Ensure timely implementation of schemes for holistic development of tribal areas: Rajasthan CM tells officials
Jaipur: Rajasthan Chief Minister Bhajan Lal Sharma on Friday reiterated the state government's unwavering commitment to the welfare and holistic development of Scheduled Tribes and Tribal Sub-Plan (TSP) areas.
He emphasised that the Rajasthan Scheduled Tribes Advisory Council is playing a vital role in ensuring the effective implementation of key schemes of both the Central and state governments.
Presiding over the meeting of the Rajasthan Scheduled Tribes Advisory Council organised by the Tribal Area Development Department at the Chief Minister's residence on Friday, CM Sharma urged public representatives to actively support the ongoing Dharti Aaba Jan-Bhagidari Abhiyan, being held from June 15 to 30 to commemorate the 150th birth anniversary of Birsa Munda.
He instructed officials to expedite the resolution of pending individual and community claims under the Forest Rights Act, 2006, and issue rights certificates without delay.
The Chief Minister directed officials to ensure the timely and quality execution of projects sanctioned under the Tribal Area Development Department.
He stressed the need to complete all works announced in the 2024–25 budget promptly and to accelerate implementation of the 2025–26 budget announcements.
He also called for timely disbursement of scholarships to students through the School Education, Social Justice and Empowerment, and Higher Education Departments.
Additionally, Sharma instructed departments to fast-track progress in Water Resources projects and initiatives by the Agriculture and Horticulture Departments. He emphasised quality construction in road projects and effective execution of the Jal Jeevan Mission.
He further directed authorities to ensure timely electricity connections in tribal areas.Sharma called for focused implementation of Central government initiatives, especially the Prime Minister TB Mukt Bharat Abhiyan, by ensuring patient identification and providing treatment assistance in the TSP areas.
He urged officials to expedite the work approved under PM-Janman, and ensure 100 per cent benefit delivery to tribal families through initiatives like the Dharti Aba Janjati Gram Utkarsh Abhiyan. He also emphasised the need to boost tribal livelihoods through the Pradhan Mantri Van Dhan Yojana.
The Chief Minister directed public representatives to actively participate in the upcoming Pandit Deendayal Upadhyay Antyodaya Sambal Pakhwada, commencing June 24, to ensure last-mile delivery of welfare schemes to the needy.
He also instructed officials to maintain high standards of food and nutrition at Maa-Baadi centers and to regularly inspect residential schools and hostels in TSP regions.
Pending distribution of mini seed kits must be completed at the earliest, he added. Present on the occasion were Tribal Area Development Minister Babulal Kharari, Revenue Minister Hemant Meena, among others.
Chief Secretary Sudhansh Pant, along with Additional Chief Secretaries, Principal Secretaries, and senior officials from various departments, also attended the meeting.

He also emphasised the state govt's commitment to improving judicial infrastructure. "We are working in a phased manner to enhance facilities across courts in Rajasthan," he said. Sharma encouraged advocates to contribute beyond their practice. "Just as Prime Minister Narendra Modi inspired the country through campaigns like Swachh Bharat, Beti Bachao-Beti Padhao, and Ek Ped Maa Ke Naam, advocates too can play a key role in steering society in a positive direction."

NAPM alleges illegal eviction drive in Nabarangpur; collector claims revenue records checked
Bhubaneswar: A team of National Alliance of People's Movements (NAPM), Odisha unit, has alleged the govt carried out illegal eviction from four villages of Nabarangpur district, leaving many tribal, dalit, OBC and other forest-dependent families homeless. The team, led by activist Prafulla Samantara, said on Wednesday that they visited the affected villages on June 19 and documented evidence of widespread demolitions and forced evictions in Hatibadi under Jharigaon tehsil, Mendabeda under Umerkote tehsil, Chacharaghati under Chandahandi tehsil, and Lakhanpur under Raighar tehsil. He said they met governor Hari Babu Kambhampati on Tuesday and urged him to intervene in the matter. "Nabarangpur district is designated as a Fifth Schedule area. Despite clear provisions under the Forest Rights Act (FRA), 2006, the Panchayats (Extension to Scheduled Areas) Act, 1996, and Article 21 of the Constitution, these evictions were conducted without due notice or legal process and without the consent of gram sabhas," he added. Samantara said several villagers filed FRA claims, and these are pending before the govt. "The evictions violated the Supreme Court's stay order in the 'wildlife first' case and disregarded procedural guidelines laid out in the Roy Burman and Nandini Sundar judgments. Targeting of SC/ST communities also raises serious concerns under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989," he added. Sandip Patnaik, a team member, said the forest and revenue departments conducted the eviction drives so they can carry out plantations. "As they are residents, they need land pattas and houses under the rural housing scheme. At least the departments could have rehabilitated them before carrying out demolition. The poor are staying under the open sky during the rainy season," he added. The team demanded an immediate halt to all ongoing evictions in Nabarangpur and other scheduled areas and called for a high-level judicial or independent probe. "Action should be taken against officials involved in the eviction drive," said Manas Patnaik, another member. Nabarangpur collector Subhankar Mohapatra said they cleared illegal encroachments after checking the revenue records. "Whatever FRA claims were submitted by the people, those are under discussion in consultative committees concerned on the Forest Rights Act," he added. He said they will take action if the houses of people who filed FRA claims were demolished. "But we took all necessary steps, including issuing notices to people, before clearing the encroachments," the collector said.

Several states have introduced schemes such as monthly income for women and free travel in government-run buses. These welfare schemes have increased the expenses of the states. This has raised concerns as this level of spending is expected to impact India in many ways. Will India Be Able to Beat China Economically? Notably, to beat China economically, India will have to take visionary steps beyond just spending on social welfare. According to a report by rating agency Crisil, spending huge amounts on welfare schemes has reduced states' ability to spend on infrastructure development and other development works. Crisil analysed the budget of 18 major states which account for nearly 90precent of the total GSDP. The central government, on the other hand, also spends huge amount on several welfare schemes such as Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGA), Jal Jeevan Mission, PM Kisan, PM Awas Yojana and PM Poshan. The central government has allocated Rs 86,000 crore for MNREGA that too only for this year. What Kind Of Warning Is This? Crisil has warned that increased state spending on welfare programs, particularly those targeting women, children, and marginalised groups, will widen their revenue deficits. This surge in spending, consistent with previous years at 1.4 to1.6 percent of GSDP between FY19 and FY24 will likely curtail states capacity for capital investment. The rise in expenditure is attributed to pre-election initiatives, including income support schemes and free public transportation for women. What Is Needed To Defeat China? To overtake China economically, India has to take concrete and far-sighted steps rather just spending on social welfare schemes. Focus on productive investments India should focus on creation of world-class infrastructure like roads, railways, ports, power, digital connectivity. These developments will reduce logistics costs and boosts industries. Investments in education, healthcare, and skills development is also needed to create a skilled and healthy workforce. India has to work on increasing public and private investment in research and development. This will promote innovation. Notably, China has invested big in this. Development of the manufacturing sector China's robust manufacturing sector significantly contributes to its economic growth. India's economic progress requires bolstering initiatives like 'Make in India' by streamlining manufacturing establishment, offering tax benefits, and enhancing global supply chain integration. Emphasis on exports China has an export-oriented economy. India also needs to expand its export base in high value-added goods and services. Policy stability A stable policy environment is essential to attract investors. Improving the ease of doing business will automatically reduce red tape. Financial discipline Both the states and the Centre must keep the fiscal deficit under control. This will reduce debt and increase revenue.
