing in the town for his latest posting, he proposed creating two WhatsApp groups in every village - one to allow residents to report absentee officials, and another to post complaints and their responses openly.
"I had already done this in Mathura as a provincial civil services officer. This is not innovation. This is basic administration."
But it was the sit-ups on Monday that drew public attention. After asking a clerk to do sit-ups for urinating in the open, Rahi himself performed sit-ups in front of lawyers at the tehsil premises after they pointed out filthy public toilets. "I took responsibility because I was the senior-most officer.
If seniors lead by example, systems improve," he said. Asked whether the video led to his transfer, he said, "Could be.
"
He added: "I will serve wherever I'm posted. I'll not tolerate wrongdoing."
In 2008, as a provincial civil service officer in Muzaffarnagar, he exposed irregular transfers of social welfare funds. "When I refused bribes and kept digging, I was warned," he said. On March 26, 2009, while playing badminton, he was shot in the face.
The attack left him blind in one eye, with a bullet fragment lodged in his skull. "I lost everything except the will to fight," he said.
Four years later, in 2012, after being denied promotion, he staged a dharna outside the social welfare directorate in Lucknow. Police forcibly admitted him to a psychiatric facility. A decade later, he cleared the UPSC exam under the physically challenged category at age 40, secured all-India rank 683, and joined the 2022-batch IAS under the Persons with Benchmark Disabilities (PwBD) quota, UP cadre.
His tenure in Shahjahanpur lasted less than two days. His plans, he said, were simple: open the system to scrutiny, restore accountability, and make governance participatory.

THE CBI is 'cherry picking' to target the family of former Bihar chief minister and RJD chief Lalu Prasad in the land for jobs 'corruption' case, argued his lawyer before a Delhi Court on Friday. Lalu and his family have been accused by the CBI of enabling the recruitment of candidates for Group D railway substitute jobs who had allegedly transferred them land parcels as a quid pro quo. 'They're trying to dig deep to open all threads against the family… They're trying to link their names somehow,' argued Senior Advocate Maninder Singh, who is representing Lalu's daughters Misa Bharti and Hema Yadav. Singh was accompanied in court by advocate Aekta Vats. 'The land sales were years apart from the dates when the jobs were given… How can the CBI connect the two,' he argued before Special Judge Vishal Gogne of Rouse Avenue Courts. 'In three days, the Pacific Ocean changed due to the tsunami… multiple years is a long long time to wait.' 'This case seems to be the interpretation of one gentleman who sits in a room determined to point out that something was wrong,' the advocate said. 'The CBI has said there were no requirements for the jobs and that there was no urgency… Has any (land) seller ever told them they were under pressure from Lalu Prasad,' Singh asked the court. Singh also said while there were 103 accused persons in the case, there was a mention of just 12 land parcels in the chargesheets. Earlier last month, the CBI which was represented in court by Senior Advocate and Special Public Prosecutor D P Singh and Advocate Manu Mishra, had argued that Lalu had threatened Railway Ministry officials to speed up the recruitment process. The CBI case pertains to the alleged transfer of land at cheap rates to the RJD chief and his family in return for appointments made in Group-D substitute jobs in the Central Railways between 2004 and 2009, when Lalu was the Railway Minister. In its multiple chargesheets, the CBI has claimed that there were several discrepancies in the documents furnished by those who were given jobs in exchange for land such as candidates having sequential roll numbers on their caste and residence certificates. As per the CBI, Lalu had earlier acquired over 1 lakh square feet of land for only Rs 26 lakh as against the circle rate of over Rs 4.39 crore.

Communal tensions erupt after mob clashed over a social media post violence in the Yavat village of Maharashtra's Pune district on Friday (August 1, 2025). Pune Rural Police detained the person, who updated the status concerning an alleged rape incident in Madhya Pradesh. According to police, Yavat was peaceful after desecration of the Chhatrapati Shivaji Maharaj statue incident, in which two individuals were taken into custody. 'On Friday, the situation erupts over a WhatsApp status. We have taken one person in the custody and start with the process of filing a case,' Special Inspector General (IG) for Kolhapur, Sunil Phulari, adding Section 163 has been imposed and issued a warning to those trying to incite mobs. 'The stones were hurled on the glass windows of cars. Two car windows were damaged, one motorcycle was also torched, one bakery also damaged. One religious prayer place is also damaged to some extent. It was immediately controlled by the local Police officials,' said IG Phulari. The police deployed SRPF and additional police forces to maintain law and order. During the chaos, the two-wheelers and four-wheelers were vandalised. Police also shut down the weekly market in Yavat and did punchnamas (documentation) of damages caused in the incident. The situation is under control and peaceful. Almost all routine affairs are now normalised, informed police. IG Phulari calling the incident 'sudden' stated that strict action will be taken against the few local individuals and outsiders, who were involved. While speaking to media, SP Sandip Gill stated the suspects involved in the vandalism and stone-pelting are yet to be detained. An eyewitness Sameer Sayyed (39) underlined that after the villagers raised objection over the status, the people from both the community visited the accused house and questioned him why you posted it when things are sensitive. On July 26 night, an incident of desecration of the Chhatrapati Shivaji Maharaj statue caused tensions in Yavat. Another eyewitness said the public meeting of MLA Gopichand Padalkar is also one of the reasons for such provocation. On July 31, BJP MLA Gopichand Padalkar took a public meeting, wherein he spoke about desecration incident and called it a 'deliberate conspiracy' and urged police to conduct a 'combing operation' in Daund taluka to identify and deport the Bangladeshis or Rohingyas. Chief Minister Devendra Fadnavis confirmed lathi charge was used to pacify the tensions and asked, 'Is it necessary to make post after speeches? If someone is saying the speech is the reason, then it won't be tolerated. Some people are purposely putting status to ignite communal tensions. We will ensure the strict actions.' Deputy Chief Minister Ajit Pawar confirmed that the status was about an incident related to Madhya Pradesh.

Hyderabad: Citing her 25 years of experience, Dr A Namratha of Srushti Test Tube Baby Centre — arrested by Hyderabad police along with seven others in the alleged baby-selling racket — insisted that the complainant couple opt for surrogacy. This, despite the couple's medical tests confirming them fit to conceive. The tests were worth Rs 66,000. These revelations have come to light in the remand report filed by Gopalapuram police recently. The report also stated that the doctor used to store all surrogacy-related documentation in a separate consultancy room to keep it out of the reach of the staff and ensure that none of the records were handed over to patients. The remand report stated that the complainant couple was told by Dr Namratha in September last year that a healthy embryo was successfully implanted in the surrogate and confirmation of pregnancy was awaited. However, she handed them a two-day-old boy born to an Assamese couple, under the pretext that the child was biologically theirs. According to the remand report, when the complainants confronted Dr Namratha about it, she "verbally accepted her mistake" and sought time to resolve it. "But the couple could not reach her after that despite trying multiple times," the report added. Cops have also found that another accused, Dr N Sadanandam of Gandhi Hospital, used to supply anaesthesia to Dr Namratha despite knowing that the centre was running without registration. The Telangana Medical Council (TGMC) has served a show cause notice to both the jailed doctors.
