City Needs Unified Stormwater Network to Prevent Annual Flooding: NMC chief

Nagpur: Municipal commissioner Abhijeet Chaudhari on Wednesday stressed the urgent need for a fully integrated stormwater drainage network to prevent chronic flooding that Nagpur faces each monsoon.
"Our existing stormwater infrastructure is fragmented and has limited capacity. We require a unified network and a comprehensive DPR (Detailed Project Report) to address waterlogging in critical areas," he said during a press briefing.
The remarks come amid growing concern that the city's drainage system continues to fail even during moderate rainfall. Currently, the stormwater network covers only 42% of city areas, mostly along major roads, leaving large residential and interior zones vulnerable.
"Nagpur has around 1,500-1,700km of stormwater lines, whereas the total length of pucca roads exceeds 3,500km," said a senior NMC public works department official.
"The current infrastructure can handle only 40mm to 50mm rainfall per hour. In case of overflow at Ambazari and Gorewada lakes, the capacity drops further to 30–35mm," an NMC official said.
The commissioner also admitted that much of the existing stormwater network is either choked or proving insufficient.
Actually, with last couple of years' rainfall record, the entire stormwater network needs to be enhanced to accommodate heavy rainfall, he said.
Chaudhari said two major projects — the Nag River Pollution Abatement project (Package-4) and the Pora River Pollution Abatement project — are underway to enhance the city's flood-handling capacity. "Once these are completed, we expect significant relief from sewage backflow and waterlogging in low-lying zones.
The tender for Package-4 of the Nag River project is currently being processed," he said.
However, the larger issue of inter-agency inaction continues to plague the city. In July 2022, Union minister Nitin Gadkari had pulled up multiple road-owning agencies — including the PWD, Nagpur Improvement Trust (NIT), MahaMetro, NHAI, and NMC — for poor planning that led to flooding. He directed them to submit a comprehensive plan to eliminate waterlogging and even promised financial support from the Centre for upgrading the city's drainage network.
Almost three years have passed since those directives, yet most of these agencies failed to act on the ground. Instead, new waterlogging spots continue to emerge each monsoon. The problem is compounded by the absence of drains along roads built by NIT — which owns over 965km of city roads, more than 70% of which have no stormwater network. Even in Gunthewari layouts, where drains are mandatory, no progress has been made.

In a major relief for Foreign Medical Graduates (FMGs), who have been fighting for the Permanent Registrations (PRs) for 13 months, a Division Bench of the Andhra Pradesh High Court on July 9 overturned the judgment of the Single Judge Bench, passed on April 28, and directed the Andhra Pradesh Medical Council (APMC) to issue PR to an appellant in accordance to the National Medical Commission (NMC)'s June 19 notification within a month. A writ petition was filed by FMGs, seeking the High Court to order the APMC, then represented by the Registrar, to grant the PR to them since they have completed the mandatory one-year internship. In response, the APMC, citing the NMC's guidelines of November 22, 2023, and December 7, 2023, stated that the petitioners have not sufficiently compensated their online study with the offline studies abroad, and therefore, the APMC has not considered their request to issue PRs. On April 28, the Single Judge Bench, considering the NMC's June 7, 2024 notification, dismissed the petition. Later, an intra-court appeal was filed by an FMG, K. Vamsi. It may be noted that the NMC issued a notification on June 7 that mandated a two-year internship for FMGs who studied a part of their course online during the COVID-19 pandemic. But after it received backlash from FMGs across the country, the NMC issued another notice on June 19, 2024, in continuation of the first notice. The June 19 notification clarified that those who have sufficiently compensated for their online classes, took their final exams offline, are eligible for one-year internship. While many States followed the June 19 notification and allotted one-year internship to FMGs who have valid compensation certificates, Andhra Pradesh followed the previous guidelines that mandated two or three years of internship, stating that the certificates were not detailed. In the July 9's judgment, a Divisional Bench of the High Court overturned the April 28 ruling, and stated that the Single Judge did not consider the NMC's public notice dated June 19, 2024, before rejecting the petitioner's contention. The Bench, in its judgment, ordered that the APMC shall grant PR to the appellant, since he has completed the one-year mandatory internship as specified in the Compulsory Rotating Medical Internship (CRMI) Regulations, 2021, and as per the June 19 notice. The Bench said the APMC should verify the documents, and if the appellant 'is found to have met the necessary criterion of public notice dated 19.06.2024, PR shall be issued.' The Bench directed that if the APMC doubted the veracity of documents, the burden falls on it to ensure the validity of the documents. The Bench gave a timeline and said the entire exercise should be completed before August 9. Welcoming the judgment, the Andhra Pradesh Private Hospitals and Nursing Homes Association (APNA) said the verdict marks an end to the injustice faced by foreign medical graduates over the past year. APNA State president A.V. Subba Reddy said that now that the court ruled in favour of the appellant, PRs should be granted to all eligible candidates who meet the same criteria.

In a high-level meeting at Niyojan Bhavan on Saturday to evaluate the rain-related situation and review various infrastructure projects, Gadkari took the administration to task over waterlogging reported across the city. Gadkari also expressed concern over the chaos caused by the downpour, which led to water entering homes in several low-lying localities, inconveniencing hundreds of residents. Sources said Gadkari again directed the Nagpur Municipal Corporation (NMC) and Nagpur Improvement Trust (NIT) to strengthen the city's stormwater drainage system, particularly in low-lying areas that were severely affected by recent rain. A key suggestion that emerged was to develop "stock model drains" in vulnerable low-lying zones to reduce waterlogging. Officials claimed that the flooding in Besa-Beltarodi and Manish Nagar was caused due to illegal constructions. Gadkari instructed officials to demolish unauthorized structures. During the meeting, Gadkari also pushed for key infrastructure approvals. He directed officials to sanction the Butibori–Umred Road under the Central Road Fund (CRF). The minister also asked for immediate approval of the DPR for the proposed national highway connecting Karanja, Lohari Sawanga, Bharshingi, Kharsoli, Narkhed, and the Madhya Pradesh border. In another major development, Gadkari approved the proposal for constructing a Dragon Palace Metro Station in Kamptee and instructed that necessary parking infrastructure be developed alongside. A road-widening proposal for facilitating Metro construction in the area was also approved. The proposal for a ropeway project in Koradi, connecting Shri Mahadev Tekdi and Hanuman Mandir under the Mahalakshmi Devasthan Trust was also discussed during the meeting. Gadkari directed the concerned authorities to submit a formal proposal, assuring funds for the project.
