The court was hearing a public interest litigation filed by R Mayilsamy.
The govt pleader submitted that pursuant to the GO dated March 1, 2024, the Madurai collector issued proceedings dated Oct 24, constituting a committee, with the collector as the chairperson. Madurai corporation commissioner is the convenor-member, while Madurai city commissioner of police, Madurai district superintendent of police, and other officials are members.
However, the petitioner submitted that though the committee was constituted, no action was initiated for the removal of encroachments. The complaints filed by the aggrieved people are not dealt with and are kept pending for a long time.
A division bench of justice S M Subramaniam and justice A D Maria Clete directed the Madurai collector to consider all such applications/complaints filed for the removal of encroachments/unauthorised constructions, etc.,
in the manner known to law. Enforcement actions shall be initiated to deal with the complaints by following procedures as contemplated in the GO. The complaints are to be dealt with and disposed of within a timeline to be fixed by the collector.
Keeping such petitions pending for a long time would cause prejudice to the interest of the complainants who are suffering on account of unauthorised constructions in several locations.

The GO itself states that meetings are to be conducted periodically and a report is to be submitted to the state level committee. However, the petitioner-in-person states that no such report has been submitted by the collector to the state level committee so far, the judges observed and disposed of the petition.

Amid student surge, teacher shortage more acute in Telangana
HYDERABAD: Over a month into the new academic year, most government schools across Telangana continue to function with an acute shortage of teachers, despite a GO issued in May detailing revised staffing norms. The GO stipulates that primary sections (Classes 1 to 5) with 1–10 students should have one teacher, and those with 11–60 students should be assigned two. However, this has not been implemented on the ground. Several schools with 15–30 students are currently being run by a single teacher. A similar situation persists in upper primary and high schools, where many subject teacher posts remain vacant. According to officials, around 11,000 teacher posts were filled in 2023 under the Directorate of School Education (DSE). Since then, no new recruitment notification has been issued. Nearly 15,000 teaching positions remain unfilled across the state. This comes even as the government's Badi Bata (school enrolment drive) added nearly two lakh new students to government schools this academic year. However, teacher deployment to match the increased enrolment is still pending. Recent data shows that in Hyderabad alone, about 1,000 teaching posts remain vacant, including 35 headmasters and 37 senior English teachers. In Sangareddy, 2,667 government schools serve over 59,000 students with just 4,479 teachers. Similar shortages have been reported in Khammam and Karimnagar, where schools with 50–60 students reportedly have only one teacher. The situation has worsened further following a wave of recent retirements, with those posts also lying vacant.

Round-table vows to fight against old bus stand land transfer
Vijayawada: A united movement is brewing in Vijayawada against the State government's decision to hand over the Old Bus Stand land to Lulu Group. A roundtable meeting organised by the Vijayawada Civic Forum (Poura Vedika) resolved to continue protests until Government Order (GO) No 137, which facilitates this transfer, is rescinded. As part of this resolve, a dharna is slated for August 6 at the Old Bus Stand. The meeting also announced the formation of an 'RTC Assets Protection Committee,' with Sunkara Rajendra Prasad (SRP), national working president of AILU, elected as its convener. This proposal was put forth by Donepudi Kasinath, State leader of AP Urban Citizens Federation and unanimously approved by the attendees. The roundtable, held at Balotsav Bhavan in Vijayawada on Thursday, was presided over by MV Anjaneyulu, secretary of the Taxpayers Association. Former Minister Vadde Sobhanadriswara Rao asserted that the 'auctioning of government assets is against the law.' He called for a combined legal and public struggle against GO 137, which he termed 'unfortunate and wrong.' He highlighted that the 4.5 acres of the Old Bus Stand, valued at hundreds of crores, along with 14 acres of RTC land in Visakhapatnam, are being given away to the foreign multinational company 'Lulu' at an extremely low price. Former Mayor Dr Jandyala Sankar expressed worry that the sale of government land, including valuable RTC properties, to private companies for mere monetary gain disregards environmental protection and public welfare. Sunkara Rajendra Prasad (SRP) stated that legal and public struggles are crucial against the coalition government's move to hand over lakhs of acres of agricultural land, alongside RTC properties, to corporate and large companies, all against public opinion. Chigurupati Babu Rao, State Convener of AP Urban Citizens Federation, called for a broad-based united movement involving intellectuals, prominent citizens, RTC unions, other civic bodies, and various sections of society to protect the Vijayawada Old Bus Stand and other RTC properties, ensuring the survival of small and medium-scale traders. He emphasised that selling the RTC land to Lulu is tantamount to selling Vijayawada city itself. Damodar, from the RTC Employees Union (EU), Sundaraiah, State President of the SWF, Laxman Reddy, leader of the Janachaitanya Vedika, Konakalla Vidyadhara Rao, former president of the Chamber of Commerce, Venkateswara Reddy (Hotels Owners Association), K Keshav Rao (Farmers' Association State leader), Sampara Srinivas (AILU District Secretary), Murahari (RTC Pensioners' Association leader), V Sambireddy (Taxpayers Association leader), and Bhavani Prasad expressed their commitment to participating in the movements organised by the RTC Protection Forum.
