Signal No. 2 remains over 10 areas in Luzon due to Crising
According to PAGASA's 2 p.m. cyclone bulletin, the following areas will experience gale-force winds of 62 to 88 kph over the next 24 hours:

Tropical Storm Crising was last located at 135 kilometers east northeast of Tuguegarao City, Cagayan.
Crising packs maximum sustained winds of 75 kph and gusts of up to 90 kph.
PAGASA warned of heavy rainfall, gale-force winds enhanced by the monsoon, risks of storm surges, and rough sea conditions in several affected areas nationwide.
A gale warning has also been hoisted over the northern seaboard of Northern Luzon.
Landfall on Friday
Meanwhile, minimal to moderate risk of storm surge with estimated heights of 1 to 2 meters was predicted in Batanes, Cagayan, Ilocos Norte, and Ilocos Sur.
Crising will continue to move northwestward within the next 12 hours.
It may make landfall over mainland Cagayan or the Babuyan Islands by Friday afternoon or evening.
It is predicted to intensify into a Severe Tropical Storm by Friday afternoon, and exit the Philippine Area of Responsibility (PAR) at about the same time.
Potential threats
PAGASA is also monitoring the activity of Tropical Depression Crising and several tropical cyclone-like vortices that may develop into cyclones inside the PAR over the next two weeks.
In its 2 p.m. threat potential forecast, PAGASA said Crising continues to move towards the northern Luzon area, while a tropical cyclone-like vortex may possibly form near northern Luzon within PAR.
The said vortex has a high chance of developing into a cyclone within the forecast period of July 18 to 25.
In the following days of July 26 to 31, this vortex is expected to move towards Taiwan-Ryuku as another one forms inside the PAR and the Tropical Cyclone Advisory Domain (TCAD), with a low chance of becoming a cyclone.
A third vortex is expected to develop within the PAGASA Monitoring Domain (PMD), and may possibly be the remnants of Tropical Storm Crising. — VDV, GMA Integrated News

The Sangguniang Panlungsod approved Resolution No. 3503 series of 2025, adopting the recommendation of the Local Disaster Risk Reduction and Management Council (LDRRMC) to declare a state of calamity and to release funds by way of assistance to the typhoon victims. 'Valenzuela City was severely affected by Tropical Storm Crising, Dante and Emong, which, in combination with the enhanced Southwest Monsoon (Habagat), brought prolonged and intense rainfall, causing widespread flooding, paralyzing public transportation and utility services, and resulting in the displacement of thousands of families,' the resolution reads. 'The continuous adverse weather conditions have resulted in extensive damage to public infrastructure, residential areas and agricultural lands, endangering the safety and livelihood of residents,' it said. The resolution added, 'The declaration of a state of calamity is necessary to enable the City Government of Valenzuela to access additional resources and funding for disaster response and recovery efforts.' According to the city government, over 9,000 individuals were rescued and evacuated to temporary shelters due to the inclement weather. Relief operations and health services continue in the temporary shelters, while post-flood assessments are being conducted in the city as part of their recovery and rehabilitation efforts. Meanwhile, a free ride service was also launched in Valenzuela City to help affected passengers. The Valenzuela City government also remains under heightened alert amid the continuous downpour. State weather bureau PAGASA earlier said the Habagat will continue to bring rains over parts of the country on Monday. Occasional rains may persist over Ilocos Region, Abra, Benguet, Zambales, and Bataan while cloudy skies with scattered rains and thunderstorms is forecast over Metro Manila, Cagayan Valley, Cavite, Laguna, Batangas, Rizal, Occidental Mindoro, Oriental Mindoro, the rest of Cordillera Administrative Region, and the rest of Central Luzon. SHERYLIN UNTALAN/GMA Integrated News The reported death toll due to the impact of Tropical Cyclones Crising, Dante, Emong, and the Southwest or Habagat has increased to 31, the National Disaster Risk Reduction and Management Council (NDRRMC) said on Monday. In its 6 a.m. report, the NDRRMC said most of these fatalities were reported in Metro Manila with nine. This was followed by Western Visayas with six; Calabarzon with five; Negros Island Region and Northern Mindanao with three each; two in Central Luzon; and Mimaropa, Davao Region, and Caraga with one each. A total of 6,276,280 people or 1,751,776 families were affected by the bad weather in all regions except Eastern Visayas. The region with the most number of affected population was Central Luzon with 2,638,943. Of the total affected population, 122,716 people or 36,660 families were staying in evacuation centers while 80,766 persons or 21,309 families were taking shelter in other places. The extent of damage was reported at P6,500,351,557 for infrastructure, P510,305,972 for agriculture, and P281,660,000 for irrigation systems. A total of 15,309 houses were damaged —13,387 partially and 1,652 totally. Interruptions in power supply, water service, and communication lines were reported. Several airports and seaports became non-operational. A total of 70 passengers and 10 vessels remained stranded. Classes in 1,045 areas and work schedules in 911 areas were suspended due to the threat of the bad weather. A state of calamity was declared in 192 cities and municipalities. Habagat to prevail, bring rains on SONA Day
The Southwest Monsoon (Habagat) continues to prevail over the Philippines on Monday and will bring rains on the day President Ferdinand Marcos Jr. will give his State of the Nation Address (SONA), PAGASA said. The Ilocos Region, Abra, Benguet, Zambales, and Bataan will have occasional rains. Moderate to heavy rains may possibly result in floods or landslides. In its heavy rainfall outlook issued at 5 a.m., PAGASA said 50 to 10 mm of rainfall may affect Ilocos Norte, Ilocos Sur, La Union, Pangasinan, Abra, Benguet, Zambales, and Bataan. Metro Manila, Cagayan Valley, Cavite, Laguna, Batangas, Rizal, Occidental Mindoro, Oriental Mindoro, the rest of Cordillera Administrative Region, and the rest of Central Luzon may expect cloudy skies with scattered rains and thunderstorms. Flash floods or landslides may result due to moderate to at times heavy rains. The rest of the country on the other hand will experience partly cloudy to cloudy skies with isolated rains or thunderstorms. During severe thunderstorms, flash floods or landslides may possibly occur. Coastal waters will be rough in Extreme Northern Luzon, and moderate to rough in the western section of Luzon. The rest of the country will have slight to moderate coastal waters. Sunrise was at 5:38 a.m. while sunset will be at 6:27 p.m. Co-May and Krosa Meanwhile, PAGASA is also monitoring two weather cyclones outside the Philippine Area of Responsibility (PAR). Tropical Storm Co-May, formerly known as Emong when it was inside PAR, was estimated to be last located early Monday at 985 km northeast of Extreme Northern Luzon. It has maximum sustained winds of 75 km/h near the center and gustiness of up to 90 km//h. Co-May is moving northwestward at 15 km/h. DOST-PAGASA weather specialist Obet Badrina, in the weather bureau's public weather forecast, said Co-May is heading toward China. Typhoon Krosa, on the other hand, was last located early Monday at 2,455 km east northeast of Extreme Northern Luzon, packing maximum sustained winds of 130 km/h near the center and with gustiness of up to 160 km/h. Krosa is moving northward at 30 km/h. "Hindi inaasahan na papasok ito ng PAR (It is not expected that this will enter PAR)," Badrina said.
