Now, written test to precede interview in asst prof's appointment at UP govt degree colleges
To bring about more transparency, the UP Cabinet on Thursday made an amendment in the recruitment process of assistant professors in government degree colleges.
Briefing the media about changes brought in the rules, higher education minister Yogendra Upadhyay said the process of appointment to the post of assistant professors in the government degree colleges of the state has been changed.
Upadhyay said the amendment to the Higher Education Service Rules has been approved. With the introduction of written examination in appointment, there will be no complaints of discrimination and it will bring in greater transparency.
In the proposal, the weightage of written examination will be 70% and that of interview 30%. The CM, however, has asked to reduce the weightage of interviews further. A committee has been formed to recommend it. The weightage of the written will be increased to more than 70%.
The minister said the UP Cabinet on Thursday amended the Rule 15 (3) of Uttar Pradesh Higher Education (Group-A) Service Rules, 1985, and included the written exam (subjective type) in the selection process. This amendment will be applicable under the UP Higher Education (Group-A) Service (Third Amendment) Rules-2025, a spokesperson said. The proposal was aimed to bring improvement in the appointment process of assistant professors.
The UP Cabinet also took a step towards establishing a private university in the meeting of the council of ministers held under chief minister Yogi Adityanath. The establishment of Dr KN Modi University in Modinagar in Ghaziabad district has been approved.
'This university will be established by Dr KN Modi Institute of Pharmaceuticals Education and Research Trust that will be spread over 20.45 acres of land in village Bisokhar and Begumabad Budana, in Modinagar tehsil,' the minister said.
According to the proposal, the Uttar Pradesh Private University Act, 2019, will be amended and the Uttar Pradesh Private University (Second Amendment) Ordinance, 2025, will be promulgated, after which the operating authority letter will be issued to the university. He said it is an important step to promote quality higher education in the state, which will provide employment-oriented education to the local youth.

Centre launches NSCSTI 2.0 to strengthen India's civil services training ecosystem
New Delhi: Union Minister of State (Independent Charge) for Personnel, Public Grievances and Pensions, Dr. Jitendra Singh, launched the National Standards for Civil Service Training Institutes 2.0 (NSCSTI 2.0) on Friday, marking a significant step forward in strengthening the India's civil services training ecosystem to build a future-ready citizen-centric civil service. Prime Minister Narendra Modi-led government has removed unreasonable barriers separating public and private sectors, enabling the best practices from all domains to be harnessed. This framework is an outcome of that vision. The Minister emphasised the need for extending customised training modules to scientific institutions, stressing the importance of administrative preparedness in addition to technical expertise. The upgraded NSCSTI 2.0 framework presents a more refined, inclusive, and future-ready approach to civil services training. It has been simplified and streamlined, with the number of evaluation metrics rationalized from 59 to 43, ensuring greater clarity and a sharper focus on outcome-based assessments. The framework is field-informed, drawing extensively from consultations with over 160 Civil Service Training Institutes (CSTIs), assessors, and domain experts, making it grounded in real-world training challenges and needs. Its inclusive design makes it adaptable for training institutes across all levels of government -- Central, State, and Urban Local Bodies (ULBs). Recognising the shifting learning landscape, the framework is also digitally aligned, embracing hybrid learning models and AI-driven training mechanisms. Most importantly, it is forward-looking, integrating progressive elements such as Indian Knowledge Systems (IKS), the Karmayogi Competency Model (KCM), and the Amrit Gyaan Kosh (AGK), thereby aligning with India's vision of building a future-ready, competent, and citizen-centric civil service. Recounting the global interest in India's civil services reform model, Dr. Jitendra Singh shared that countries like Bangladesh, South Africa, and Maldives have shown keen interest in studying Mission Karmayogi. 'This is a testament to India's leadership in governance reform,' he said. NSCSTI 2.0 also enhances policy visibility, reaffirming the government of India's commitment to institutional excellence and long-term capacity building. The framework serves as a strong motivational tool for CSTIs, encouraging them to embrace innovation, adopt best practices, and pursue continuous improvement. It also builds public awareness by positioning accreditation not merely as a compliance requirement but as a meaningful driver of quality and performance. With the reactivation of the accreditation portal, the framework ensures full operational readiness for a streamlined and transparent accreditation process. Additionally, it fosters cross-learning, enabling training institutes to benefit from the shared experiences and success stories of top-performing CSTIs across the country In just two years, over 195 CSTIs have already been accredited under NSCSTI. The upgraded version builds on real-time feedback and CBC's principle of participatory governance. Developed by the Capacity Building Commission (CBC), the revamped framework marks a major leap in India's mission to build a future-ready civil service. The Minister highlighted how the framework supports cooperative and competitive federalism, empowering institutes to evaluate and upgrade themselves. 'Just as the Aspirational Districts Programme enabled backward districts to outshine expectations, NSCSTI 2.0 encourages CSTIs to introspect, innovate and pursue excellence,' Dr. Singh noted.

‘Won't Allow Compulsion…': Uddhav Thackeray Opposes 3-Language Policy In Maharashtra
Last Updated: Shiv Sena (UBT) chief Uddhav Thackeray on Friday asserted he would not accept any attempt by the Maharashtra government to implement a three-language policy in the state. Amid the ongoing language row in Maharashtra, Shiv Sena (UBT) chief Uddhav Thackeray on Friday asserted that will not allow Chief Minister Devendra Fadnavis-led government to implement a three-language policy in the state. While speaking to reporters in Vidhan Bhavan premises on the last day of the monsoon session of the assembly, Thackeray said that his party is not against the Hindi language; however, he had accused a few groups of comparing Marathi people to terrorists and undermining Marathi identity. '…I stand by my sentiments. We don't oppose any language, but we won't allow compulsion for any language," he said as quoted by news agency ANI. #WATCH | Mumbai, Maharashtra: On the Hindi language controversy, Shiv Sena (UBT) chief Uddhav Thackeray says, '…I stand by my sentiments. We don't oppose any language, but we won't allow compulsion for any language." — ANI (@ANI) July 18, 2025 The former Chief Minister further took a veiled dig at the ruling BJP and accused the government of shifting industries and financial centres of Mumbai to Gujarat. 'We are not speaking 'todne ki bhasha' but Mumbai is gradually losing its significance. Who took the industries and financial centres of Mumbai to Gujarat? These people. So, nobody can separate Mumbai from Maharashtra. Jo bhi karega hum unke tukde karenge, I say this openly. But we won't let (anything happen to) Mumbai's significance. Mumbai is the capital of Maharashtra, it is considered the financial capital of the country," he said. 'Its significance feels like an eyesore to some people. Where were they shifting the film industry to? Who was shifting it? I? Is that not the truth? Who took away the Diamond Market? Is that not the truth? A financial centre was going to be set up here, but who is giving bullet trains to Ahmedabad? People can see this openly. There is nothing more to add,' he added. Tarnished State's Image The Sena (UBT) chief also expressed his concern over the scuffle between supporters of two MLAs from BJP and NCP (SP) in the state assembly lobby on Thursday, maintaining the incident had tarnished Maharashtra's image. "The image of Maharashtra has gone down in the country after the incident." The opposition MLC hit out at the BJP-led Mahayuti government, noting the conduct of those in power was bringing shame to the dignity of the state. Asked about comparisons being drawn between Thursday's violent clash and lawlessness in other states, the Shiv Sena (UBT) president said, "I will not say that such scuffles are bringing UP-Bihar culture to Maharashtra. There are good people in those states as well. We should not malign the image of an entire state because of some bad elements." Uddhav Thackeray-Fadnavis Meet Thackeray's comments came a day after he and his son Aaditya Thackeray met the Chief Minister on Thursday. The three leaders held a 20-minute discussion in Fadnavis's ante-chamber, once again setting off political speculation. But, contrary to all the buzz surrounding shifting alliances and loyalties in state politics, they discussed the post of the opposition leader in the state assembly and the issue of alleged Hindi imposition via the three-language formula. Thackeray also handed over a compilation of news articles opposing the introduction of Hindi as a third language in Maharashtra, as he cited concerns of alleged linguistic imposition. Language Row In Maharashtra A string of violent incidents targeting non-Marathi speaking people have brought the state into limelight. Thackeray brothers– Shiv Sena (UBT's) Uddhav Thackeray and MNS' Raj Thackeray– have been targeting the BJP-led state government for trying to 'impose' Hindi in Maharashtra and migrants for not speaking Marathi. Last week, an auto-rickshaw driver in Maharashtra's Palghar was thrashed in public, allegedly by the supporters of Uddhav Sena and Raj Thackeray's MNS over his refusal to speak Marathi. A video of the auto-rickshaw driver, a migrant, went viral, showing him arguing with another migrant from Uttar Pradesh, Bhavesh Padolia, at Virar station. He said in the video that he would only speak Hindi when he was asked why he was not speaking in Marathi. Earlier, MNS workers threw stones and vandalised the office of a businessman named Sushil Kedia, who had earlier issued an open dare to Raj Thackeray, stating that he would not be intimidated by MNS workers or be forced to learn Marathi under pressure. Earlier this month, a shopkeeper in Mumbai's Mira Road was assaulted after he allegedly refused to speak in Marathi. Earlier this month, the Thackeray cousins shared the stage for the first time in two decades at the Awaj Marathicha rally in Mumbai to celebrate the rollback of the controversial Hindi language policy in primary schools in Maharashtra. The language row erupted when the Maharashtra government issued an order in April to make Hindi as the compulsory third language for students in their primary classes. Amid backlash from regional parties, the NDA government amended its April 16 Government Resolution (GR) on June 17, changing Hindi from a compulsory to an optional subject. UP CM Yogi Busts Media Trial Around Religious Proceedings, Says Kanwar Yatris Are Labelled As Terrorists
Uttar Pradesh Chief Minister Yogi Adityanath on Friday, while addressing a gathering, said that people from all social classes are involved in the ongoing Kanwar Yatra; however, there is a media trial, and the religious proceeding is being defamed. He also claimed that the Kanwar Yatris are being labelled as criminals and terrorists. He added that the alleged defamation reflects a 'mentality that seeks to tarnish India's heritage'. "Kanwar Yatra is ongoing. People from all social classes, from the working class to the upper class, are involved in this movement. There is a strong sense of unity, and no discrimination is evident," the Uttar Pradesh CM said. "However, there is a media trial, and the Kanwar Yatra is being defamed. They (Kanwar Yatris) are even labelled as criminals and terrorists. This reflects a mentality that seeks to tarnish India's heritage in every way," CM Yogi said. #WATCH | Varanasi: UP CM Yogi Adityanath says, "Kanwar Yatra is ongoing. The UP government had issued an order earlier this year, mandating eateries to display QR codes containing information on the shop owners. Subsequently, the Uttarakhand government also issued a similar mandate. The order, which was challenged in the apex court, is alleged to be violating citizens' fundamental rights. The plea also stated that the direction requiring vendors to display their names would lead to discriminatory profiling. The pea also noted that a similar mandate issued by the UP government last year was stayed by the Supreme Court. Thus, as per ANI, the plea seeks the respondent government to explain how the said mandate does not violate the constitutional rights of citizens and the interim stay order issued by the top court last year.
