Top FA spy Chris Brass was a guest at Blackburn's friendly with Accrington last week.
The Gunners are eyeing a deal with Rovers for the 17-year-old, who has already made two substitute appearances in the Championship.
Emirates chiefs are willing to pay over £1million up front, with additional fees tied to future appearances.
However, Blackburn are expected to demand as much as possible for one of their prized academy assets.
Manchester United showed interest in Tyjon a year ago, but the teenager was happy to stay at Ewood Park and fight for a place in the first team.
Arsenal may be harder to resist given their strong track record of promoting young talent.
They have already signed Christian Norgaard, Kepa and Noni Madueke in the summer.
Rovers are also eyeing a pay-as-you-play deal for Yverdon Sports midfielder Moussa Baradji, 24, after a medical hitch.
Baradji, who operates as a central and defensive midfielder as well as a right winger, played 27 times in the Swiss Super League last season, scoring four goals and making three assists.
Rovers also face competition from Celtic and Premier League newbies Sunderland who have reportedly contacted the 24-year-old's representatives.
Fiorentina, Torino and Parma in Italy have also shown interest as well as Swiss outfit Basel and Turkish giants Galatasaray.

Arsenal complete £64m deal to sign striker Viktor Gyökeres from Sporting
Arsenal have finally solved their striker conundrum by completing the signing of Viktor Gyökeres from Sporting Lisbon for an initial £55m. The 27-year-old Sweden international, who fired Sporting to the title last season with 39 goals and struck a Champions League hat-trick against Manchester City, is understood to have signed a five-year deal at the Emirates. Gyökeres' transfer, which could end up costing as much as £64m with performance-related add-ons, takes Arsenal's close-season spending to the region of £200m. He becomes Mikel Arteta's sixth summer signing and follows defender Cristhian Mosquera (£13m), midfielder Martin Zubimendi (£60m), goalkeeper Kepa Arrizabalaga (£5m), midfielder Christian Norgaard (£10m) and forward Noni Madueke (£48.5m) in moving to the Emirates. Arsenal confirmed the news with a brief post on X which read: 'This is where you need to be. Viktor Gyökeres is a Gunner.' Gyökeres will be expected to meet up with his new colleagues in Arsenal's ongoing pre-season tour of Singapore and Hong Kong. The Gunners face Newcastle in the Singapore National Stadium on Sunday before the concluding game of their tour, against Tottenham in Hong Kong on 31 July. Gyökeres moved to Brighton from Swedish side Brommapojkarna in January 2018, but spent time on loan at St Pauli and then Swansea and Coventry, before making a permanent move to the Sky Blues in July 2021. After Coventry were beaten on penalties by Luton in the 2023 Championship playoff final at Wembley, Gyökeres completed a £20.5m switch to Sporting. He scored a remarkable 97 goals in 102 matches for the Portuguese side. Even before then, Arsenal were in desperate need of a reliable scorer, and Arteta will hope his new signing can fire him to his first silverware since he won the FA Cup in 2020, and end the club's two-decade wait for a Premier League title. Arsenal's new sporting director, Andrea Berta, has wasted little time in strengthening a squad which has finished runners-up in the league for the past three seasons. Gabriel and Myles Lewis-Skelly have also put pen to paper on new contracts in the off-season, with a long-term extension for teenager Ethan Nwaneri believed to be all-but completed.

Arsenal finally complete Viktor Gyokeres transfer as long striker search ends
Gyokeres had been tipped to leave Sporting Lisbon this summer after two hugely prolific seasons in Portugal and failed to report for pre-season training in an effort to force a move away from the Portuguese champions. Arsenal made Gyokeres their top target after pivoting from Benjamin Sesko when the RB Leipzig striker's wage demands became an issue. The Gunners have since been in discussions with Sporting - the move was initially held up because of negotiations regarding add-on payments - but an agreement has now been reached. Gyokeres will return to England, where he previously played for Brighton and Hove Albion, Swansea City and Coventry City. It was his performances with the Sky Blues that saw Sporting, then led by Ruben Amorim, sign the striker. Gyokeres's competitive debut for Arsenal is likely to come against Manchester United at the start of the Premier League season on August 17 - which will see him come up against his former manager. Arsenal knew that their priority this summer was on adding an out and out striker with Mikel Arteta having to find makeshift solutions. That has seen Kai Havertz often lead the line over the past 18 months when fit, whilst Gabriel Jesus has struggled for fitness and consistency. Gyokeres takes Arsenal's spending to around the £200m mark with the Swede joining the likes of Martin Zubimendi and Noni Madueke in bolstering the club's squad ahead of another attempt at ending their wait for a Premier League title. Speaking on Friday, Arteta said he "cannot talk about a player who is not ours yet", but hinted that any new signing would join the tour as soon as possible. He said: "For sure. Obviously once we have finalised everything with a player we want to integrate him with the team as quickly as possible. With Noni [Madueke] it was impossible because he needed some time [after playing in the Club World Cup]. I think he's going to take a shorter vacation than he deserves because he wants to join us straight away, as soon as we're back. "I think immediately is better, so they can start to join the team, get to know each other and get the ideas we want to put in their minds."
