Asian Development Bank approves $800 million package for Pakistan
Khurram Schehzad, advisor to the finance minister confirmed the development in a brief statement on social media, saying that the package includes a USD 300 million policy-based loan (PBL) and a USD 500 million programme-based guarantee (PBG).
He said, ADB approves USD 800 million financing package for Pakistan under the Resource Mobilisation Reform Programme.
Separately, the Philippines-based lender also confirmed the development in a statement, saying that subprogramme 2 of the Improved Resource Mobilisation and Utilisation Reform Programme includes a policy-based loan of USD 300 million, and ADB's first-ever policy-based guarantee of up to USD 500 million, which is expected to mobilise financing of up to USD 1 billion from commercial banks.
Pakistan has made significant progress in improving macroeconomic conditions, said ADB country director for Pakistan, Emma Fan. This programme backs the government's commitment to further policy and institutional reforms that will strengthen public finances and promote sustainable growth.
The programme supports far-reaching reforms to improve tax policy, administration, and compliance while enhancing public expenditure and cash management.
It also promotes digitalisation, investment facilitation, and private sector development. These measures aim to reduce Pakistan's fiscal deficit and public debt while creating space for social and development spending, it said.
Quoting ministry officials, The Express Tribune newspaper reported that it aims to enhance domestic resource mobilisation and stabilise the economy through financial reforms.
The support will help improve the tax system, increase revenues, and promote fiscal discipline. The programme is also expected to broaden the country's revenue base and marks a key step toward economic self-reliance.

Aadhaar-based biometric and facial recognition attendance system launched for pourakarmikas in Hubballi-Dharwad
Hubballi: The Hubballi-Dharwad Municipal Corporation (HDMC) has launched a new Aadhaar-based biometric and facial recognition attendance system to boost the performance of pourakarmikas. The corporation introduced this system to enhance the efficiency of over 2,500 pourakarmikas and auto tipper drivers working across 82 wards, while improving the cleanliness standards of the city. The attendance system incorporates both biometric and facial recognition capabilities. Henceforth, the officials of HDMC will take attendance thrice a day. Pourakarmikas will give attendance in the morning while reporting to duty at 6am, and then again at 10am and 2pm. The govt of India's Unique Identification Authority of India (UIDAI) has officially sanctioned this advanced system. It ensures precise attendance tracking, timely wage disbursement, and enhanced administrative transparency. HDMC commissioner Rudresh Ghali said the system offers several advantages, including accurate attendance monitoring, reduced tardiness, punctual payment of wages to civil servants, elimination of paper-based attendance records, and improved administration with a user-friendly interface featuring Kannada voice guidance. Geo-fencing enables location-based attendance verification. "The corporation aims to enhance civic worker recognition, improve city cleanliness, and strengthen administrative efficiency through this technological advancement," he added. The HDMC's IT department awarded the contract for implementing this biometric and facial recognition system to Swasthi Private Limited, a start-up founded by Vijay Bhajantri and Siddalinga Latti. According to sources, this initiative aligns with the digital governance reforms being implemented across urban local bodies. The system is expected to benefit both the corporation and the workers by establishing transparent work documentation. HDMC plans to gradually expand the system's capabilities to include real-time location tracking and work completion verification. The executive engineer of SWM, Santosh Kumar Yarangali, explained that the system effectively tracks working hours. The technology allows supervisors to efficiently oversee workforce allocation across zones, leading to enhanced accountability and operational efficiency. The new attendance system has been implemented in zones 10 and 11, with zone 12 scheduled for implementation shortly, encompassing a total of 27 wards. He further stated that the biometric and facial recognition attendance system would be extended to all wards within two months. Additionally, he confirmed that 90 attendance points have already been identified and geo-tagged.

While inorganic waste undergoes eco-friendly disposal, organic waste becomes fertiliser. Following National Green Tribunal guidelines, the municipality processes the collected waste daily. To address the existing waste backlog at the facility, a Pune-based company received a disposal contract. Wherever old waste is cleared, the space is transformed with fruit and vegetable saplings. The municipality has established a tidy park right in the garbage disposal unit. Over 6,000 saplings have already been planted there. The organic and vermicompost are currently being tested for NPK values at a laboratory accredited by the Pollution Control Board. "We handle 12 tonnes of waste each day, transforming organic material into fertiliser. The cost for 40 kg of organic fertiliser is set at Rs 300," states chief officer H Imam Saheb. Deputy commissioner MS Diwakar highlights that this solid waste management facility serves as a model for effective municipal operations. "The waste is not only collected and disposed of scientifically, but it also creates revenue for the municipality by transforming waste into fertiliser. Pradhan visits HAL facility in Koraput, CUO
1 2 Koraput: Union education minister Dharmendra Pradhan began his two-day visit to Koraput district on Saturday with a visit to the Hindustan Aeronautics Limited (HAL) engine and component manufacturing unit at Sunabeda. Emphasising its strategic importance in national defence, Pradhan called for development of a HAL-based MSME cluster to spur employment and entrepreneurship in the region. He urged HAL to collaborate with IIT Madras and Central University of Odisha (CUO) to offer diploma and undergraduate programmes in aerospace, defenc, and related sectors. "The objective is to develop a skilled workforce with domain expertise and promote innovation from the school level," he said. Pradhan also advised establishment of HAL-sponsored STEM (science, technology, engineering and mathematics) laboratories in schools across Koraput, Malkangiri, Nabarangpur and Rayagada districts. "The laboratories would provide early exposure to scientific disciplines and lay the groundwork for future careers in technology," he said. To elevate the university to global standards, an MoU was signed between six centrally funded higher education institutes in Odisha — CUO, IIT Bhubaneswar, IIM Sambalpur, NIT Rourkela, IISER Berhampur and National Sanskrit University, Puri. Updating the status of academic staff, Pradhan said 70 posts have recently been filled and CUO aims to fill at least 130 out of sanctioned 153 teaching positions in the next year. He also announced that CUO will introduce new diploma and undergraduate courses in artificial intelligence, machine learning and agri-business from the next academic year.
