Now, written test to precede interview in asst prof's appointment at UP govt degree colleges
To bring about more transparency, the UP Cabinet on Thursday made an amendment in the recruitment process of assistant professors in government degree colleges.
Briefing the media about changes brought in the rules, higher education minister Yogendra Upadhyay said the process of appointment to the post of assistant professors in the government degree colleges of the state has been changed.
Upadhyay said the amendment to the Higher Education Service Rules has been approved. With the introduction of written examination in appointment, there will be no complaints of discrimination and it will bring in greater transparency.
In the proposal, the weightage of written examination will be 70% and that of interview 30%. The CM, however, has asked to reduce the weightage of interviews further. A committee has been formed to recommend it. The weightage of the written will be increased to more than 70%.
The minister said the UP Cabinet on Thursday amended the Rule 15 (3) of Uttar Pradesh Higher Education (Group-A) Service Rules, 1985, and included the written exam (subjective type) in the selection process. This amendment will be applicable under the UP Higher Education (Group-A) Service (Third Amendment) Rules-2025, a spokesperson said. The proposal was aimed to bring improvement in the appointment process of assistant professors.
The UP Cabinet also took a step towards establishing a private university in the meeting of the council of ministers held under chief minister Yogi Adityanath. The establishment of Dr KN Modi University in Modinagar in Ghaziabad district has been approved.
'This university will be established by Dr KN Modi Institute of Pharmaceuticals Education and Research Trust that will be spread over 20.45 acres of land in village Bisokhar and Begumabad Budana, in Modinagar tehsil,' the minister said.
According to the proposal, the Uttar Pradesh Private University Act, 2019, will be amended and the Uttar Pradesh Private University (Second Amendment) Ordinance, 2025, will be promulgated, after which the operating authority letter will be issued to the university. He said it is an important step to promote quality higher education in the state, which will provide employment-oriented education to the local youth.

This framework is an outcome of that vision. The Minister emphasised the need for extending customised training modules to scientific institutions, stressing the importance of administrative preparedness in addition to technical expertise. The upgraded NSCSTI 2.0 framework presents a more refined, inclusive, and future-ready approach to civil services training. It has been simplified and streamlined, with the number of evaluation metrics rationalized from 59 to 43, ensuring greater clarity and a sharper focus on outcome-based assessments. The framework is field-informed, drawing extensively from consultations with over 160 Civil Service Training Institutes (CSTIs), assessors, and domain experts, making it grounded in real-world training challenges and needs. Its inclusive design makes it adaptable for training institutes across all levels of government -- Central, State, and Urban Local Bodies (ULBs). Recognising the shifting learning landscape, the framework is also digitally aligned, embracing hybrid learning models and AI-driven training mechanisms. Most importantly, it is forward-looking, integrating progressive elements such as Indian Knowledge Systems (IKS), the Karmayogi Competency Model (KCM), and the Amrit Gyaan Kosh (AGK), thereby aligning with India's vision of building a future-ready, competent, and citizen-centric civil service. Recounting the global interest in India's civil services reform model, Dr. Jitendra Singh shared that countries like Bangladesh, South Africa, and Maldives have shown keen interest in studying Mission Karmayogi. 'This is a testament to India's leadership in governance reform,' he said. NSCSTI 2.0 also enhances policy visibility, reaffirming the government of India's commitment to institutional excellence and long-term capacity building. The framework serves as a strong motivational tool for CSTIs, encouraging them to embrace innovation, adopt best practices, and pursue continuous improvement. It also builds public awareness by positioning accreditation not merely as a compliance requirement but as a meaningful driver of quality and performance. With the reactivation of the accreditation portal, the framework ensures full operational readiness for a streamlined and transparent accreditation process. Additionally, it fosters cross-learning, enabling training institutes to benefit from the shared experiences and success stories of top-performing CSTIs across the country In just two years, over 195 CSTIs have already been accredited under NSCSTI. The upgraded version builds on real-time feedback and CBC's principle of participatory governance. Developed by the Capacity Building Commission (CBC), the revamped framework marks a major leap in India's mission to build a future-ready civil service. The Minister highlighted how the framework supports cooperative and competitive federalism, empowering institutes to evaluate and upgrade themselves. 'Just as the Aspirational Districts Programme enabled backward districts to outshine expectations, NSCSTI 2.0 encourages CSTIs to introspect, innovate and pursue excellence,' Dr. Singh noted.

Last week, an auto-rickshaw driver in Maharashtra's Palghar was thrashed in public, allegedly by the supporters of Uddhav Sena and Raj Thackeray's MNS over his refusal to speak Marathi. A video of the auto-rickshaw driver, a migrant, went viral, showing him arguing with another migrant from Uttar Pradesh, Bhavesh Padolia, at Virar station. He said in the video that he would only speak Hindi when he was asked why he was not speaking in Marathi. Earlier, MNS workers threw stones and vandalised the office of a businessman named Sushil Kedia, who had earlier issued an open dare to Raj Thackeray, stating that he would not be intimidated by MNS workers or be forced to learn Marathi under pressure. Earlier this month, a shopkeeper in Mumbai's Mira Road was assaulted after he allegedly refused to speak in Marathi. Earlier this month, the Thackeray cousins shared the stage for the first time in two decades at the Awaj Marathicha rally in Mumbai to celebrate the rollback of the controversial Hindi language policy in primary schools in Maharashtra. The language row erupted when the Maharashtra government issued an order in April to make Hindi as the compulsory third language for students in their primary classes. However, there is a media… — ANI (@ANI) July 18, 2025 SC's Notice To UP Govt This statement by the UP Chief Minister comes after the Supreme Court on Tuesday issued a notice to the state governments of Uttar Pradesh and Uttarakhand seeking their responses to a plea challenging the mandate that requires shopkeepers along the Kanwar Yatra route to display QR codes, which could be scanned to identify the owners via their names. The UP government had issued an order earlier this year, mandating eateries to display QR codes containing information on the shop owners. Subsequently, the Uttarakhand government also issued a similar mandate. The order, which was challenged in the apex court, is alleged to be violating citizens' fundamental rights. The plea also stated that the direction requiring vendors to display their names would lead to discriminatory profiling. The pea also noted that a similar mandate issued by the UP government last year was stayed by the Supreme Court. Thus, as per ANI, the plea seeks the respondent government to explain how the said mandate does not violate the constitutional rights of citizens and the interim stay order issued by the top court last year.
