Heavy rain likely from July 20 as monsoon shifts north

India Meteorological Department
(IMD) has issued an orange alert for Uttarakhand, warning of a fresh spell of very heavy rain from July 20, as the monsoon system currently hovering over Rajasthan and eastern Uttar Pradesh begins shifting northwards toward the Himalayan foothills.
"The monsoon trough is expected to move closer to the Himalayan region from July 20, triggering intense and prolonged rainfall, particularly on July 20 and 21," said Bikram Singh, director of the Regional Meteorological Centre in Dehradun.
According to the forecast, districts likely to be affected include Dehradun, Tehri, Pauri, Nainital, Champawat and Udham Singh Nagar. The weather department has warned of heavy to very heavy rain, thunderstorms with lightning, and extremely intense spells at isolated locations.
Singh added that the incoming system could significantly increase the risk of flash floods, landslides and overflowing rivulets, especially in mountainous and steep terrain. Heavy rainfall over melting snowpacks could lead to a sudden increase in water flow in streams and rain-fed channels, potentially resulting in erosion, flooding of low-lying areas and damage to infrastructure.
So far this monsoon season, Uttarakhand has recorded 438 mm of rainfall -- 11% above the seasonal average of 395 mm -- making the terrain more vulnerable to saturation-induced landslides and runoff-related hazards.

Authorities have advised residents living near rivers, tributaries and floodplains to remain alert. Mountaineering expeditions have been asked to suspend activities and move to safer locations, according to an advisory issued by the Met Centre in Dehradun. The State Disaster Response Force (SDRF), district officials and emergency services have been asked to remain alert to respond to any eventualities in the coming days.

1 2 Guwahati: A preliminary impact assessment of the prevailing drought-like conditions by state govt revealed that 14 districts are experiencing a large deficit in rainfall, while 13 districts fall under the deficit category. State chief secretary (CS) Ravi Kota, while holding a monthly review meeting with all the district commissioners (DCs), instructed them to identify and demarcate impacted areas and initiate the process of drought declaration accordingly. "These declarations must be based on LGD (local govt directory) code-linked revenue villages to ensure accuracy and consistency," he said. The CS directed the agriculture department to assist this process by submitting gram panchayat-wise data to each district for necessary action. To provide immediate relief, the irrigation department, working in coordination with the panchayat & rural development (P&RD) department and agriculture department, was instructed to mobilise pumps for deployment in affected areas. "A district-wise mapping of all available pumps has already been completed. Additionally, dysfunctional tube wells will be revived where required to address irrigation demands," he added. For effective outreach to farmers, the P&RD was tasked with disseminating IMD forecasts and sowing advisories through circle officers, block development officers, and panchayat-level officials. "This will enable farmers to make informed decisions during this critical period. The feasibility of using Amrit Sarovars as an alternative irrigation source was also discussed and may be explored where viable," the CS said. In terms of relief and compensation, admissible assistance under relevant SDRF guidelines was also reviewed by the CS during the meeting on Saturday evening. He instructed the DCs to conduct proper estimations of crop loss within their respective jurisdictions. He added that the office of the relief commissioner and secretaries from the chief minister's office will provide necessary support and guidance to facilitate prompt and appropriate action at the district level. According to the IMD report, Bajali, Baksa, Bapeta, Bongaigaon, Chirang, Darrang, Dhemaji, Dhubri, Kamrup, Kamrup (Metro), Nalbari, South Salmara, and Tamulpur districts reported a large deficit in rainfall as of Sunday.

By Sunday morning, floodwaters reached 16 villages and seven city neighbourhoods. However, a marginal decline was recorded in water levels by Sunday afternoon, offering slight but crucial relief to local authorities who continue their flood management efforts under high alert. As per official data, on Sunday morning at 8:00am, the Yamuna at Naini surged by 56 cm to 83.19 meters—just 1.5 meters below the danger mark of 84.734 meters. The Ganga at Phaphamau stood at 83.06 meters, having risen by 45 cm, while at Chhatnag and Buxi STP, it reached 82.41 and 82.90 meters, respectively. However, by 4:00pm on Sunday, there was a notable decline: Yamuna at Naini dipped to 82.86 meters, and Ganga levels showed mixed readings—Phaphamau increased slightly to 83.09 meters (+1 cm), while Chhatnag and Buxi STP saw minor decline of 4 cm and 9 cm, respectively. The looming threat of water breaching homes remains especially high in low-lying areas like Baghdara, Salori, Beli, Rajapur, and Ashok Nagar. Abhishek Yadav, a resident of Baghdara, shared that he packed his essentials, fearing his house would soon be submerged. Local officials are conducting inspections in the worst-hit areas. SDM Abhishek Kumar Singh visited Daraganj, Salori, and Rajapur on Saturday, urging early evacuation. ADM (Finance and Revenue) Vinita Singh also visited flood-prone areas during Jan Sunwai and encouraged locals to stay prepared. Executive Engineer Digvijay Narayan Shukla said that while release rates decreased, significant pressure remains on both rivers. However, receding water in the Tons River may help alleviate the situation slightly. In light of these developments, officials remain on high alert, closely monitoring the situation and urging the public to prepare for possible evacuations if condition worsen.
