MGP flags concerns over footpath encroachments, delay in Kukkarhalli lake rejuvenation

The city-based NGO Mysore Grahakara Parishat (MGP) has raised serious concerns about the growing footpath encroachments in the city and the delay in rejuvenation work at Kukkarhalli lake and Poornaiah canal.
The civic group has called for a coordinated and transparent approach from the district administration, pointing to legal, administrative, and safety challenges.
The recent fatal accident of a senior citizen who was run over by a KSRTC bus near Vivekananda Circle, has reignited the debate on pedestrian safety, with MGP questioning the ability of authorities to ensure unobstructed footpaths in the face of rising street vending.
The MGP pointed out that the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014, which allows licensed vendors to operate, and a more recent Supreme Court directive from May 2025, which directs governments to remove encroachments to uphold the right to safety under Article 21, seemed to be contradictory in nature.
In a letter addressed to Deputy Commissioner G. Lakshmikanth Reddy, MGP stated the legal contradiction between the central law and the Supreme Court order could hamper enforcement to clear footpath encroachment.
Bhamy V. Shenoy founding working president of the MGP, and S. Shobana, working president of the NGO, raised apprehensions whether the Mysuru City Corporation (MCC) has the capacity to provide alternate vending locations to all 7,000 licensed vendors in the city.
Mr. Shenoy and Ms. Shobana also wondered whether there is a system in place to verify the authenticity of vendor permits and how MCC plans to prevent corruption in issuing or overlooking licenses. It urged authorities to act against the many unlicensed vendors from footpath encroachment.
In a bid to address the issue in an accountable manner, MGP has proposed the formation of a Pedestrian Safety Committee with representation from elected leaders, vendor associations, NGOs, police, urban planners, and MCC officials.
The MGP said while pedestrian safety and removal of footpath encroachment was necessary, one could not overlook the economic imperatives of the vendors and hence mooted the idea of offering incentives to those who relocate to new areas. This was necessary given the difficulty of replicating foot traffic and business opportunities that some streets currently provide, said the MGP.
The attention of Mr. Reddy was also drawn to Kukkarhalli lake rejuvenation project and the MGP underlined the imperatives of restoring the lake and the canal system by removing the encroachments obstructing the natural flow of water.
Urging the Deputy Commissioner to expedite the tendering process, the MGP said there was sufficient local expertise with extensive knowledge of the lake and the feeder canal and it should be tapped while drawing the new DPR for the project.

Telangana may be headed for crucial bypolls following the Supreme Court ruling Thursday setting aside the Telangana High Court order that had stayed disqualification proceedings against 10 Bharat Rashtra Samithi (BRS) MLAs who switched to the Congress. In its order, the Court also directed Speaker Gaddam Prasad Kumar to decide on the MLAs' disqualification within three months. The apex court ruling drew a sharp reaction from the BRS, which has been slamming the Congress as well as the Leader of the Opposition in the Lok Sabha Rahul Gandhi over the issue. 'We thank the CJI (B R Gavai) for ensuring that the democratic structure of this country isn't eroded by malicious methods. I hope Rahul Gandhi who in his 'Panch Nyay' advocated for stronger anti-defection laws and automatic cancellation upon defection, will welcome this decision. I dare you to stand by your own preachings, Mr Gandhi!' BRS working president K T Rama Rao said in a post on X. He added that he hoped the Congress would accept the Court order, and not 'use the honourable Speaker's position to make a mockery of the Indian Constitution, any further'. The 10 MLAs who had switched to the Congress had done so 'illegitimately', Rao said. There is no imminent threat to the Congress government even if the MLAs are disqualified as it enjoys a majority on its own with 64 MLAs in the 119-member Assembly. The BRS has 39 MLAs while the BJP and AIMIM have eight and seven respectively. The Congress's ally, the CPI has one MLA. Speaking to The Indian Express, Rao, popularly known as KTR, said the party was ready for the likely bypolls to fill the seats any time. 'We have been prepared for a year,' he said. BRS MLC Dasoju Sravan called the ruling 'a slap on the face of perpetrators of injustice and those who do not abide by the Constitution'. 'Not just the bypolls, if the Assembly elections are held today, we will win 80% of the seats,' he told The Indian Express. The ruling is a personal blow to Telangana Chief Minister A Revanth Reddy, who in March emphatically declared on the floor of the House that there would be no bypolls even if BRS legislators switched sides. This remark of the Congress leader had drawn the top court's wrath, with a Bench wondering if it had committed a mistake by letting him off in August last year when he was accused of making allegedly contemptuous remarks. 'Having experienced it on an earlier occasion, was your Chief Minister not expected to at least exercise some degree of restraint? So did we commit a mistake by letting him off that time, not taking action for contempt,' Justice Gavai had said. On Thursday, the Congress said it respected the Supreme Court ruling, and claimed to be prepared for the bypolls too. 'We started preparations three months ago. In constituencies expected to see bypolls, we have sanctioned double the number of Indiramma illulu (houses) while social security aid is being processed faster. We will easily win all the bypolls,' a senior Congress leader said on the condition of anonymity. Asked if the Supreme Court ruling was a setback for the CM, the leader said, 'There are ups and downs in politics. Ultimately, it is the people who decide who is their leader and the people of Telangana are with Reddy.' The 10 BRS MLAs who switched sides to the Congress were T Prakash Goud (Rajendranagar), Pocharam Srinivas Reddy (Banswada), Danam Nagender (Khairatabad), Kale Yadaiah (Chevella), Dr Sanjay Kumar (Jagtial), Kadiam Srihari (Station Ghanpur), Tellam Venkat Rao (Bhadrachalam) and Bandla Krishna Mohan Reddy (Gadwal), Arekapudi Gandhi (Serilingampalli). The Gadwal MLA, however, is said to have returned to the BRS fold already.

The court also evoked the West Bengal government's obligation to act as the true guardian of the victim and her child. It underscored that while the incident itself brings foundational derision into the lives of such victims, the trauma suffered by adolescent survivors is often amplified by rigid legal mechanisms, social dogmas, and the systemic failure of providing appropriate respite. The apex court reiterated that constitutional guarantees under Article 21 — particularly the rights to dignity, autonomy, privacy, and liberty — must guide judicial responses to cases involving adolescent conduct. It observed that rigid legal structures, when combined with deep-seated social stigma, often exacerbate the trauma of adolescent survivors, and called for justice mechanisms centred on rehabilitation, support, and proportional outcomes, including non-custodial sentencing in appropriate circumstances. The Supreme Court of India's May judgment in a rape and kidnapping case under the POCSO Act—where it decided not to send the convicted West Bengal man back to jail—addressed key issues of adolescent privacy, autonomy, and consensual relationships. The judgment talked about the need for a reassessment of laws on adolescent sexuality, balancing protection with individual dignity and evolving capacities, and warned against the criminalisation of consensual adolescent relationships. The judgment acknowledges the cognitive and emotional maturity increasingly evident among adolescents aged 16 and above — fostered by greater access to education, technology, and evolving social norms. The Supreme Court's ruling sparing the POCSO-convicted man of 20-year jail time aligns with international standards that discourage blanket criminalisation of adolescent sexual activity. Many jurisdictions globally adopt 'close-in-age' exemption to protect consensual peer relationships from being mischaracterised as statutory offences. In contrast, India's Protection of Children from Sexual Offences (POCSO) Act, while enacted to shield children from sexual exploitation, has often been misapplied to prosecute consensual romantic relationships, especially where families disapprove of the association. The criminal justice system's support for parental control over adolescent autonomy not only promotes regressive ideologies but also lethal methods such as so-called 'honour killing.' Therefore, rather than safeguarding children, rigid laws are weaponised toward indirect enablement of violence and further victimisation. Need for legal reform The Supreme Court judgment draws attention to the growing misuse of the POCSO Act by parents and guardians as a tool to reinforce caste, community, and gender norms, weaponising legal provisions to invalidate adolescent agency. It notes that in rarer instances, sexual offence laws are misused through false or malicious complaints filed for retributive or coercive motives. The strict statutory structure enables parents opposed to their children's relationships to invoke POCSO charges against adolescent males, often weaponising the law to enforce social or caste boundaries. There have also been cases where families refusing to accept a daughter's relationship have filed criminal complaints for rape, regardless of the girl's wishes. The court advocated for safeguards, including preliminary fact-finding inquiries, proportionate sanctions against those filing demonstrably false claims, and accountability for legal actors complicit in such misuse. It also critiqued the inadequacy of current victim compensation regimes, which are marred by bureaucratic delays, lack of uniformity, and minimal focus on psychosocial or educational rehabilitation. The case also brings into focus the inadequacy of India's victim compensation regime for adolescent survivors as state support often stops at financial compensation, notwithstanding their psychological, vocational or educational rehabilitation. The court called for minimum compensation thresholds (Rs 25 lakh), alongside long-term, survivor-centric support mechanisms, particularly in cases involving adolescent mothers. These measures aim to ensure that India's legal framework moves toward a more nuanced, rights-based model — one that respects adolescent autonomy, mitigates unnecessary criminalisation, deters misuse of protective laws, and ultimately upholds the constitutional values of dignity, privacy, and justice for young victims. Also read: Sexualise, dehumanise Northeast people—Indian YouTubers have a new formula for more views Necessary deterrents Another troubling trend is the deliberate misuse of sexual offence laws not just by families but by complainants who file false allegations for personal, financial, or retaliatory motives. While such cases are rare, the justice system nevertheless must put safeguards in place to deter and penalise such misuse, regardless of the complainant's gender. This includes mandating careful, evidence-based preliminary inquiries before registering cases involving adolescent relationships. Proportionate penalties can also be imposed such as monetary fines or criminal liability, and instituting accountability for legal counsels, police, and other intermediaries who abet such misuse. These deterrents are essential to uphold the integrity of sexual offence laws, protect the wrongfully accused from irreversible social harm, and prevent erosion of trust in systems meant to protect genuine victims. Women earning for family is still taboo Revise the legal age for consent Given the changing realities facing adolescents, reforms merit revisiting the legal age for consensual relationships, aligning the adolescent capability to international best practice and the 'close-in-age' defences to be built into POCSO to distinguish consensual adolescent exploration from exploitative abuse by adults. These must be accompanied by victim compensation frameworks to move beyond transactional payments and toward holistic, survivor-centered long-term support models, ensuring dignity and reintegration. The law enforcement agencies too must be sensitised on adolescent agency and privacy rights, and should take measures to prevent 'victimisation of the victim' through the process itself. Such transformative reforms will not only uphold constitutional values of dignity, autonomy, and privacy, but also ensure that the law protects rather than punishes young people for consensual choices. Decks have been cleared for the publication of WBJEE results following the Supreme Court's July 28 order staying the Calcutta High Court's earlier decision to halt the implementation of a revised list of Other Backward Classes (OBCs) notified by the state government, a senior higher education department official was quoted as saying by news agency PTI said on Wednesday. Once the results are announced, the candidates will be able to access them using their application number and date of birth/password to log in. The results will be made available on the official website – Furthermore, candidates should note that the final WBJEE 2025 answer key will be released before the final results announcement. WEBJEE Results 2025: Official's Comments When asked about the timeline for releasing WBJEE results, board chairperson Sonali Chakraborty Banerjee was cautious yet hopeful. In a conversation with PTI, she further stated, 'Today (July 30), we received the state government directive. We shall implement the directive and let you know about our decision tomorrow (July 31),' The education minister of the state, Bratya Basu, stated that the department was fully prepared to respond promptly to the Supreme Court's decision and said, 'We in the higher education department had already anticipated this and are fully prepared to take appropriate actions immediately.' WEBJEE Results 2025: Important Details The WBJEE exams were held on April 27, and according to the reports, the results were expected to be out in July. However, with the Calcutta HC ruling halting the process, the results were severely delayed. According to PTI, a senior education official said that steps have been taken to publish the results soon and further added, 'We have consulted legal experts, and every step has been taken to accommodate candidates' interests. The results will be out soon.' Previously, the Board Chairperson had sai,d 'We were ready to publish the results by July 5. But then, the legal developments followed, and the matter became subjudice. We were waiting for the government's directive.'
