An Additional District and Sessions (ADSJ) court of Chandigarh has dismissed the application for discharge of a former PEC (Punjab Engineering College) student, who had allegedly mentioned the mobile phone number of another former PEC student on an application with obscene references. The girl-petitioner was booked in the FIR registered in 2019, under Section 509 (insulting the modesty of a woman) of the IPC and Section 67 of the IT Act. The woman in a revision petition had sought getting discharged from the FIR. The case had been registered on the complaint of a person who claimed he had a SIM which was being used by his daughter. However, someone listed his mobile number on an application, Cipher, without his or his daughter's consent. As a result, his daughter started receiving dirty messages and calls on her mobile number from unknown numbers. The complainant alleged that this caused mental agony and pain to his daughter, a student of Electrical Engineering (second year) who had to take her exams. Therefore, necessary action be taken against the culprit. Acting on the complaint, the police initiated an inquiry and learnt from the IP (Internet Protocol) address that the complainant's mobile number had been written on the Cipher app from a mobile number owned by a girl (accused), who is a student of PEC. The accused told the police that the girl student (victim) was also studying in the same college and used to quarrel with her on minor issues. Due to that, the accused had put the victim's mobile number on the app. The accused girl was arrested and later released on bail. The accused, however, filed an application for getting discharged from the case before the Judicial Magistrate, which was dismissed. She then filed a revision application before the ADSJ court, seeking to be discharged from the case. The defence counsel for the accused said that she had been framed in the case, and was named in the case on the basis of IP address but the IP address relied upon by the investigating agency was a public address and was being used by a large number of users. The said IP address was not sufficient to connect the accused with the offence. Also, she had been implicated on the basis of her alleged disclosure statement which could not have been used against her under Article 20(3) of the Constitution of India. On hearing the matter, the court of Rajnish Garg, Additional District and Sessions Judge, observed, 'Without doubt, as per detailed report of said IP addresses, same were being used by multiple users but there is no other mobile number which was used on both the IP addresses detail of which was placed on record during the relevant period except revisionist-accused while using her mobile number…Thus, sufficient evidence was collected by the investigating agency at the time of filing of challan which creates serious doubt in the role of revisionist-accused in the commission of offence as she was using the mobile number which was used from both the IP addresses at the relevant time…' '…it can be safely held that there is sufficient material with the Court which creates a grave suspicion regarding role of revisionist-accused in commission of the offence…', said the court while dismissing the revision application of girl-accused, and upholding the lower court order. The matter is now scheduled for evidence on September 18, 2025. The accused and the complainant girls have graduated from PEC now.

Saquib Abdul Hamid Nachan, an accused with alleged links to the terror outfit Islamic State (ISIS), passed away at Safdarjung Hospital in Delhi. He was convicted for his involvement in the bomb blasts in Mumbai in 2002 and 2003. Nachan, a former member of the banned Students Islamic Movement of India (SIMI), died during brain stroke treatment, the Tihar Jail authorities informed on Saturday, as per IANS. Who Is Saquib Nachan? As per the National Investigation Agency (NIA), Saquib Nachan was a habitual offender in several previous terror cases and was also a self-styled Amir-e-Hind for ISIS in India. He first came under the scanner in 1991 and was later arrested for plotting terror strikes in Gujarat. In the late 1990s, the Supreme Court convicted him of terrorist activities, and he was convicted for orchestrating three bomb blasts in Mumbai between December 2002 and March 2003- in Mumbai Central, Vile Parle, and Mulund. Found guilty of several acts, including murder, arms and explosives possession, he received a 10-year sentence until 2017. According to IANS, Nachan (65) was also accused of declaring a village in Maharashtra's Thane district as 'Al Sham', referring to it as an independent Islamic-ruled territory. Saquib Nachan In Jail ANI on Saturday reported, citing sources, that Nachan died in the Delhi Hospital and added that he had been in judicial custody in Tihar Jail since 2023 and was admitted to the hospital a few days ago. NIA's Chargesheet In June 2024, the NIA had charge-sheeted Saquib Nachan along with 16 other hardcore operatives of the banned terror group in connection with the Delhi-Padgha ISIS terror module case. The charges involved a wide-ranging conspiracy to recruit and radicalise youth, and fabricate improvised IEDs. The accused were booked under multiple sections of the Indian Penal Code (IPC), the Unlawful Activities (Prevention) Act (UA(P)A), the Arms Act, and the Explosive Substances Act. The arrested individuals were part of a major plot to indoctrinate vulnerable youth, train them in terror activities, and raise funds for the banned organisation. Investigations revealed that Nachan and his associates had been sharing digital files related to IED-making, actively raising funds, and carrying out preparatory acts for possible terrorist strikes across the country.

New Delhi [India], June 28 (ANI): Saquib Nachan, an accused with links to the terror group Islamic State (ISIS), died in Delhi's Safdarjung Hospital, said sources on Saturday. He had been in judicial custody in Tihar Jail since 2023 and was admitted to the hospital a few days ago, they said. Saquib was convicted for his involvement in the bomb blasts in Mumbai in 2002 and 2003. According to the National Investigation Agency (NIA), Saquib Nachan, a habitual offender in many previous terror cases, was also a self-styled Amir-e-Hind for ISIS in India. Earlier in June 2024, the National Investigation Agency (NIA) had chargesheeted Nachan along with 16 hardcore agents of the proscribed global terrorist network, in a conspiracy involving the recruitment and radicalisation of youth and the fabrication of improvised explosive devices in the Delhi-Padgha ISIS terror module case. The accused were chargesheeted under various sections of IPC, UA(P) Act, Arms Act and Explosive Substances Act, were found to have been engaged in a massive ISISI conspiracy involving recruitment, training and propagation of Islamic State of Iraq and Syria (ISIS) ideology among gullible youth, along with fabrication of explosives and IEDs and fund-raising for the banned outfit. Its investigation had subsequently led to the seizure of several incriminating documents and data relating to manufacturing of explosives and the fabrication of IEDs, along with propaganda magazines like 'Voice of Hind', 'Rumiyah', 'Khilafat', 'Dabiq', published by IS. The agency had further found during investigations that the accused had been sharing digital files related to IED fabrication with their contacts. They were also found to be actively raising funds to further their terror plans as part of ISIS agenda to spread violence in India and destroy its secular ethos and democratic systems. The accused had carried out several acts preparatory to unleashing of terrorist attacks, including recruitment of vulnerable youth into the organisation. (ANI)

The second Additional District and Sessions Court, Dakshina Kannada, overturned the acquittal order of lower court to impose fine of ₹11,500 on a lorry driver for assault of police sub-inspector (PSI), Mangaluru South Police Station, on U.P. Mallya Road in Mangaluru in July 2013. Judge V.N. Jagadeesh, on June 25, convicted Kiran Johnson Pereira, 31, of Farangipet, for offences punishable under sections 506 (criminal intimidation), 323 (voluntarily causing hurt) and 332 (voluntarily causing hurt to deter public servant from duty) of Indian Penal Code (IPC) and under Rule 69 read with section 177 of Indian Motor Vehicle (IMV) Act. The judge imposed fine of ₹5,000 each for offences under sections 332 and 506 of IPC, and ₹1,000 for offence under section 323 of IPC. The lorry driver was asked to pay fine of ₹500 for the offence under Rule 69 read with section 177 of IMV Act. In the judgement the judge observed that there was evidence to show that the lorry driver on July 29, 2013, drove his vehicle on the road where Deputy Commissioner has barred movement of heavy vehicles between 8 a.m. and 8 p.m. On being questioned by the PSI discharging duty on the road, the lorry driver assaulted the PSI, gave a life threat to the officer. After the driver was assaulted by people, he abandoned the vehicle and ran away, the judge noted. The second Judicial Magistrate First Class (JMFC) Court, Mangaluru, on December 29, 2023 acquitted the lorry driver. Allowing the appeal filed by the State, Judge V.N. Jagadeesh said the finding recorded by the trial court was contrary to the evidence available in the case. The judge directed the trial court (2nd JMFC) to secure presence of the accused to pay the fine amount. The entire fine amount of ₹ 11,500 should be remitted to the government, the judge stated.

The action stems from a wider probe linked to the controversial interview of gangster Lawrence Bishnoi recorded while he was in custody of Punjab police. According to vigilance officials, DSP Gursher Singh earned approximately Rs 26 lakh over three years, but investigations revealed that he spent around Rs 2.59 crore in the same period — an amount nearly 10 times his official income. The case was registered by the flying squad of Mohali, and multiple raids are underway to apprehend him. However, sources in vigilance bureau suspect that Gursher has fled abroad. This new case adds another layer to legal troubles of the former police officer, who was dismissed from service in Oct 2024 after being booked for fraud, forgery, and corruption. His pre-arrest bail plea was rejected in January this year by a local court, after which he went untraceable. One such victim approached the Punjab and Haryana high court, which subsequently ordered the registration of an FIR against him. The case includes charges under Sections 419, 465, 467, 468, and 471 of the IPC, along with provisions of the Prevention of Corruption Act. Gursher is alleged to have played a key role in facilitating televised interview of gangster Lawrence Bishnoi at the CIA staff office in Kharar. At the time, Gursher was serving as DSP (investigation), Mohali, and was frequently stationed at CIA office in Kharar. The interview caused a political and public uproar, prompting intervention from the high court, which led to his dismissal from service and suspension of seven other police officials. The vigilance bureau has intensified its manhunt for Gursher and is expected to widen its probe into his financial transactions, real estate dealings, and possible overseas links.
