This was because the parents of the main accused, S Surjith, 23, are serving as sub-inspectors in the Tamil Nadu Special Police Force, it said. Both Saravanan and Krishnakumari, named as co-accused in the FIR, were suspended from service. "Considering the seriousness and importance of the case, and to guarantee an independent and unbiased investigation, the case has now been handed over to the CB-CID," the release added.
Earlier in the day, Surjith was detained under Goondas Act following a detention order issued by Tirunelveli commissioner of police Santosh Hadimani.
Meanwhile, for the fourth consecutive day, Kavin's parents refused to receive his body, demanding the arrest of Subashini's parents and action against police officials allegedly complicit in the case.
Speaking to reporters in Tirunelveli, Kavin's father Chandrasekar alleged that Palayamkottai inspector Kasi Pandian threatened his son 15 days before the murder.
"Even now, no senior officer has come forward to investigate. Pandian should be dismissed. If the govt does not act, we will resort to all forms of protest," he said.
Kavin, a native of Tuticorin district and belonging to the scheduled caste devendra kula vellalar community, was hacked to death on July 27 at KTC Nagar in Tirunelveli. The murder is believed to have been triggered by his relationship with Subashini, a woman from the maravar caste.

Meanwhile, A Kathir, founder of the dalit rights NGO Evidence, demanded that Krishnakumari and Saravanan be arrested immediately. At a press conference in Madurai, he claimed that Kavin's family possesses chat records confirming the relationship between Kavin and Subashini. "This doesn't appear to be a murder executed solely by Surjith. The injury marks on Kavin's body suggest the involvement of trained assailants.
The postmortem was done in haste, and we demand a second, transparent autopsy," he said.
Kathir urged chief minister M K Stalin to respond to the incident, drawing parallels with the custodial death case in Madapuram. He called for a dedicated law to prevent caste-based killings in the state. Later in the evening, senior ministers K N Nehru and Anitha R Radhakrishnan, along with south zone IG Prem Anand Sinha and Tirunelveli city police commissioner Santosh Hadimani, met Kavin's parents and urged the family to receive the body, stating that the case had been transferred to the CB-CID.
However, Kavin's parents refused to receive the body, insisting that Surjith's parents must be arrested since they have been named as accused in the FIR.

Investigators found that both students had allegedly instigated the victim to take the extreme step after college authorities failed to address her sexual harassment complaint against the Head of Department (HoD). BSE vice-president Nihar arrested
Cuttack: The police on Sunday arrested the vice-president of the Board of Secondary Education (BSE) for his alleged involvement in the paper leak of special Odisha Teacher Eligibility Test (OTET)-2025, a senior officer said. The BSE was supposed to hold the special OTET-2025 on July 20. However, the Board was forced to postpone the examination after a handwritten question paper with answers went viral on social media a day before, the police officer said. 'During the investigation, clear-cut negligence of BSE vice-president Nihar Ranjan Mohanty was found. He was having a suspicious relation with prime accused Jitan Moharana, who was working as a data entry operator at the office of the BSE,' said Vinaytosh Mishra, Director General of Police (Crime Branch). So far, eight persons, including the BSE vice-president and a data entry operator, have been arrested in the question paper leak case, he said. During the investigation, the police found that Jitan Moharana had first circulated the handwritten question paper to two other accused persons, and then it went viral on social media. When the Crime Branch started investigating how Moharana was able to get access to the question paper, as he didn't have the authority, it was found that the vice-president was coordinating with a Bhopal-based agency for printing of the question paper, Mishra told reporters here. As per protocol, Mohanty only had access to the question paper using an ID and password. He was supposed to proof-read the question paper, make necessary corrections and then delete it from the computer, he said. 'However, we found that he had not deleted the question paper from his laptop and gave its access to data entry operator Jitan Moharana even though he has no business with dealing with the question set,' the DGP (Crime Branch) said. While examining the call records, the Crime Branch found that Mohanty had telephonic conversation with Jitan Moharana for more than 100 times beyond the official hours during the past three months, he added. The DGP (Crime Branch) said Moharana had no role in the conduct of the examination. Still, the vice-president had deliberately given him laptop access, which helped him leak the question paper. So, both have an equal role in the question leak case. The police will now start a financial investigation into the question paper leak case, he said, adding, 'We are also trying to find out whether any other person was involved in the case or not.'

Odisha: 2 more arrested in Balasore college student's self-immolation case
Two more people have been arrested in Odisha's Balasore district for allegedly abetting the self-immolation of a 20-year-old college student, news agency PTI reported on Monday, citing police. The student of Fakir Mohan (Autonomous) College in Balasore allegedly set herself ablaze on July 12 after an internal enquiry committee failed to validate her sexual harassment complaint. She died two days later, on July 14. 'The arrested persons are Jyoti Prakash Biswal, a student of the college, who had sustained burn injuries in an attempt to save the woman, and Subhra Sambait Nayak, the state joint secretary of a student organisation,' the officer said. Biswal had recently been discharged from SCB Medical College Hospital in Cuttack following treatment for his injuries. The arrests took place late Sunday night at the respective residences of the accused, PTI quoted officer as saying. Previously, Samira Kumar Sahoo, an assistant professor, and the college's former principal, Dillip Ghose, had also been arrested in connection with the case. According to an earlier PTI report, classes resumed on July 21 after a 10-day hiatus, with students attending as usual. The Crime Branch continued its investigation into the events leading up to the student's self-immolation and her death at AIIMS Bhubaneswar two days later. The two-page letter, written in Odia, described the woman's complaint as false and hailed Sahoo as a 'great teacher who is known for his amiable ways.' The letter was reportedly submitted a day after she lodged her complaint with the then-principal Dilip Ghose, alleging sexual harassment and mental torture. In the letter, the students also alleged that the complainant made the accusation only after being debarred from sitting for the internal exam due to poor attendance. The woman's brother claimed the letter was part of a broader attempt to obstruct a fair investigation. 'All attempts were made to assassinate the character of my sister after she lodged the complaint, both inside the college and through social media platforms. When all attempts were made to sway sentiment, how can the ICC probe be fair? That's why my sister lost all hopes of getting justice,' he said. Recalling the events of July 12, her friend said she had briefly stepped away for lunch and returned to find the student on fire. 'I am sure the principal said something that hurt her, pushing her to take such a drastic step. She was broken and exhausted,' the friend said. Her roommate added that the woman had appeared extremely anxious the night before her death. 'When I woke up at 3 am, I found her awake. She was very upset of not being allowed to write the internal exam on June 30 over low attendance though she attended classes. She told me that the head of department was picking on her. She was very upset over the comments made on her character on social media by student wings of the Biju Janata Dal and the Congress (National Students' Union of India). Ironically, the same students now speak of justice for her,' the roommate recounted.
