Four enforcement officers at Malaysia's Bangunan Sultan Iskandar (BSI) Customs, Immigration and Quarantine (CIQ) Complex were nabbed for allegedly accepting bribes in what authorities call a "flying passport" scheme.
The term refers to when a person's passport is carried across the border by a third party and stamped without the holder being physically present.
The passports are later returned to the owners, who had entered Malaysia illegally. This allows them to bypass immigration processes, reported The Star.
The officers are suspected of receiving RM3,000 (S$910) in bribes, according to the New Straits Times (NST).
The two main suspects were detained during an unannounced inspection at the checkpoint on Friday (July 25). Another two were arrested for allegedly abetting the scheme on Saturday.
BSI CIQ Commander Roszita Dim said the two are a 31-year-old officer and a 49-year-old supervisor, reported Bernama.
During the operation, authorities found suspicious data entries linked to the ID of an officer manning a car zone counter, including records of foreigners identified as problematic visitors that would need to be manually corrected.
About RM2,800 in cash were found at the car clearance counter, and 14 foreign passports stashed in a bag hidden in the ceiling of another counter.
Two mobile phones were reportedly seized from the officer at the car counter, and another two from the motorcycle zone supervisor.
"Initial investigations suggest that the cash and mobile phones are linked to bribery transactions involving the 'flying passport' scheme," NST quoted a source from the Malaysian Anti-Corruption Commission as saying.
The suspects allegedly received around RM200 for each passport stamped.

In Pakistan, board sought as Zahir Jaffer on death row for Noor Mukadam's murder preparing mercy plea

July 21, 2025 ISLAMABAD – Zahir Zakir Jaffer, who was convicted of the gruesome murder of Noor Mukadam and sentenced to death, is preparing for a presidential mercy petition, according to a series of letters seen by as jail authorities have requested the formation of a medical board to evaluate his condition. Noor, aged 27 years, was found murdered at Zahir's Islamabad residence in July 2021, with the probe revealing she was tortured before being beheaded. Zahir's death sentence by the trial court had been upheld by the Islamabad High Court (IHC) in 2023. In May, the Supreme Court upheld the death sentence handed by two courts previously over the murder charges under Section 302B (premeditated murder) of the Pakistan Penal Code (PPC). After the ruling by the apex court, a presidential pardon under Article 45 of the Constitution could possibly provide Zahir pardon, or reprieve, or remit, suspend or commute his sentence. According to the letters, which are addressed to the hospital director at the Pakistan Institute of Medical Sciences (Pims) from the superintendent at Adiala Jail, Zahir requires an opinion from a medical or psychiatric board before submitting a presidential mercy petition. 'The appeal of above mentioned Confirmed Condemned Prisoner (Zahir) was pending at [the] Supreme Court of Pakistan and the same has been dismissed,' the letter, dated July 8, read. 'Now the mercy petition of [the] subject cited Confirmed Condemned Prisoner has to be submitted before the Honourable President of the Islamic Republic of Pakistan. For that, the medical board and psychiatric board opinion is mandatory.' The letter requested that a time and date be chosen for the medical and psychiatric boards to come to Adiala and examine Zahir. The superintendent made the same request in another letter dated July 14. In response to the first letter, Pims stated in a document seen by that Dr Shafqat Nawaz from the psychiatry department and Dr Amir Naveed from the neurology department will comprise the medical board. Zahir was not only convicted of the murder, but was also sentenced to 25 years of rigorous imprisonment along with a fine of Rs200,000 under Section 376 (punishment for rape) of the PPC. In October last year, Noor's father had urged the apex court to take up the murder case pending for more than one and a half years.

De Souza suspended 18 months

KUALA LUMPUR - Jockey Laercio de Souza was suspended for 18 months after stewards conducted an inquiry into his dislodgement from Pacific Power in the Restricted Maiden race (1,400m) at Sungai Besi on July 6. Shortly after the Jason Ong-trained two-year-old jumped out from the gates, de Souza fell off the horse. After reviewing the films of the incident with the Brazilian jockey and the evidence tendered, the stewards decided that he had not exhausted all remedies to prevent himself from being dislodged from Pacific Power. The 33-year-old pleaded not guilty to the charge, but was found guilty as charged. He was suspended from riding in races for 18 months, from July 22 to Jan 21, 2027. He was also fined RM50,000 (S$15,100) and advised of his right of appeal.De Souza's licence has also been revoked. He will not be able to apply for a new jockey's licence for another year following the conclusion of his sentence. The younger brother of three-time Malaysian champion jockey Jose, de Souza began riding in Brazil in 2015. After eight months, he moved to Malaysia and continued his apprenticeship under Richard Lines. He came closest to winning the jockeys' premiership in 2018, when he finished second on 47 wins, seven fewer than Ruzaini Supien. De Souza, who last won on Pacific Warrior on July 20, has tallied 32 wins in 2025 and sits second behind leading jockey Andre da Silva. SELANGOR TURF CLUB Additional reporting by Sharon Zhang
