BJP appoints Manmohan Samal as Odisha president for 2nd consecutive term

The ruling BJP on Tuesday reappointed Manmohan Samal as its Odisha unit president.
Samal's reappointment to the post was announced by the BJP's central election observer Sanjay Jaiswal in the presence of senior leaders at the party's state headquarters.
He was the lone leader to file the nomination for the post and, therefore, elected unopposed, Jaiswal said.
This will be Samal's second consecutive term and fourth term in all. His earlier three terms were from November 1999 to October 2000, October 2000 to May 2004, and March 2023 to July 2025.
Born on April 15, 1959, in Bhadrak district, Samal belongs to the OBC community, which constitutes more than 50 per cent of the state's population.

‘Neither central nor state forces allowed in assembly'
1 2 Kolkata: The advocate general, in his submission to Calcutta High Court, on Tuesday denied BJP 's allegation of discrimination between central and state forces on the Bengal assembly precincts. AG Kishore Datta pleaded that neither central nor state forces were allowed as security to MLAs. "However, there are some policemen deployed in the House, without arms, on the directions of the high court," Datta said. He submitted that all other security personnel were made to wait in shelters. "The prayer made by the leader of opposition (Suvendu Adhikari) to allow central forces within the assembly precincts/House would result in an order of reverse discrimination," the AG said. Call govt first: New law in HP cuffs cops, not officials
Shimla: The Himachal Pradesh govt has enforced a new legal provision requiring police to obtain prior sanction before arresting any public servant for actions taken in the line of duty, following the President's assent to the Himachal Pradesh Police (Amendment) Act, 2024. The amendment to Section 65 of the Act now states: "No police officer shall arrest a public servant for any act done while discharging their duties except with the prior sanction of the govt." The state's Vidhan Sabha passed the amendment on Dec 20, 2024, despite strong opposition from the BJP, which argued it could shield corrupt officials from accountability. However, the state govt defended the move, claiming it would protect public servants from undue pressure and allow them to perform their duties without fear of arbitrary legal action. After passage in the assembly, the bill was sent to the President, who granted assent on May 23. The state's law department notified the amended Act officially on Monday. In addition to changes in arrest procedures, the amendment also alters recruitment protocols. Section 4 of the parent Act has been updated to state that the recruitment of non-gazetted Grade-II police officers to the state cadre will be conducted through the Police Recruitment Board, following rules framed by the state govt.
